If you encounter material that appears to depict child sexual abuse, report it through the official channel for your country. Do not download, save, screenshot, email, forward, repost, or otherwise share the material. If a child may be in immediate danger, contact local emergency services now rather than waiting to complete an online report.
What to do first
- Act on immediate danger. If you believe a child is at immediate risk, contact local emergency services. Do not delay urgent help while filling out a web form.
- Choose the official reporting route for your location. In the United States, submit a report to the National Center for Missing & Exploited Children (NCMEC) CyberTipline. Outside the U.S., use INHOPE’s country locator to find the relevant national hotline or portal.
- Provide the page address and context, not the file. Use the official portal to share the webpage URL and relevant details. INHOPE advises keeping the webpage open long enough to copy its URL, but not downloading or saving the material.
Reporting in the United States
Use NCMEC’s CyberTipline
NCMEC describes its CyberTipline as the U.S. centralized reporting system for suspected online child exploitation, including child sexual abuse material (CSAM). Submit your report through the CyberTipline. NCMEC also lists a 24-hour call center at 1-800-THE-LOST (1-800-843-5678).
NCMEC says its staff review tips, work to identify a potential location, and make information available to the appropriate law-enforcement agency for possible investigation. A report does not guarantee a particular response, investigation, removal, or outcome.
Reporting outside the United States
Find your country’s hotline through INHOPE
Use INHOPE’s hotline locator to find a country-specific reporting route. Procedures vary by country; INHOPE says its hotlines handle CSAM reports and that a report can be anonymous. Follow the instructions provided by the national hotline or portal rather than assuming another country’s process applies.

What information to provide—and what not to send
Give the reporting service the URL of the page where you encountered the material, along with relevant context requested by its form. Do not attach the image or video, or send it by email or message. INHOPE says not to send suspected CSAM files to its secretariat.
- Do not download, save, screenshot, copy, or share suspected material.
- Do not forward it to friends, post it publicly, or publish a link to it.
- Do not investigate, try to identify people depicted, or contact an account to confront its operator.
- Use authorized reporting channels and provide the page address and context they request.
INHOPE’s guidance puts it plainly: “Do not download, save, or share the content, as that can be illegal.” This is practical safety guidance, not a determination of the law in every jurisdiction.
Should you also report it to the platform?
You can use the platform’s own reporting process as an additional route. NCMEC provides information about reporting directly to technology companies. A platform report complements reporting to the relevant hotline or law-enforcement agency; it is not a substitute for contacting emergency services if a child is in immediate danger.

If you are seeking help with your own image and it was made when you were under 18, NCMEC’s Take It Down resource may be a separate support option. It is intended for people seeking help with their own images, not as a general way to submit evidence or report material depicting someone else.

Why reporting matters, without promising an outcome
NCMEC reported more than 36.2 million CyberTipline reports in 2023, an increase of more than 12% from 2022, and 105,653,162 data files reported that year, according to its CyberTipline data. These are 2023 figures, not the latest available data; NCMEC’s data page also describes 2025 data. The figures show the scale of reports, not what will happen in any individual case.
