Short answer: Do not build an HTML scraper for eBay unless eBay has given you prior express permission. The current US User Agreement prohibits automated access by scrapers and similar tools without that permission. For legitimate listing data, use eBay’s documented Browse API: obtain an application access token, search with the Browse API, and request item details only when your application needs them.
This guide shows the compliant API workflow, authentication pattern, quota and display issues, failure recovery, and a visual alternative when you only need screenshots rather than structured listing data.

What “scraping eBay” means in practice
People usually mean one of two different jobs:
- Structured data collection: finding listings, prices, identifiers, condition, shipping or seller fields for an application.
- Visual capture: saving a picture or PDF of a page for documentation, QA or an editorial record.
Those jobs need different tools. Structured collection should start with eBay’s API and its developer terms. Visual capture can use a screenshot service, but an image is not a substitute for permission to harvest listing data.

The permission boundary
eBay’s US User Agreement, effective June 28, 2026 for users who had agreed to the prior version, says:

“use any robot, spider, scraper, data mining tools, data gathering and extraction tools, or other automated means (including, without limitation buy-for-me agents, LLM-driven bots, or any end-to-end flow that attempts to place orders without human review) to access our Services for any purpose, except with the prior express permission of eBay;”
The same policy list addresses circumvention of technical measures and unreasonable or disproportionately large infrastructure load. A low request rate, rotating proxies, browser automation or parsing a page that is publicly visible does not itself create permission. The agreement that applies to you can depend on your residence and marketplace, so read the applicable version before operating a collector.
The supported route: Browse API search
The Browse API provides item searches by keywords and other identifiers, including category, GTIN, eBay product ID and image, with additional criteria. A search returns item summaries; a separate item resource supplies more detail. Calls require an application access token.

- Register for the eBay Developers Program and create an application.
- Read the Buy APIs overview and verify that the particular Buy API and use case are eligible for your production account. eBay identifies some Buy APIs as limited release and available only to selected developers approved by business units.
- Obtain an application (client-credentials) access token using the authentication flow documented for your application.
- Read the API license and applicable user agreement before deciding what you may store, display, redistribute or combine with other data.
Do not design a production system around a token or endpoint you have not confirmed is enabled for your account.
Minimal search request
The following examples show the standard Browse search shape. Set your token in an environment variable; do not commit it to source control. The endpoint and parameter names are documented in the Browse API reference.

}Use the response’s pagination and continuation fields rather than assuming one response contains every match. Persist the item ID and the retrieval time so later updates can be reconciled without repeatedly downloading unchanged detail.
Request details only when needed
Search results are summaries. When a user opens a result or your workflow genuinely needs complete fields, call the item resource documented in the Browse API and pass the returned item ID. This “summary first, detail on demand” pattern reduces calls, latency and stale-data exposure. Treat fields as potentially changing: price, availability, shipping, seller status and condition should be refreshed according to your product’s needs and the API’s permitted caching rules.
Designing a responsible eBay data pipeline
Authentication and secret handling
- Keep the application token on a server, not in browser JavaScript or a public mobile bundle.
- Load it from a secret manager or environment variable and rotate it according to your organization’s policy.
- Log request IDs, status codes and timing, but redact authorization headers and personal information.
Search and filtering
Prefer API-supported filters for category, identifiers and other criteria instead of downloading broad result sets and filtering HTML yourself. Validate user input, cap page sizes, and stop when the API indicates there are no more results. Store the original query and marketplace context with each retrieval so an analyst can reproduce why an item was collected.
Storage, display and redistribution
API access does not automatically grant unrestricted downstream rights. The developer documentation, API license and applicable user agreement govern what you may cache, show to users, export or combine with other sources. Establish retention and deletion rules before launch, and obtain legal review for a commercial feed, archival dataset or redistribution service.
Quotas and growth
eBay publishes ceilings by product on its API Call Limits page. There is no single quota that safely describes every Browse integration. Check the current limit for your exact product and plan for an Application Growth Check if you need higher limits. Add exponential backoff for transient 429 or 5xx responses, enforce a client-side rate limiter, and cache results only where the terms permit.

Presentation constraints for browse experiences
For the guest-checkout browse/search requirements documented by eBay, partners and users may not sort items; eBay says the returned order reflects its relevance algorithm. This is a use-case-specific integration requirement, not a blanket rule for every API consumer. If your interface presents Browse results, verify the requirements that apply to your program and marketplace before adding sorting, ranking or altered result order.

Why an HTML scraper is fragile even aside from permission
- Markup, class names and embedded data formats can change without notice.
- Consent dialogs, login walls, bot checks and regional variations produce incomplete records.
- JavaScript-rendered prices or shipping estimates may not exist in the initial HTML.
- Retries against blocked pages can increase load and trigger additional controls.
- Copied personal or seller information can create privacy and retention obligations.
Do not attempt to bypass CAPTCHA or other technical controls. If your business case requires automated access outside the documented API, request eBay’s prior express permission and obtain written limits for endpoints, volume, storage and display.
Troubleshooting Browse API integrations
401 Unauthorized
The token is missing, expired, malformed or issued for a different environment. Request a fresh application token, send it as Authorization: Bearer TOKEN, and verify that no proxy or frontend code strips the header.
403 Forbidden or an access-denied response
Your application may not have production approval for the Buy API, or the operation may be restricted for your account or marketplace. Recheck the Buy APIs overview and contact eBay through the developer program instead of trying another scraper.
400 Bad Request
Inspect query spelling, encoding, identifier format and required headers. Start with a minimal keyword query, then add one filter at a time. Preserve the complete response body in a secure diagnostic log because it usually names the invalid field.

429 Too Many Requests
Stop sending requests, honor any retry guidance, and apply exponential backoff with jitter. Measure calls per API product, not just total calls across your application. Consult the current product-specific limits and the Application Growth Check process before requesting more capacity.
Empty or unexpectedly narrow results
Check marketplace, category and identifier assumptions; an identifier such as GTIN may match fewer listings than a keyword. Record the exact query and filters, then test a broad query in the developer documentation’s examples. Do not “fix” empty results by falling back to unauthorized page scraping.
Fields missing from an item
Search responses are summaries and not every listing has every attribute. Fetch the documented item resource for a selected ID, handle absent fields explicitly, and show users when a value is unavailable rather than inferring it.

- Ask eBay for express permission: describe the data, volume, retention, display and redistribution you need and keep the approval.
- Use seller-owned exports: for listings you own, investigate the seller tools and export options available to your account.
- Use human-facing links: eBay Partner Network lets publishers apply and, if approved, create trackable links to listings and search results. Its agreement covers promotional methods, privacy disclosures and restrictions; an affiliate link does not authorize scraping.

Frequently Asked Questions
Can I scrape eBay listings if I make only a few requests?
Not on that assumption. eBay’s current US User Agreement requires prior express permission for automated scraping, regardless of whether your request volume is low.
Does an eBay affiliate link make scraping legal?
No. EPN approval covers specified promotional methods and links; it does not grant permission to collect listing pages automatically.
Should I sort Browse API results myself?
Check the requirements for your integration. eBay’s documented guest-checkout browse/search requirements prohibit partner or user sorting and say returned order reflects eBay’s relevance algorithm.
What should I do if my application cannot use the Buy APIs in production?
Confirm the API’s limited-release status and production criteria, then ask eBay for access or express permission. Do not substitute an unauthorized HTML scraper.
