If a road hazard or fuel spill puts people in immediate danger, call 911. For an oil or chemical spill that threatens the environment, call the Maryland Department of the Environment (MDE) at 866-633-4686. For a highway emergency that does not require police assistance, call the Maryland Department of Transportation State Highway Administration (MDOT SHA) at 1-800-543-2515 or 410-582-5650. Use the road’s maintaining authority for non-emergency maintenance issues.
Which Maryland number should you call?

Calling MDE about an environmental spill does not replace calling 911 when there is immediate danger. If both apply, call 911 first.
How to report a road hazard
For a highway emergency
When the issue needs prompt highway attention but does not require police assistance, call SHA’s Statewide Operations Center at 1-800-543-2515 or 410-582-5650. Examples include a sinkhole or a traffic signal outage. If there is immediate danger to people or property, call 911 instead.

For a non-emergency state-road problem
Use the MDOT SHA Customer Service request form for non-emergency problems on state roads. Include the county, road or route name or number, nearest intersecting road, lane, ramp or shoulder, and direction of travel where possible. The form requests route and location information for state-route concerns. MDOT SHA Customer Service.

For a road maintained by a local authority or MDTA
First identify who maintains the road, then use that authority’s reporting route. SHA directs residents to county road departments for county-maintained roads. Baltimore City roads are generally maintained by the city, with stated exceptions for certain toll roads. MDTA maintains toll roads including I-95, the Bay Bridge, and the Fort McHenry Tunnel. How to report a fuel or oil spill
For an oil, gasoline, diesel, or chemical spill that threatens the environment, call MDE’s 24-hour emergency line at 866-633-4686. If the spill is actively endangering people or property, call 911 first. MDE’s emergency guidance covers oil and chemical spills and directs callers to use 911 first for immediate danger. Do not approach or touch an unknown spill to inspect it or collect details. MEMA identifies MDE, working with local first responders, as Maryland’s primary agency for hazardous-material incidents. For a non-emergency pollution report
MDE asks for as much detail as possible, including the location, date and time, best time to witness the event, affected medium (air, water, land, or more than one), substance and estimated amount, and information about the suspected polluter if known. MDE report pollution.
For an urgent incident, call with what you know rather than delaying to identify every detail. MDE’s spill form allows unknown or unavailable information to be marked “Unknown.” MDE spill report form.

Reporting duties for the person responsible for an oil spill
Maryland regulation COMAR 26.10.01.05 requires a person who spills, releases, or discharges oil—or allows or participates in such a discharge, including from a vehicle in transit—to report it to MDE immediately and no later than two hours after detecting the spill. The responsible person must remain available until the appropriate official clears them to leave. COMAR 26.10.01.05.
A written report is required when five gallons or more are discharged, whenever oil reaches state waters regardless of quantity, or when MDE directs a written report. These are duties for people responsible for or participating in the discharge. If you witnessed someone else’s spill, report what you know; do not assume you are responsible for the spiller’s compliance filing. COMAR 26.10.01.05.
