To use remarketing in Google Ads, install the Google tag, create a data segment for the visitors or actions you want to reach, then add that segment to a compatible campaign. Google now calls these audiences “your data” or data segments, but the underlying idea is the same: show ads to people who have interacted with your site, app, or business before.
Choose the right kind of remarketing
Start by deciding where the previous interaction happened and what you want the audience to do next. A broad visitor segment is simpler to set up; action-based segments are more relevant but depend on accurate event data.
| Approach | What it reaches | What it needs |
|---|---|---|
| Website visitor segment | People who visited your site, or pages matching rules such as a product category or cart page | Google tag; event snippets or parameters for more specific actions |
| Search audience | Previous visitors who can be included in eligible Search campaigns | A qualifying segment and Search-specific audience requirements |
| App audience | People who used your app or completed specified in-app actions | An app data source and SDK event information |
| Dynamic remarketing | Previous visitors shown ads featuring items they viewed | A feed and accurate item IDs and custom parameters |
You can also build audiences from eligible YouTube interactions or use Customer Match data where appropriate. Check the current campaign-type compatibility in Google Ads before launch; audience options and labels can vary by campaign.
Set up the Google Ads tag and audience source
- Choose a website source. In Google Ads, configure the website data source and install the Google tag on the site. Follow Google’s current instructions for setting up data segments.
- Make the tag reflect useful actions. A basic page visit can support a general visitor audience. For groups such as category viewers, cart abandoners, or converters, use event snippets and the supported parameters needed to define those actions. Do not create an audience rule that assumes an event is tracked when it is not.
- For app audiences, configure app data collection. Use an app data source and send the required event information through the supported SDK setup.
Google says a visitor may enter a segment within seconds of a tagged page visit, but that does not mean a new segment will immediately have enough eligible users to serve ads.

Create a website visitor segment
- In Google Ads, open Tools → Shared library → Audience manager → Segments.
- Choose Website visitors, then give the segment a clear name, such as “Cart visitors — no purchase.”
- Select the visitors to include and define the action rules. For a cart-abandoner audience, the rule should include the cart action and exclude the completed-purchase action, with both events correctly represented in your tagging.
- Set the membership duration to the period that makes sense for your sales cycle and campaign. Do not keep people eligible longer than the follow-up remains useful.
- If the site was already tagged, consider pre-filling the segment with eligible visitors from the previous 30 days. Otherwise, a new segment starts empty and fills as tagged activity is collected.
- Save the segment and review its status and size in Audience manager.
Google’s website visitor segment instructions describe the current workflow. Interface wording can change, so use the current Google Ads help page if a label differs in your account.
Add the segment to a campaign
- Open the campaign or ad group where you want the audience to apply.
- Choose its audience settings and add the data segment. The exact control depends on campaign type.
- Check whether the audience is set to targeting or observation. Targeting limits delivery to the selected audience; observation lets you monitor or adjust bids for that audience without restricting reach in the same way.
- Review campaign compatibility, exclusions, and audience size before publishing or making the change live.
Google’s overview of how data segments work explains eligibility and audience behavior. Do not estimate eligible reach from total users reported in a site analytics platform: Google notes that active, eligible users can differ from total analytics users.

Check audience-size requirements and timing
Google Ads says a web or app segment needs more than 100 active users to be eligible to run ads. Search audience tailoring has a separate requirement: Google’s Search documentation specifies at least 1,000 cookies and a maximum membership duration of 540 days for the Search lists described there. These are distinct constraints, not interchangeable minimums for every campaign.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA narrow audience may take time to reach a threshold, and eligible size depends on where the ads run. If the segment is too small, broaden its qualifying pages or actions, use a suitable longer membership duration, or wait for more activity—while keeping the audience relevant to the campaign. See Google’s Search data segment requirements for Search-specific details.
Use dynamic remarketing when you have a feed
Dynamic remarketing can show a visitor ads for products or services they viewed. It is an optional setup, not a requirement for ordinary visitor remarketing. It works only when the information sent by the site and the feed line up reliably.
- Keep the item IDs sent by tag parameters consistent with the feed’s IDs.
- Maintain accurate prices and usable images in the feed.
- Use Merchant Center for retail feeds; other business types use Business data.
- Check that the event parameters identify the relevant item and visitor action.
Dynamic remarketing re-engages existing visitor segments. Dynamic prospecting is different: it is intended to find new users. Google’s dynamic remarketing overview covers the feed-based setup.

Apply privacy and policy safeguards
Use data gathered through direct interactions with your business and configure consent and privacy controls appropriate to the locations and people your site serves. Google’s policy defines first-party data as “information you collect from your customers, site visitors, and app users during their interactions with your products and services.” That is Google’s policy definition, not a substitute for jurisdiction-specific legal advice.
- Do not place Google Ads tags on pages related to policy-restricted offers.
- Respect sensitive-interest restrictions for personalized advertising.
- Do not create third-party audiences or share lists across unaffiliated businesses where Google policy prohibits it.
- Provide a way to disable personalized-ad data collection where appropriate.
Review Google’s policy on data use in personalized ads before collecting or using audience data.
