To block apps from using your camera in Windows 11, open Start > Settings > Privacy & security > Camera and turn Camera access off. That is the broadest software switch Windows offers, but it is not a complete lockout. Microsoft notes that desktop apps may still reach the camera when the camera settings are off, Windows Hello can still use the camera to sign you in, and some laptops have a physical shutter or key that operates outside Windows. The sections below explain what each control covers so you can choose the level of blocking you need.
Where the camera controls are
- Select Start, then select Settings.
- Select Privacy & security in the left pane.
- Select Camera.
Microsoft documents this location in its guidance on Windows camera, microphone, and privacy. The page contains several separate switches, and they do not all work the same way.
What each camera control covers

Turning off camera access for all apps
Turn Camera access off to stop apps from requesting the camera through Windows’ permission system. Microsoft describes this setting as the one that controls whether users on the device can allow apps to access the camera. If the switch is unavailable or grayed out, an administrator on the device has likely restricted it, and you will need to ask that administrator or sign in with an account that has permission to change it.

Blocking Microsoft Store apps while camera access stays on
If you want Camera access left on but Store apps blocked, use the Store-app controls:
- Go to Start > Settings > Privacy & security > Camera.
- Confirm that Camera access is on.
- Turn off Let apps access your camera to block all Store apps as a group.
- To block only some apps, leave that switch on and turn off the toggles for the individual apps listed on the page.
The individual list covers Microsoft Store apps only. Microsoft’s guidance on Windows privacy settings that apps use is the reference to check if you need a wider picture of how apps use device resources.

Desktop apps, browsers and video calls
Desktop apps are controlled by a single switch, Let desktop apps access your camera. Microsoft states that “camera privacy settings for desktop apps can’t be changed at an individual desktop app level.” That makes this the only point where you can restrict desktop software from this page, and it applies to every desktop program at once.

Browsers such as Microsoft Edge and video-call programs such as Microsoft Teams are desktop apps. Turning off Let desktop apps access your camera may stop them from using the camera, which can break calls in those programs. Test a call after changing the switch rather than assuming it will work either way.
The Windows Hello exception
Windows Hello uses the camera for face sign-in. Microsoft states: “If you turn on Windows Hello, it will use your camera to sign you in even if the setting that allows apps to access your camera is turned off.” If you rely on face sign-in, the camera will still be active during sign-in even with the app switches off. If you need the camera fully unavailable, turn off Windows Hello face sign-in as well, or use a physical control.

Physical shutters, switches and keys
Some laptops include a hardware camera key, a side switch or a sliding shutter. Microsoft’s guidance on camera problems in Windows lists these as device-specific hardware controls. They work independently of the Windows permissions described above, so check your laptop’s edges and keyboard for one before troubleshooting software settings.
When an app cannot use the camera
- Check Camera access and the relevant app switches on the Camera page.
- If Camera access is grayed out, an administrator may control it.
- Open the camera in another app to find out whether the problem is limited to one program. Microsoft suggests this test to isolate app-specific issues.
- Look for a physical shutter, switch or key if the camera shows no picture at all.
Optional: a physical lens cover
If you want a physical block in addition to software settings, a laptop webcam privacy cover is an aftermarket option. It does not change any Windows permission, and whether it fits depends on the position of the camera and any nearby sensors on your laptop. Microsoft does not endorse a particular cover; this suggestion follows from the presence of physical shutters on some devices.
