Reducing developer burnout starts with changing the conditions that create chronic strain—not asking developers to cope better with an unsustainable workload. Software leaders can build duty of care into team operations by finding sources of overload, fixing recurring toil, distributing work fairly, stabilizing priorities, and making recovery possible. These are evidence-informed practices to test and improve, not guaranteed cures.

What duty of care means for a software team

For an engineering organization, duty of care is a practical commitment to notice foreseeable sources of harm in the way work is organized and take reasonable steps to address them. That means treating burnout risk as a work-design concern: workload, on-call arrangements, repetitive work, delivery processes, team culture, and recovery all deserve attention.

This is an organizational approach, not a claim about a specific legal duty. Employment law varies by jurisdiction, and the available evidence does not establish software-specific legal obligations. It also does not make burnout an individual diagnosis. The aim is to improve team conditions and make it safe to ask for qualified health support when someone needs it.

DORA’s 2022 findings illustrate why team practices matter: teams with low levels of security practices had 1.4 times the odds of high burnout compared with teams with high levels of security practices. That is an odds comparison reported in DORA’s study, not proof that security practices alone cause or prevent burnout, or a universal estimate for every team. DORA Research: 2022

Find the sources of strain before choosing a fix

Start by asking developers what makes work stressful, then compare what they say with how work actually flows. Ticket counts alone can hide after-hours interruptions, repeated manual tasks, or the mental cost of unpredictable priorities.

  • Review on-call frequency, after-hours pages, alert volume, and recurring incidents.
  • Look at unplanned work, support requests, rework, and queues that regularly grow faster than the team can address them.
  • Ask which operational tasks interrupt project work and which problems keep returning despite being marked resolved.
  • Observe real routines and handoffs, including work that happens outside tracked tickets.

Google SRE guidance recommends identifying the largest sources of stress and toil, including undiagnosed alerts and recurring problems, then making durable improvements rather than merely emptying a queue. Reduce operational overload and recurring toil

When a task or incident repeatedly consumes attention, treat the cause as engineering work. A team that only clears the immediate backlog may remain trapped in the same cycle and have little time left to improve the service.

Make repeated work less likely

  • Improve alert quality so notifications point to actionable conditions rather than noise.
  • Automate manual steps that recur and are safe to automate.
  • Write clear operating documentation and ownership information so routine work does not depend on one person’s memory.
  • Use blameless postmortems to examine system conditions and the information people had at the time; assign corrective work that reduces the chance of recurrence.
  • Where appropriate, use service-level objectives to make reliability trade-offs visible and discussable.

Track whether these changes reduce repeat incidents and operational interruptions, not only whether a task was completed. Google SRE warns that burdensome operations work can leave a team unable to make progress on project work; permanent fixes can reduce the time outages consume. Improve delivery foundations instead of chasing release frequency

Continuous delivery can help reduce deployment pain when it is supported by practices that make changes safer and easier to understand. DORA describes comprehensive testing, observability, proactive notifications, maintainable code, and close collaboration as relevant capabilities. These foundations can support better delivery and availability, and are associated with lower burnout.

Do not turn deployment frequency into a standalone burnout target. DORA cautions that increasing how often teams deploy without improving process and architecture can raise failure rates and burn teams out. The useful question is whether the delivery system makes change less risky and less stressful, not whether a team can ship more often at any cost. DORA: Continuous Delivery

Check who carries the repetitive and invisible work

Fair allocation is more than rotating a duty on a calendar. Review who handles on-call, support, maintenance, documentation, and other repetitive tasks—and who receives time for career-building assignments or has influence over priorities. A rotation that looks equal on paper may still leave some people with less voice or fewer opportunities.

DORA’s 2023 report says equitable work distribution reduces burnout overall, but reports no significant burnout effect for respondents identifying as underrepresented. It also notes that underrepresented groups often take on more repetitive tasks. These findings make it important to examine both the distribution of work and unequal access to influence and opportunity; do not assume that a generic redistribution will solve every disparity. Stabilize priorities and create an inclusive learning climate

Frequent pivots and avoidable context switching make it harder to finish work and can undermine well-being. DORA’s 2024 report announcement says constant priority changes negatively affect developer well-being and organizational performance. Team climate matters too. A 2023 developer burnout model, based on survey responses from 3,281 software delivery developers at the multinational company Globant, found positive associations between organizational culture, learning climate, belonging, and inclusiveness and work satisfaction; satisfaction was in turn associated with reduced burnout. Make it safe to surface risks, admit uncertainty, and learn from mistakes without blame. Give teams room to improve their systems, and use local feedback to check whether priority-setting and team practices are helping.

Make recovery possible in the way work is staffed

Recovery is not simply a personal boundary-setting skill. It depends on schedules, handoffs, staffing, and escalation rules that let people detach from work without leaving the team exposed.   • Set predictable on-call schedules and clear handoffs.
  • Review escalation rules so routine issues do not become after-hours emergencies by default.
  • Make time away from work workable through coverage and staffing, rather than relying on routine heroics.
  • Look for patterns in after-hours work and act on their causes instead of treating each interruption as an isolated exception.

Measure conditions to learn, not to rank individuals

Use confidential listening and team-level trends to understand whether conditions are changing. DORA’s 2022 survey questions include cynicism or indifference toward work, exhaustion, perceived ineffectiveness, burnout, and negative effects on life outside work. They can inform team conversations, but should not be repurposed as individual performance scores. DORA: 2022 Research Questions

Interpret these signals together: operational indicators can point to sources of strain, while confidential feedback can show how work feels to the people doing it. Choose a change the team can sustain

There is no single intervention that fits every team. Compare possible changes by whether they reduce a measured source of workload or simply add another coping task, their effect on interruptions and repeat incidents, fairness of the resulting work distribution, delivery and reliability risks, team voice, and the effort needed to sustain them.

  1. Pick a specific source of strain. Use developer feedback and operational observations to name the problem rather than starting with a generic wellness initiative.
  2. Agree on a change and an owner. Choose a system or process adjustment the team can actually implement, with a clear person responsible for moving it forward.
  3. Watch for intended and unintended effects. Check whether interruptions, repeat work, or recovery improve, and whether burdens shift unfairly to another group.
  4. Adapt based on feedback. Keep, revise, or stop the change based on what people experience and what team-level signals show.

DORA’s guidance supports context-specific continuous improvement, not a universal prescription. A durable response changes the working conditions behind strain rather than treating individual resilience as a substitute for a workable system. DORA: Accelerate State of DevOps Report 2023
