At a professional football match in England, tell the nearest steward or police officer about racist abuse inside the stadium. For abuse outside the ground, on the journey to or from a match, or online, report it through Kick It Out’s online form or app; grassroots football also has routes through The FA and the relevant County FA. Call 999 if anyone is in immediate danger, or 101 for non-emergency police reporting. These specific routes cover England (some police guidance covers England and Wales); elsewhere, contact the local football association and police service.
What should I do if I see or hear racist abuse at a professional match?
If the abuse is inside the stadium, report it to the nearest steward or police officer. Premier League guidance also recommends reporting the incident to a steward or police officer and says to provide your seat location and as much detail as possible about what happened and where. Some clubs offer a confidential matchday text service, but the number and instructions vary by club. Check the club’s current matchday guidance rather than relying on a number from another venue or season. Premier League: Report Racism; The FA: Anti-Discrimination.
If it feels unsafe to approach someone or collect details, do not put yourself at risk. Alert a steward or police officer as soon as you safely can.

How do I report abuse after the match, outside the stadium, or online?
For incidents outside the stadium, on the way to or from a professional match, or on social media, The FA directs people to Kick It Out’s reporting form or app. The FA also lists email to Kick It Out and reporting to The FA. For a grassroots incident in England, England Football lists four reporting routes: The FA, Kick It Out, the relevant County FA, or a match official. You can report after the match has finished. Use the live official pages to check current contact details and choose the route that fits the incident.

Should I report it to the police, a football authority, or both?
The routes serve different purposes, and you can use more than one. Contacting a football authority can lead to a football disciplinary investigation; contacting police is the route for potential criminal conduct or police assistance. For police reporting in the professional game, The FA lists reporting in person, using the local police online reporting form, or calling 101. Call 999 in an emergency or if someone is in immediate danger. Football reporting does not replace an emergency call.

These routes are based on guidance for England, with the cited police options presented by The FA for the professional game. The specific arrangements in Scotland, Northern Ireland, and other countries are not established here; use the relevant local football association and police service.

What information should I include?
Give enough detail for the organisation to identify the incident and decide what to do next. The FA and Premier League emphasize evidence and location information. If you can do so safely, include:

- What was said or done, and when it happened.
- The location, such as the stand, section, seat, or area outside the ground.
- Any identifying details about the people involved, without confronting them to get more information.
- Names or contact details for witnesses, if they agree to share them.
- Whether you told a steward, police officer, match official, or club staff member.

Can I report anonymously?
England Football says anonymous reports can be made. However, investigators may need more information to follow up, and a name and supporting evidence can improve the authorities’ chances of taking action against an offender. If you are concerned about being identified, check the reporting route’s current privacy information and explain what you can provide.

Grassroots reports through England Football
For a grassroots report submitted through England Football’s form, the central FA team shares the case with the local County FA. The County FA investigates and decides whether the evidence supports bringing a charge. The FA says it may raise a charge when it considers there is sufficient evidence, on the balance of probabilities, that an offence occurred. England Football’s page states that “Over 60% of charges lead to a proven outcome with resulting sanctions against the offending party”; the page text does not state the year for that figure, so it should not be read as a dated current-year statistic. The FA: Anti-Discrimination.

Reports by match officials
England Football says match officials record prejudicial incidents as an “Extraordinary Incident” in their post-match report. If an official did not witness the incident, they should take a statement from the player or spectator. The report goes first to the County FA, which informs the reporter about progress and the investigation outcome. England Football: Reporting Discrimination.
Abuse directed at players on the pitch
The Premier League describes a separate protocol for abuse occurring on the pitch. The incident is brought to the referee, who should stop play and report it to the home club safety officer via the fourth official. If the abuse continues, the referee may consult police and the safety officer and suspend the match so the perpetrator can be dealt with. This is a match-official protocol, not a substitute for spectators reporting what they witness.
Where can someone affected get support?
England Football says victims can access specialist mental health and emotional wellbeing services delivered by Sporting Chance and funded by The FA. The service description says it offers one to six counselling sessions, with additional sessions considered exceptionally; sessions may be face-to-face within 45 minutes of home or online. Check England Football’s current guidance for availability and access details.
