Reduce the risk by mapping which business workflows depend on each AI provider, defining how long each can be unavailable, and building and testing an approved fallback for the work that matters most. A second provider can help, but it is not automatically independent or interchangeable: its quality, data terms, capacity, security controls, and operating requirements must also fit.
Start with the workflows that depend on AI
Do not begin with a blanket goal such as “use multiple clouds.” Start with each AI-dependent business function and trace what it needs to work. NIST’s 2024 Generative AI Profile recommends identifying over-reliance on third-party AI and data, documenting risks, and identifying fallbacks.
- Workflow: business purpose, owner, and consequences if it stops or becomes less reliable.
- Dependencies: provider, service, model or endpoint, application, data sources, identity systems, and downstream services.
- Data and controls: input sensitivity, permitted use, retention, access, and any geography or compliance requirements.
- Change exposure: outages, throttling, model or feature retirement, policy changes that block a use, and behavior changes that undermine a critical task.
This inventory reveals where a provider is a single point of failure and which dependencies might still be shared even if you add another provider.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Set recovery needs before choosing a fallback
For each important workflow, set a maximum acceptable interruption and specify how much in-progress work can be lost, delayed, or replayed. These are recovery time and recovery point objectives. Also decide who may activate a fallback, what level of service is acceptable during recovery, and when staff may switch to manual processing.

Choose the least complex fallback that meets those requirements. Depending on the task, options include routing to a second provider, using an alternate endpoint, running a previously approved model that your organization can operate, serving a safe cached response, switching to a non-AI process, or handling cases manually. NIST recommends testing rollover and fallback technology, including manual processing; the Cloud Security Alliance’s AICMv1.1 application-provider guidance discusses alternate routing, caching, stub inference, and degraded operation. None is suitable for every workflow.
A fallback should not be treated as equivalent simply because it accepts the same request. Before approving it, check that its output quality, safety behavior, feature support, privacy terms, and authorization controls meet the workflow’s needs. A model change or policy change may require review even when the provider remains available.
Choose the fallback pattern that fits the work
Compare candidate approaches against the workflow’s actual requirements. A backup that is fast to activate may still be unsuitable if its data handling or output quality is unacceptable.

| Fallback pattern | Useful when | Key checks |
|---|---|---|
| Second provider or alternate route | The task must continue during a provider-specific disruption and an approved alternative can handle it. | Test output quality, policy fit, data handling, permissions, capacity, routing, monitoring, and operating cost. |
| Locally operated or previously approved model | Your organization can run and support the model, and the workload can tolerate its capabilities and operating constraints. | Confirm capability, security, staffing, capacity, updates, and whether the model meets the same task requirements. |
| Cached or stub response | A repeatable response remains accurate and safe to reuse, or a limited placeholder can keep the application usable. | Do not serve stale, user-specific, or time-sensitive information as current. Make the reduced behavior clear. |
| Non-AI or manual process | Continuity matters more than full automation, or no approved automated fallback is available. | Define staffing, authorization, expected service level, queues, and how work will be reconciled afterward. |
These patterns are not interchangeable. For example, cached information is not a safe substitute for a current answer, and an alternate model may need human review if its behavior differs.
Build graceful failure into the application
Applications should distinguish provider errors from valid model responses, use bounded timeouts and retries, and avoid retry storms that add load during an incident. The Cloud Security Alliance states: “Build applications to detect and handle inference/API failures gracefully.” Its guidance also covers transparent fallback experiences, offline capabilities, and interruption simulations.
- Show users whether a request failed, is delayed, or is being handled in a reduced mode.
- Offer safe next steps, such as saving work, retrying later, or using an approved manual route.
- Queue or replay work only where transaction integrity can be maintained; prevent duplicate or lost transactions.
- After service returns, reconcile asynchronous work and confirm that permissions and data remain consistent.
Cache only information that remains appropriate and current for the person and task. If an alternate route changes how data is processed, apply its privacy, security, and authorization checks before sending traffic to it.

Limit avoidable lock-in and detect changes
Keep application logic, prompts, configuration, evaluation tests, and provider-specific adapters under your control where practical. Maintain an inventory of the model versions and behaviors each critical workflow relies on, then run repeatable evaluations when models, endpoints, or relevant policies change. This helps identify breakage before it reaches users; it does not guarantee that two providers will behave alike.

NIST recommends monitoring deployed third-party systems and considering redundancy for generative-AI data and artifacts. How much portability is practical depends on the application, provider terms, and the data involved.
Review provider commitments and customer responsibilities
Check the actual contract and service documentation for the endpoint and tier you use. Review availability and support commitments, escalation paths, incident notification, planned changes and model retirement, data handling, termination rights, and responsibility for incident response. Confirm whether you can retrieve your data and configuration when leaving the service and whether any stated remedies address your business needs.

NIST’s 2024 Generative AI Profile recommends reviewing third-party contracts, including service-level agreements, incident response times, critical support availability, serious-incident notification, system changes, and incident responsibilities. Those general recommendations do not establish the terms of any particular provider’s current contract or replace legal advice. Provider commitments also do not, by themselves, create your organization’s continuity plan: assign internal ownership for incident declaration, fallback approval, communications, and recovery.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Exercise outages and policy changes
Tabletop discussions are useful, but also test the technical path. The Cloud Security Alliance guidance calls for realistic continuity exercises and failover validation. NIST recommends rehearsing third-party generative-AI incident response regularly and improving the plan after exercises or incidents.
- Simulate a provider timeout, rate limit, or regional disruption; verify alerts, bounded retries, queues, and user messaging.
- Simulate a feature removal, model retirement, or policy block; confirm that the workflow can move to an approved reduced or alternate mode.
- Trigger failover, including a failed failover; check routing, permissions, data protection, and the alternative’s capacity.
- Restore the primary service; validate results and reconcile work without losing or duplicating transactions.
- Record actual recovery time and gaps, assign fixes, and update the plan after significant system changes.
Choose scenarios based on the workflow’s risk. A test that only proves an alternate endpoint responds does not prove that it produces acceptable results, handles data appropriately, or can sustain the required workload.

Account for the complexity of provider diversity
A second provider can reduce reliance on one provider, but it may share dependencies such as cloud infrastructure, networking, or identity systems. It also adds differences in security models, configuration, telemetry, data protection, compliance, staffing, and support operations. NIST’s August 21, 2026 initial public draft of IR 8613, Multi-Cloud Architecture Challenges: Security and Compliance Implications identifies provider security differences, staffing complexity, and cross-provider security controls as significant challenge areas. It is a draft, not final normative guidance.
Before relying on a multi-provider design, test the cross-provider controls and verify that the alternate has sufficient capacity during a broad disruption. The right design depends on each workflow’s acceptable interruption, quality requirements, data constraints, and the complexity your team can operate.
