If CCTV footage may help establish what happened, contact the agency that controls the camera immediately and ask it to preserve the relevant recording. Give the exact location, date and narrowest practical time range, plus a police complaint or FIR reference if you have one. Preservation is urgent, but it does not guarantee that you will receive a copy. If an informal request does not resolve the matter, request the existing recording through the correct Right to Information (RTI) process; disclosure may be restricted, redacted or refused.
First, identify who controls the camera
The agency responsible for a camera is not necessarily the owner of the place where it is installed. A road, government building, bus or metro facility, and police premises may each have different camera operators. Ask the local police station or likely department who controls the specific camera if you are unsure.
Use the information route for that authority. Delhi Police is a central public authority for RTI purposes, while Government of NCT of Delhi departments and other state or local bodies use their own designated routes. The Government of India RTI Online portal accepts applications for central public authorities and warns that applications for state-government authorities, including Government of NCT of Delhi authorities, will be returned without refund. The Delhi RTI portal is for NCT Delhi public authorities and says not to use it for central-government authorities.
For a Delhi Police request, select Delhi Police on the central portal if it is listed, or follow the current instructions in the Delhi Police RTI Manual and RTI page. For a camera controlled by a Delhi government department, municipality or another state/local authority, use that body’s designated process instead. Check the current public-authority listing or manual for the responsible Public Information Officer (PIO); contacts and portfolios can differ by subject.

Ask for preservation before the recording is overwritten
- Contact the likely custodian promptly. State that the recording may be relevant and ask the authority to preserve it pending a police inquiry or your formal request. Include the location, date and a narrow time window.
- Report an offence or safety issue through the relevant police process. A request to preserve or review footage for an investigation is distinct from a request for public disclosure.
- Submit a formal RTI request if needed. Request existing records, not an explanation or opinion. Keep the application focused and subject-specific, as advised in the Delhi Administrative Reforms RTI FAQ.
- Keep proof of each step. Save the request, acknowledgment, filing receipt, registration number and any reply. If you used the wrong portal or the request was transferred, check its status rather than assuming the video has been preserved.
The available instructions do not establish one guaranteed Delhi Police preservation form or promise that a private requester will receive the footage. Contact the actual custodian and confirm its procedure.
What to include in an RTI application
Give the PIO enough detail to locate the recording. A practical request should specify:

- The exact date and a short start-and-end time range; include the time zone if there could be ambiguity.
- The precise location, including road, entrance, floor, direction of travel, nearby landmark or camera identifier, if known.
- A brief description of the incident and any complaint, FIR or other reference number.
- The record sought: a copy of the existing recording if it can be disclosed. You may also ask whether supervised inspection or a redacted copy is available.
- If the footage is not held by that office, the identity of the office or agency that holds it, if known to the authority.
- If the footage no longer exists, whether the authority can provide the applicable retention policy and a record confirming whether the requested footage was held.
These are practical drafting suggestions, not a prescribed CCTV request form. Delhi’s published public-space CCTV rules require system owners to state a predetermined retention policy to the appropriate authority; they do not set one universal retention period for all systems.

No. An RTI application is a way to request records, not a guarantee of an unredacted video. Delhi’s public-space CCTV rules restrict access by unauthorized persons and provide for information to be made available on demand to government agencies mandated by law to obtain it for preventing, detecting, investigating, prosecuting and punishing offences. The rules also require an appropriate purpose, secure storage and restricted access.

Privacy, security, investigative needs and applicable RTI exemptions may affect what an authority releases. Ask for a written, reasoned response if access is refused or limited, and ask whether a redacted copy or supervised inspection can be provided. If you want footage considered in an investigation, make a preservation or review request to the police as a separate step; it is not the same as seeking public disclosure.
Retention and response times are separate clocks
Footage may be overwritten before an RTI response arrives, so act quickly on preservation. A 2017 Central Information Commission decision concerning CCTV at Delhi Police’s SPUWAC counselling premises recorded the respondent’s statement that footage there was retained for 15 days. The Commission directed an affidavit addressing that period and whether the particular footage existed. This was a site-specific historical example, not a force-wide Delhi Police retention rule. The CCTV rules instead require each system owner to declare its own retention policy.

The Delhi Administrative Reforms FAQ says the Government will endeavor to provide information within 15 days, subject to a maximum of 30 days. That statement describes the FAQ’s Delhi RTI process; Delhi Police applications follow the central-authority route, so use the current central portal instructions and Delhi Police guidance for those requests.

If the application is denied or there is no reply
Check the response for the appropriate first appellate authority and the deadline that applies to your case. For applications made through the central portal, the portal FAQ provides first-appeal filing and says no fee is payable for a first appeal. It also cautions that if an application was physically transferred to an authority not aligned with the portal, an appeal may need to be filed physically. Follow the current instructions for your specific request.

Delhi Police replies published through the central portal show that PIOs and appellate authorities can be assigned to particular matters. A particular response’s appeal details should not be reused as a universal contact. Verify the current authority in the response or Delhi Police RTI Manual. Delhi’s NCT appeal guidance does not establish the process for Delhi Police, which uses the central route. An appeal cannot recover footage already deleted under the system’s retention policy.
For cameras controlled by another public authority
Once you identify the custodian, use that body’s designated RTI channel: the central portal for a central authority, or the relevant state, NCT Delhi or municipal route for a state or local authority. The two Delhi portals explicitly exclude the other jurisdiction’s authorities, so choosing the correct route matters.
A 14 April 2026 Indian Express report described a proposed arrangement for Delhi government-operated public-space cameras under which residents who previously had feed passwords would instead visit local police stations for assistance. The report cited unnamed officials and described a proposal; it does not establish that the arrangement was completed or that police stations must provide copies. Confirm the present process with the camera’s custodian.
