Save an unedited screenshot, record the full page URL and the capture date and time (including time zone), and keep a short capture note with the image. When you cite it, identify both the webpage and the particular screenshot or exhibit. A screenshot records what appeared on screen at one moment; by itself, it does not preserve the whole website or prove that every visible statement is true.
What to record when you capture a webpage
Capture the page in the state relevant to your question, then preserve enough context for another person to identify what they are looking at. The following fields are a practical checklist, not a universal legal requirement:
- Page title as displayed.
- Full URL, including the path and any query parameters that identify the page.
- Capture date and time with time zone. This is when you took the screenshot, not necessarily when the page was published or updated.
- Capture description stating what is visible and why you saved it.
- Relevant page state, such as a login, personalization, selected tab, expanded section, or content that required scrolling.
- File identification, such as the filename or exhibit number, and the name or role of the person who captured it when appropriate.
Use a clear filename, for example 2026-10-07T1430Z-example-page.png. A consistent filename helps organize records, but does not establish when or how an image was captured.

- Open the relevant page and make its state clear. If the material is below the fold, capture every portion needed. Do not imply that a single viewport shows the whole page. Note any interaction or account state that affects what appears.
- Save the original image without editing it. Use the screenshot’s original image format where possible. Keep the original file intact.
- Write a capture note. Record the page title, full URL, capture date and time with time zone, a concise description, and the capturer’s name or role if appropriate. Keep this note with the image.
- Save annotations as a separate derivative. If you crop, highlight, or redact an image, label the copy as edited and retain the untouched original. Describe the changes when you cite the derivative.
- Preserve context that matters. Keep related PDFs, linked records, or other underlying material when they contain the actual claim. A screenshot does not retain the page’s links or component files.
- Keep a second protected copy. Store the original and note together, then keep another copy in a location with suitable access controls or backup protection. For formal evidence collection, follow the applicable organizational policy and document who handled the files.
- For high-stakes or disputed material, consider a documented capture process and cryptographic hash. The appropriate method depends on the case and workflow; there is no single hash algorithm or screenshot protocol established here as universally required.
NARA describes trustworthy records in terms of reliability, authenticity, integrity, and usability, and recommends secure environments and documented procedures for agency records. Its guidance is useful for preservation practice, but it is not a universal chain-of-custody standard for every personal or legal matter. See NARA Guidance on Managing Web Records.

How to cite the screenshot and the webpage
Follow the style required by your publication, court, or organization. A useful general format identifies the issuing organization or author, page title, website, full URL, capture date and time, screenshot creator, and the image’s filename or exhibit label. Include an archive URL and its capture date if an archived copy is available.
Issuing organization or author. “Page title.” Website or publisher, full URL. Captured YYYY-MM-DD HH:MM [time zone]. Screenshot by [name or organization], [filename or exhibit label]. Archived at [archive URL], captured [archive date and time], if available.
For example, cite the source page and then identify the image as “Exhibit 3” or by filename in the accompanying text. Keep that screenshot citation distinct from a citation to an article or document linked from the page. If the author or publication date is not displayed, do not invent one; identify the issuing organization and the actual capture date instead.

When you cite a marked-up copy, state whether it is cropped, highlighted, or redacted and retain the original separately. Do not present an edited derivative as an untouched capture.
What a screenshot does—and does not—establish
A screenshot can document a rendered view at the moment of capture. It may not include the full page, off-screen content, interactions, links, embedded materials, or the site’s underlying structure. It also does not, by itself, establish who operated the site, whether the page was changed, when the content first appeared, or whether a visible claim is accurate.
For U.S. federal evidence only, Federal Rule of Evidence 901(a) requires evidence sufficient to support a finding that an item is what its proponent claims it is. The rule’s nonexclusive examples include testimony from someone with knowledge, distinctive characteristics considered with the circumstances, public-record evidence, and evidence about a process or system. This is an authentication foundation, not a guarantee that a screenshot will be admitted or that its contents are true. See Federal Rule of Evidence 901.

Federal Rule 1001 includes photographic images stored in any form and readable outputs of electronically stored information that accurately reflect it. Rule 1003 generally permits an accurate duplicate to the same extent as the original, with exceptions when a genuine question is raised about the original’s authenticity or admitting the duplicate would be unfair. Those provisions do not make every screenshot automatically admissible. These are U.S. federal-rule examples, not a statement of requirements in every jurisdiction; verify the rules that govern the matter. See Rule 1001 and Rule 1003, amended through December 1, 2024.

Where the issue is contested, potentially useful context can include a witness with knowledge of the capture, contemporaneous notes, the source URL, related records, an archive capture, and a documented file-handling process. What is appropriate depends on the claim and context; this guide is not legal advice.
When to use a web archive as well
A screenshot is useful when the visual appearance matters. A web archive or fuller web capture can be useful when links, component files, or relationships among pages matter. Keep both if they answer different questions, and identify the archive’s own capture date and limitations.

Webpages may appear unified while consisting of multiple files, and crawler-based capture and replay can be incomplete. The Library of Congress notes that stable URIs help connect capture timelines, while discoverable links and site maps help crawlers find content. An archive URL may give readers a way to revisit a capture, but access and replay depend on coverage and URI stability. See Library of Congress, Creating Preservable Websites.
In the federal records context, NARA says permanent web-content transfer requires methods that retain hypertext functionality; a static screenshot does not preserve that functionality. That guidance concerns federal records and should not be generalized into a rule for every personal screenshot or litigation matter. See NARA Transfer Guidance and NARA Web Content Guidance.
