Verify the package, version, dependency path, and scan evidence before treating an alert as a policy violation. Then assess its license and security context, choose a documented disposition—remove it, replace it, or seek an authorized exception—and record who owns the follow-up. A scanner finding is a signal to investigate, not by itself proof that a dependency is misidentified, vulnerable, or legally unusable.
Start by verifying exactly what the scanner found
Before changing code or requesting an exception, make sure the finding refers to the component actually used by the relevant build. Dependency scanners can report information about packages reached indirectly, incomplete license metadata, or inventory results that need validation. OWASP recommends checking the accuracy of dependency inventories, including generated software bills of materials (SBOMs), and reviewing possible false positives.
Capture the evidence
Save the finding in a durable issue or governance record, not just a transient build log. Include enough detail for another engineer or reviewer to reproduce and understand it:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Scanner name, rule or policy that fired, and scan date.
- Repository, branch, build, or artifact that was scanned.
- Package name and exact version reported.
- Whether it is a direct dependency or arrived through another package; include the full dependency path.
- The relevant manifest, lockfile, or other inventory evidence.
- The scanner’s license identification, policy result, and any vulnerability details it reported.
Keep the scan context with the alert. A result for one branch or artifact should not automatically be treated as proof about every product build. Note which manifest or lockfile was examined and, if the scanner provides it, which inventory or SBOM entry supports the match. This makes it possible to distinguish a real package change from a stale result, an unexpected build configuration, or an incomplete inventory.

Confirm the dependency is really present
Check the manifest and lockfile for the relevant build, then follow the dependency path to its source. A package listed by name alone may not tell you whether it was added directly or pulled in by another component. Confirm that the reported version and path correspond to the branch, build configuration, and artifact under review. If the scanner generated an SBOM, compare its component entry with the build’s dependency inventory rather than assuming the SBOM is automatically complete or correct.
If the finding has ambiguous package identity, missing license metadata, or a questionable match, record that uncertainty and investigate it before declaring a violation. The appropriate next step may be to resolve the package metadata or ask a qualified reviewer to assess the license identification.
For a transitive dependency, identify the parent package that introduces it before deciding what to change. The flagged component may not appear in the application’s top-level manifest, and removing a line from that manifest will not necessarily remove it from the resolved dependency tree. The path is also useful when explaining the finding to the team maintaining the parent package or when evaluating a replacement. Verify the resolved version, not only the version range declared by a parent.
When the scanner and project inventory disagree, keep both pieces of evidence and determine what each represents. The scan may describe a different branch or artifact, while the manifest may express a range that resolves differently in a particular build. Do not dismiss a result solely because the package is absent from one file; use the dependency path and build context to establish whether it is part of the artifact under review.
Separate the license decision from the security assessment
An unapproved license and a known vulnerability are different concerns. A component can be flagged by license policy without a vulnerability being reported; conversely, a component may raise a security concern even if its license is approved. Track these as separate assessments so that resolving one does not accidentally close the other.
Review the license-policy result
Determine which license the scanner identified, what organizational rule it matched, and whether the match is reliable for this package version. Compare the finding with the organization’s approved and denied license policy. If the license is unknown or the evidence is unclear, do not treat the scanner’s label alone as a final legal interpretation. Route the question to the person or team authorized to review open-source license obligations.

Be precise about what “unapproved” means in the record. It may mean the policy explicitly disallows the identified license, that the license is not on an approved list, or that the package’s license could not be identified confidently enough to make a decision. Those are not interchangeable states. Record the scanner’s identification and the applicable policy result separately, and avoid describing an uncertain match as a confirmed license violation.
Check the vulnerability context
Where relevant, check whether the component and affected version are associated with publicly known vulnerabilities, and whether they are present in the product or artifact at issue. NIST’s Secure Software Development Framework guidance recommends identifying publicly known vulnerabilities in supplied open-source components, including through software composition analysis (SCA). OWASP likewise describes checking components against vulnerability and license data.
A vulnerability alert does not, by itself, establish that an application is exploitable. First establish that the affected component and version are actually present and relevant to the build or artifact under review. Keep the vulnerability investigation visible even if the license finding is resolved through an exception.
Use separate status and ownership where the two assessments require different follow-up. A license-policy decision may need an authorized license reviewer, while a vulnerability assessment may need the team responsible for the affected product or build. The record should make clear which question remains open; closing a license finding through replacement or approval does not demonstrate that a reported vulnerability was addressed.
Choose a disposition under your organization’s policy
Once the package identity and policy result are sufficiently clear, use the organization’s established approval and escalation route. The right outcome depends on the confirmed finding and the rules governing the affected product or repository. Do not silently suppress an alert or treat a developer’s informal approval as a policy exception unless that person has the authority to grant one.
| Disposition | When it fits | What to record |
|---|---|---|
| Remove the dependency | The package is not needed, or the project can proceed without it. | Why it was removed, the affected dependency path, and how you confirmed it is no longer in the relevant build or artifact. |
| Replace it | The project needs the functionality but policy calls for a different component. | The replacement decision, the package and version selected, any updated dependency path, and the resulting scan status. |
| Request an exception | The dependency is needed and the authorized policy owner can review a documented exception. | The evidence, reason for the request, affected product or artifact, requested scope, approver, decision, and any conditions or follow-up. |
| Resolve uncertain identification first | The package, version, license metadata, or scanner match is not sufficiently clear for a final decision. | What is uncertain, the evidence checked, who will review it, and the next decision point. |
Removal or replacement
For a direct dependency, remove or change it in the project’s dependency declaration and update the lockfile through the project’s normal package-management process. For a transitive dependency, trace which parent package brings it in; changing or replacing that parent may be necessary. Re-run the relevant build and scan, then confirm the finding has cleared for the intended reason. If a replacement introduces its own license or vulnerability concerns, assess those as separate findings rather than assuming that a successful build means the replacement is approved.

For a replacement, compare the candidate against the need that brought the original component into the project and against the organization’s policy. The point is not simply to make the first alert disappear: the selected package and version must be identifiable in the resolved dependency tree and assessed under the same license and vulnerability checks. If the replacement changes a transitive path, document the new path so a later reviewer can see what changed and why.
After removal, verify the package is absent from the relevant resolved inventory or artifact, rather than relying only on a source edit. After either removal or replacement, retain the new scan result and the build or artifact context. If the finding remains, investigate whether another parent package still brings in the component or whether the scan is looking at a different branch or build.
Exception requests
An exception is a governed decision, not a way to make an alert disappear. Submit it through the designated route and include the package identity, version, dependency path, license-policy result, relevant security context, business or technical need, and proposed scope. Record the decision and any conditions in the same durable tracking system as the original finding. The organization’s policy determines who can approve an exception and whether it needs review later.

The reviewer should be able to distinguish the requested exception from any other finding involving the same package. Record the approving authority and decision rather than leaving the rationale in an informal chat or pull-request comment. If the request is declined or remains unresolved, keep the finding open and return to an approved remediation path.
GitHub documents one product-specific example: its license-compliance feature can evaluate direct and transitive dependencies against license policy and block noncompliant pull requests until violations are resolved. Its documentation also describes an exception request path involving an authorized Enterprise Open Source License Manager. That workflow is specific to GitHub’s feature; do not assume it applies to other scanners or to every organization. Product prerequisites and preview status can change, so confirm current availability and configuration before relying on it.
Track the decision through closure
Keep the issue open until the chosen disposition is verifiable. A finding that disappears from one build log is not necessarily resolved: the same dependency may remain in another branch, artifact, or transitive path, or the scan may simply not have run. OWASP recommends centrally recording violations, policy exceptions, and remediation rather than relying only on transient build output.

Minimum record for each finding
- Finding: package, version, scanner rule, scan date, repository or artifact, and dependency path.
- Assessment: license identification and policy result, confidence or unresolved metadata questions, and relevant vulnerability context.
- Ownership: the engineer or team responsible for the next action and, when applicable, the authorized approver.
- Decision: removal, replacement, exception request, or further review, with a brief rationale.
- Status and evidence: remediation or exception status, approval record if applicable, and the verification result from a subsequent scan or build.
For a confirmed exception, record its scope and any conditions so future maintainers can tell what was approved. For a remediation, retain the evidence that the affected dependency path changed and that the scan result reflects the intended build.

Make dependency review part of the ordinary development workflow instead of waiting for a periodic or release-time scan. OWASP describes automated SCA checks in build pipelines that resolve dependency trees, create an SBOM, check vulnerability and license data, and report status to the build. The organization should also maintain a clear approved and denied policy and a defined route for exceptions.
Put checks where they can inform a change
Run dependency and license checks during builds or pull-request review, especially when manifests or lockfiles change. Decide which findings should block a change and who can review uncertain results. A useful process distinguishes a confirmed policy violation from an incomplete license match, and makes the expected next action clear to the developer.
A check is most useful when its result can be acted on: identify the dependency and path, show the policy or vulnerability result, and direct the developer to the organization’s review or exception process. Decide how the build reports findings and which status blocks a change under local policy. A blocked change should have a clear resolution route; conversely, an alert that is only informational still needs an owner if it requires follow-up.

Tool selection should follow the workflow you need to support, not a claimed universal ranking. Compare ecosystem and artifact coverage; how the tool handles unknown licenses and false positives; visibility into direct and transitive dependencies; availability of vulnerability and license data; CI or build integration; policy enforcement and exception handling; centralized reporting; and SBOM output. OWASP names OWASP Dependency-Check and Trivy in its SCA guidance, but that mention does not establish that one tool is best for a particular organization. Evaluate coverage and workflow fit for the repositories and artifacts in scope.
GitHub also documents ruleset-based license-policy evaluation for manifest changes, subject to its feature prerequisites and preview status. That is one implementation option, not a universal requirement. Choose controls based on the ecosystems and artifacts you need to cover, visibility into direct and transitive dependencies, license and vulnerability data, CI integration, exception handling, centralized reporting, and SBOM output. The cited guidance describes workflows and capabilities; it does not establish a comparative performance ranking among tools.
A practical response checklist
- Preserve the alert: save the scanner rule, package and version, dependency path, affected build or artifact, and scan date.
- Validate the inventory: check the manifest, lockfile, and any SBOM; confirm the component is present in the relevant build.
- Assess both issues: examine the license-policy match and, separately, any known-vulnerability context.
- Choose an authorized outcome: remove the package, replace it, seek a properly approved exception, or resolve uncertain identification before deciding.
- Record ownership and evidence: assign a responsible owner and document the decision, approver if needed, and any follow-up.
- Verify closure: run the relevant build and scan again, confirm the dependency path or exception status, and update the durable record.
- Improve prevention: use the finding to refine pipeline checks, inventory quality, policy wording, or exception procedures where needed.
Frequently Asked Questions
Does an unapproved dependency scan finding mean the package is illegal to use?
No. It means the scanner matched a package or its license information to a policy result that needs review. Confirm the package identity, version, license identification, and organizational rule. If the identification is uncertain, resolve the metadata or route the question to a qualified reviewer before treating it as a confirmed violation.
Recommended Free Tools
What should I do if the flagged package is a transitive dependency?
Trace the dependency path to the parent package that introduces it. Then decide whether changing or replacing that parent is appropriate, or whether an authorized exception is warranted. Verify the resolved dependency tree and scan again after the change; removing a top-level declaration alone may not remove a transitive component.
Should I fix a license alert and a vulnerability alert together?
Assess and track them separately, even if they involve the same component. A license-policy decision does not establish whether a reported vulnerability is relevant, and resolving the vulnerability does not approve a license. Confirm the affected version and artifact for each assessment, and keep any unresolved issue visible.
Can I suppress the scanner alert if the dependency is needed?
Do not silently suppress it. Use the organization’s documented exception route and obtain approval from the person authorized by policy. Record the package, version, dependency path, reason, scope, decision, approver, and any conditions or follow-up.
Can GitHub block a pull request for an unapproved license?
GitHub documents a license-compliance feature that can evaluate direct and transitive dependencies against license policy and block noncompliant pull requests until violations are resolved. Its exception path involves an authorized Enterprise Open Source License Manager. Availability, prerequisites, and preview status are product-specific and may change, so check GitHub’s current documentation and your configuration.

The Bottom Line
Treat a code-scan alert as a finding to verify, not a verdict. Confirm the package and dependency path, assess license policy and vulnerability context separately, then remove, replace, or seek an authorized exception. Record the evidence and owner, and verify the decision in the relevant build or artifact.
