Yes. If your purchase qualifies under Steam’s refund policy, you can request a refund and then buy the game again at its sale price. Steam does not refund only the price difference. The refund must be approved and the funds must become available before you can use them to repurchase the game.
Can you refund a Steam game after its price drops?
Steam Support says it cannot refund the difference between the price you paid and a later sale price. Instead, you can request a refund for the original purchase and repurchase the game at the current sale price. Does your purchase qualify for a refund?
Steam’s standard rule is that the refund request must be made within 14 days of purchase and the game must have been played for less than two hours. Steam counts online, offline, and shared-library playtime toward the two-hour limit. - More than 14 days after purchase or two or more hours played: You can still submit a request for Steam to review, but approval is not guaranteed.
How to request the refund and repurchase the game
- Sign in to Steam Help using the account that bought the game.
- Open Purchases, find the game, and select the purchase.
- Choose the issue that best describes your request, then select the option to request a refund.
- Complete the form and choose Steam Wallet credit or your original payment method if Steam offers that option.
- Submit the request. Steam sends a confirmation email when it receives the request and a separate email when it processes it.
- After the refund is approved and the funds are available, buy the game again at its current sale price.
If the game does not appear in Purchases, Steam says it may be too far outside the refund window to request a refund through that route. You can still contact Steam Support to ask about the purchase.

Which refund destination should you choose?

These are Steam’s processing estimates, not guarantees of instant access. If an approved refund to an external payment method has not appeared after seven days, Steam advises contacting your bank. In some cases, a refund approved within 24 hours cancels the original transaction rather than creating a visible credit; the bank may take longer to release the authorization hold. Steam says a bank may take up to 30 days to confirm a recently canceled transaction in some cases.
What if Steam declines the request?
If you are outside the normal 14-day or two-hour conditions, submit the request anyway if you want Steam to consider it. Steam says it reviews requests outside the stated rules, but that is discretionary and does not promise approval. If Steam approves the refund, wait for the selected destination’s funds to become available before trying to buy the game at the sale price.

Does requesting more than one refund put your account at risk?
Steam says you may request refunds for any number of eligible purchases. It also reserves the right to revoke refund access if it believes the feature is being abused. Requesting a refund for a qualifying game because its price dropped is the route Steam itself describes for a sale-price repurchase; do not treat the policy as a way to repeatedly play games for free.
EU and UK withdrawal rights
Steam distinguishes its voluntary refund policy from statutory withdrawal rights. Its cited guidance says that, for digital content in the EU and UK, the withdrawal period ends 14 days after purchase or first download, whichever comes sooner.
