First identify what “not responding” means: a frozen laptop, a laptop with no power, a powered-on laptop with a blank screen, or one that stops at an error or recovery screen. Start with checks that do not erase data. Holding the power button can force a shutdown, but it is not the same as resetting Windows or erasing a Mac.
Identify the problem before choosing a reset
Look for power or charging lights, fan noise, keyboard illumination, a manufacturer logo, an error message, or a recovery menu. Note whether the screen is completely blank or the laptop appears to be running. Also consider what changed just before the problem began, such as an update, a connected device, a drop, or liquid exposure. These clues help distinguish power, display, and startup problems, but they cannot establish a hardware diagnosis remotely.
- Frozen while powered on: The screen or controls do not respond, but there are signs the laptop is on.
- No power: There are no apparent lights, sounds, or other signs of startup.
- Blank screen: The laptop seems powered on, but nothing useful appears on its display.
- Startup error or recovery screen: The laptop turns on but cannot complete startup or displays an error, logo, or recovery options.
Try reversible checks first
If there are no signs of power
- Check that the power adapter is firmly connected to the laptop and a working outlet. Inspect the cable and adapter for visible damage.
- If available, try another compatible adapter. Verify compatibility for the exact laptop model rather than assuming that a universal charger will work.
- Disconnect accessories and try starting the laptop again. For a Mac that still does not turn on, Apple advises holding the power button for about 10 seconds, releasing it, then pressing it normally. Follow the manufacturer’s instructions for other laptop models; button procedures vary. Apple’s no-power guidance and Dell’s Inspiron and Vostro no-power instructions are model- and platform-specific.
If the laptop is frozen
If the controls remain unresponsive, holding the power button may force the laptop to shut down. Use the procedure recommended by the laptop maker; do not treat a model-specific hard-reset instruction as universal. A forced shutdown can discard unsaved work. ASUS’s unresponsive-screen guidance describes a forced shutdown and disconnecting external devices during troubleshooting.
If Windows is on but the screen is blank
- Check the laptop’s power and display connections, and disconnect external monitors and other peripherals.
- Press Windows + Ctrl + Shift + B to try to wake or reset the graphics driver. You may hear a sound or see the display flicker if it responds.
- Press Windows + P to cycle display modes, then select the laptop display if the screen offers a choice.
- If the laptop remains unresponsive, a forced restart may be appropriate, but unsaved work can be lost.
Microsoft notes that a blank screen with a blinking cursor can indicate that UEFI/BIOS cannot find a boot device, which is different from a frozen display. See Microsoft’s blank-screen troubleshooting steps.

Know what “reset” will do to your data
A power-button shutdown is not a Windows reset or a Mac erase. A forced shutdown turns the computer off and may lose unsaved changes. Windows Reset this PC reinstalls Windows, with data consequences determined by the selected option. Reinstalling macOS from Recovery can preserve files, while erasing the Mac’s startup disk deletes information.
Back up important files before recovery whenever you can. Microsoft warns that some recovery options can result in data loss and recommends a backup before proceeding. Microsoft’s Windows recovery overview explains the available paths; their presence can depend on the Windows version and device.

Choose a Windows recovery option that matches the problem
If Windows starts but something is wrong
Use the least disruptive option that addresses what changed. If the trouble began after an update, uninstalling the problematic update is one available path and does not affect personal files. System Restore rolls back system files and settings, but not personal files. Reset this PC reinstalls Windows and has broader effects.

| Windows option | What it does | Data and prerequisites |
|---|---|---|
| Uninstall an update | Removes a problematic update. | Does not affect personal files. Availability depends on the recovery path and Windows version. |
| System Restore | Rolls back system files and settings. | Does not roll back personal files. A suitable restore point must be available. |
| Reset this PC: Keep my files | Reinstalls Windows. | Keeps personal files but removes apps and settings. |
| Reset this PC: Remove everything | Reinstalls Windows. | Removes personal files, apps, and settings. |
For Reset this PC, Cloud download fetches a fresh copy of Windows and can help if local system files are corrupted or missing. Local reinstall uses files already on the PC and may be faster on a slow connection, but may not include the latest updates. Microsoft cautions that a reset screen can remain black for more than 15 minutes and the device may restart itself; manually restarting during the process can cause the reset to fail. See Microsoft’s Reset this PC instructions.

If Windows will not start
Use the Windows Recovery Environment (WinRE) if it appears, then choose Troubleshoot and the recovery option appropriate to the problem. Options may include uninstalling updates, System Restore, or Reset this PC. If the drive is encrypted with BitLocker, have the recovery key available: it may be required to access most WinRE recovery options.
Before selecting a reset, back up files if possible and confirm which reset choice you are using. If built-in recovery is unavailable or fails, Windows installation media is another route, but a clean reinstall removes everything on the selected drive.

Use Windows installation media only as a last resort
If the built-in options fail, you can use another working PC to create Windows installation media. Microsoft specifies a USB drive of at least 8 GB for this purpose; creating the media erases the USB drive, so copy anything important from it first. A manufacturer’s recovery image may include hardware-specific drivers and factory apps. Follow the instructions for your laptop model and Windows version. Microsoft’s recovery options page covers installation media and other recovery paths.

Start with power and accessories
If a Mac will not turn on, check that its power cable is undamaged and firmly connected to the computer and a working outlet. Try another compatible cable or adapter if available, disconnect accessories, then follow Apple’s power-button procedure in its no-power guidance. An SMC reset is not needed on Apple silicon; Apple’s SMC reset guidance applies to older Intel-based Macs.

Enter macOS Recovery
The entry steps differ by processor:
- Apple silicon: Shut down, then hold the power button until startup options appear. Choose Options, then Continue.
- Intel: Start up using the appropriate Recovery keyboard combination. The available reinstall choice can depend on the combination and macOS versions supported by the Mac.
Recovery provides tools including Disk Utility, reinstall macOS, and restore from Time Machine. See Apple’s macOS Recovery instructions for the correct steps for your Mac.
If you see a flashing question-mark folder
Apple explains: “A folder with a flashing question mark means that your computer’s startup disk is no longer available or doesn’t contain a working Mac operating system.” In Recovery, open Disk Utility and try to repair the startup disk. If the repair succeeds but the symbol returns, reinstall macOS. If the disk does not appear or cannot be repaired, Apple says service may be needed. See Apple’s question-mark-folder guidance.
Reinstall macOS before considering an erase
Reinstalling macOS from Recovery can preserve files and user settings. Apple recommends backing up first, and the reinstall requires an internet connection. A Mac laptop should be connected to its power adapter during erase and reinstall. Erasing the startup disk deletes information, so do not choose that route unless you have backed up anything you want to keep. Apple’s reinstall macOS instructions distinguish the Recovery choices for Apple silicon and Intel Macs; its erase and reinstall guidance covers the destructive path.

Contact the laptop manufacturer or a qualified repair provider if the device still shows no power after you have checked a known-working outlet and compatible adapter, if a Mac startup disk is missing or cannot be repaired, or if there is physical damage or liquid exposure. Seek model-specific support if the documented recovery steps do not resolve the issue. These are reasons to escalate, not a remote diagnosis of the underlying fault.
