Protecting an office from insider threats takes coordinated people, processes, and technology—not a single product or employee-scoring system. Start by identifying important assets, limiting access to what each person needs, securing both office entry and remote connections, and assigning trained staff to assess alerts and manage incidents.

What counts as an insider threat?

An insider is someone who has or previously had authorized access to, or knowledge of, an organization’s resources. The risk includes intentional and accidental actions that could harm data, people, facilities, equipment, networks, or systems. An employee need not be acting maliciously for a mistake or compromised account to cause harm. CISA’s 2026 Insider Threat Mitigation Guide frames the issue across physical security, personnel awareness, and information protection.

That scope matters in a modern office: a badge can provide access to a restricted room, while an account can reach sensitive files from home. A visitor, a departing employee, a role change, or an authorized worker using a system incorrectly can each create a different exposure. Controls should address the asset and the access path, not presume that a particular person or job title is inherently risky.

Build a program before choosing tools

Begin with a coordinated plan led by the functions that can act on the risks: typically security, IT, HR, and relevant business or facilities owners. Identify sensitive information, critical systems, restricted areas, and the people responsible for approving access. Define how access is granted and reviewed, who receives alerts, how concerns are assessed, and how an incident is escalated.

  • Map assets and access. Record which systems, data, rooms, and equipment matter, who needs access, and why.
  • Set a least-privilege approach. Grant only the logical and physical access required for a person’s current duties, and review it when duties change.
  • Agree on alert ownership. Specify which team reviews each type of alert, how it is checked against context, and when HR, legal, facilities, or law enforcement should be involved under organizational procedures.
  • Train staff. Teach employees and managers how to handle sensitive information, report concerns, and follow visitor and access rules. Train analysts to investigate signals without treating an alert as proof of wrongdoing.
  • Review and improve. Reassess controls when the office, workforce, systems, or threat environment changes, and use incident findings to correct gaps.

CISA describes technology as support for detecting, identifying, assessing, and managing insider threats; skilled analysts or investigators still need to interpret the information. A system alert is a lead for review, not a finding about intent. Avoid tools or policies that turn activity scores into automatic judgments or employment decisions.

Choose technology around the risk

There is no universal office security stack. Select controls based on the assets at risk, the access routes in use, existing systems, and the staff capacity to maintain and respond to them. CISA’s 2026 guide discusses several technology categories; they are options to combine selectively, not a requirement to buy every category.

Need Technology or control How to use it
Spot unusual activity across systems Centralized logging and security information and event management (SIEM) Collect relevant logs, define who reviews alerts, and give reviewers the context and escalation path needed to assess them.
Restrict sensitive systems and administrative privileges Identity and access management; privileged access management (PAM) Use role-based authorization, review access periodically, and remove privileges when they are no longer needed.
Limit or detect sensitive data leaving approved channels Data loss prevention (DLP) and database monitoring Set alerting or blocking rules around sensitive-data handling, then tune and review them. These controls can reduce risk, but cannot guarantee that every leak will be prevented.
Restrict programs and examine network behavior Application allowlisting and network-flow analysis Configure permitted applications and relevant network monitoring for the environment; maintain the rules and review resulting signals.
Control entry to offices and restricted rooms Credentialed physical access control, visitor procedures, and access-log review Issue credentials to authorized people, manage visitor access and escorts, and promptly update permissions when access needs change.
Monitor selected physical areas Cameras, video surveillance, and sensors Use them where site risks justify monitoring, alongside access procedures and response processes. Consider applicable privacy rules and the purpose and placement of monitoring.
Support hybrid and remote work Managed remote access and least privilege Allow access through authorized, managed paths and match restrictions to the sensitivity of the systems reached; control privileged remote commands.

Evaluate each option for asset coverage, compatibility with existing identity, endpoint, and building systems, usefulness of its logs and alerts, staff workload, privacy and legal constraints, fit for office size and hybrid work, and ongoing cost. A tool that generates alerts nobody can investigate may add noise rather than useful protection.

Secure physical entry, visitors, and remote access

Information security includes the physical spaces where people work and equipment or records are kept. NIST SP 800-171 Rev. 3 provides detailed examples for organizations protecting Controlled Unclassified Information (CUI) in nonfederal systems; it is not a universal mandate for every office. Its controls include maintaining a facility access list, using authorization credentials, removing people from the list when access is no longer required, monitoring physical access and reviewing logs, and escorting visitors while controlling their activities. NIST gives guards, video surveillance equipment, and sensors as examples of monitoring methods. See NIST SP 800-171 Rev. 3.

For day-to-day implementation, connect building procedures to the same access-management discipline used for accounts: identify who is authorized, record and review entry where appropriate, and make changes when a person’s need ends. Visitor screening and escort rules should be clear to reception and employees, not left to informal judgment. Cameras can help monitor an area, but they do not establish a person’s intent and should not replace access controls or trained review.

For hybrid and remote staff, protect the path into office systems as deliberately as the physical entrance. Use authorized, managed remote-access routes, grant only the required permissions, and apply appropriate restrictions to privileged remote actions. CISA’s September 9, 2026 guide update specifically addresses hybrid and remote work, AI used to manipulate or deceive, visitor screening, and adverse employee separations; the announcement is available in CISA’s release.

Handle departures and role changes promptly

Departures and transfers are predictable moments when access can become outdated. Coordinate HR, a manager, IT, facilities, and security so the organization’s defined process changes both digital and physical permissions in a timely way. The appropriate timeframe depends on the organization’s obligations and operating context.

  1. On termination, disable system access and revoke credentials. Include relevant accounts and remote access, following the organization’s approved timing and process.
  2. Retrieve security-related property. Account for items such as badges, keys, devices, or other organizational property that enables access.
  3. On transfer, review rather than carry over access by default. Determine whether the person still needs each logical and physical permission in the new role, then adjust it.
  4. Confirm completion. Record that access changes and property return were handled, and route any exceptions through the appropriate internal owners.

NIST SP 800-171 Rev. 3 explicitly calls for disabling system access, revoking credentials, and retrieving security-related system property upon termination. For transfers, it calls for reviewing whether logical and physical access remains necessary and adjusting it to the new role. Organizations should apply these controls in a timeframe consistent with their own requirements and obligations.

Make alerts and incidents useful—not automatic verdicts

Monitoring is valuable only when an organization can interpret and act on what it collects. Set a response process before enabling alerts: identify the reviewer, define what context they may check, document how they distinguish routine activity from a concern, and specify escalation and recordkeeping. A signal might reflect an authorized task, a configuration problem, a mistake, a compromised account, or misconduct; the alert alone does not resolve which explanation is correct.

CISA’s core point is that technology enhances an organization’s ability to detect, identify, assess, and manage insider threats. It supports a program; it cannot substitute for clear policies, trained people, careful judgment, and a response plan.

What changed in CISA’s 2026 guidance?

CISA announced its updated Insider Threat Mitigation Guide on September 9, 2026. The update adds attention to hybrid and remote work, AI used to manipulate or deceive, access control, visitor screening, and adverse employee separations. Those themes reinforce a practical approach: protect access across both physical and digital environments, account for changing work patterns, and coordinate response around real organizational risks rather than relying on a single monitoring product.
