If you encounter suspected AI-generated or altered child sexual abuse material (CSAM), report it promptly. In the United States, send an online report to NCMEC’s CyberTipline; for an emergency, call 911. Do not download, copy, forward, or repost the material. If a child is affected, focus on their immediate safety and support as well as reporting.

Where to report suspected AI-generated CSAM in the United States

Choose the route based on what is happening. These services have different purposes: emergency response, reporting suspected exploitation, reporting AI-related production, and requesting image removal.

Situation Route Purpose
Someone may be in immediate danger Call 911 Emergency response. The U.S. Department of Justice says to call 911 to report an emergency: DOJ child sexual abuse material guidance.
Suspected online child exploitation, including suspected CSAM NCMEC CyberTipline NCMEC’s centralized U.S. reporting system accepts reports from the public and electronic service providers. Staff review tips and work to identify the possible incident location so information can be made available to the appropriate law-enforcement agency for possible investigation. You have information about CSAM production involving AI Also report to FBI IC3 The FBI names NCMEC and IC3 as reporting routes for people aware of CSAM production, including AI-generated material. See the FBI IC3 public service announcement.
An explicit image of a child needs to be removed from participating platforms NCMEC Take It Down An anonymous image-removal request option for real or GAI-created explicit images. It does not replace reporting suspected child exploitation.

These are U.S.-specific reporting routes. If you are elsewhere, contact local law enforcement or the appropriate national child-protection hotline.

What to do if an AI nude or explicit image depicts your child

  1. Address immediate safety first. If the child is in immediate danger, call 911 in the United States. Otherwise, report the suspected exploitation to law enforcement and the CyberTipline.
  2. Support the child without blame. NCMEC encourages children to talk with a trusted adult and adults to support the child and report the imagery. Keep the conversation calm and let the child know they are not at fault.
  3. Request removal separately. Take It Down can anonymously request removal from participating platforms for real or AI-created explicit images. It is an image-removal support option, not a substitute for reporting.

NCMEC says, “Using GAI to create child sexual abuse imagery and nude or exploitative images of a child should always be reported and taken seriously.” See NCMEC’s Generative AI guidance.

Should you download or screenshot the image as evidence?

No. Do not download, copy, forward, repost, or make additional copies of suspected CSAM. The official public guidance reviewed here does not set out a technical evidence-preservation workflow for the general public. Report promptly instead.

As cautious practical guidance—not a stated NCMEC protocol—share relevant non-explicit details you already know, such as the platform, account or URL, and when you encountered the material, if you can do so safely. If the material is already in your possession, do not circulate it; ask law enforcement how to handle it.

What U.S. federal law says about AI-generated CSAM

The FBI states that U.S. federal law prohibits producing, advertising, transporting, distributing, receiving, selling, accessing with intent to view, or possessing CSAM, including realistic computer-generated images. This is the FBI’s summary of U.S. federal law, not a statement of how every jurisdiction treats every kind of synthetic image.

The FBI’s IC3 says, “The FBI is warning the public that child sexual abuse material (CSAM) created with content manipulation technologies, to include generative artificial intelligence (AI), is illegal.” The statement is from the Federal Bureau of Investigation, Internet Crime Complaint Center, 2024 public service announcement, “Child Sexual Abuse Material Created by Generative AI and Similar Online Tools is Illegal.”

How to interpret NCMEC’s AI-related reporting figures

NCMEC reports more than 158,000 images and videos submitted in CyberTipline reports were categorized by its staff as AI-generated between January 2023 and December 2025. That figure counts images and videos categorized as AI-generated, not necessarily individual victims or confirmed crimes.

Separately, NCMEC says more than 400,000 CyberTipline reports had a generative AI (GAI) nexus in 2025. More than 200,000 additional reports indicated a GAI nexus but lacked enough information to determine how GAI was used. A GAI nexus does not mean every report concerned generated CSAM.

NCMEC’s reported 2025 categories included:

  • 12,000+ reports of CSAM that companies indicated was identified in training data;
  • 7,000+ reports of users generating or possessing GAI CSAM;
  • 30,000+ reports of attempted generation by uploading a file and using text prompts;
  • 145,000+ reports of users using GAI to engage with or alter a CSAM file, without text prompts included; and
  • 3,000+ reports related to other GAI use in child sexual exploitation, such as chat-based exploitation.

These are NCMEC’s categories of reports and reported uses, not a count of confirmed individual images or victims. The categories include different activity and uncertainty, so they should not be added together and presented as confirmed AI-generated CSAM. NCMEC’s figures appear on its Generative AI page.
