Report the incident to the school district transportation office or law-enforcement agency serving the location, and ask how that office accepts witness reports. Note the time, exact location, vehicle details and what you observed—but only if you can do so safely. Florida does not have a statewide witness-report number established by the sources cited here; a Seminole County notice lists 1-888-STOP-4-KIDS, which should be confirmed as applicable to the incident location.
What to do after you see a driver pass a stopped school bus
- Prioritize safety. If the incident is happening now and creates immediate danger, use the appropriate emergency channel. Do not follow or confront the driver to get information.
- Write down what you observed, if safe. Record the date and time, road or location, direction of travel, vehicle color and type, plate and issuing state if visible, and what the bus and vehicle did. Do not put yourself at risk to collect details, photographs or video.
- Contact the local authority. Call or contact the school district transportation office or law-enforcement agency serving that location. Ask which office accepts witness reports and whether it has a local form or evidence-submission procedure. Intake methods can vary by jurisdiction.
- For an incident in Seminole County, verify the local number. A county-hosted notice says, “To report illegal passing of stopped school buses Dial 1-888-STOP-4-KIDS.” Confirm that the number serves the place where the incident occurred; it is not established as a statewide reporting line.
When does Florida law require a driver to stop?
Under Florida Statutes § 316.172, a driver approaching a school bus displaying a stop signal must stop and remain stopped until the signal is withdrawn. The law also addresses passing on the side where children enter and exit the bus; that moving violation is subject to a mandatory hearing.
There is a specific exception for traffic traveling in the opposite direction on a divided highway: opposing drivers are not required to stop when the road has an unpaved space at least five feet wide, a raised median or a physical barrier. The exception is not a general permission to pass a stopped bus; the road configuration and direction of travel matter.

Witness reports and bus-camera enforcement are different processes
A witness should use the local reporting channel rather than assume that a bus camera recorded the incident or that a camera program accepts public submissions. Florida’s separate camera-enforcement process under § 316.173 covers evidence submitted by a school district or camera vendor to the law-enforcement agency with jurisdiction under an interlocal agreement. The statute identifies recorded images or video, plate and issuing state, and the incident’s date, time and location as camera-case information. It sets steps and deadlines for the evidence handoff and subsequent notice.

FLHSMV’s sample Florida Uniform Traffic Citation for school-bus camera violations distinguishes code 120, failure to stop, from code 121, passing on the side where children enter or exit. The sample explains that the cited person may examine the images or video; it flags the latter camera charge for a mandatory hearing. These are details about a camera citation, not instructions for a witness report.

Amounts depend on the citation category. FLHSMV’s Appendix C, revised October 8, 2025, lists $200 for camera citations under school-bus violation codes 120 and 121. It lists $400 for the non-camera offense of passing on the side where children enter or exit, and notes a $400 minimum for a subsequent offense of that type within five years. These figures describe distinct entries, not one universal school-bus-passing fine. Check the current FLHSMV citation information and any notice you receive because amounts and classifications can change.
