Reduce arson opportunities by removing combustible waste promptly, keeping bins and skips away from buildings, securing sheds and entry points, and checking vacant sites regularly. These measures lower risk; none can guarantee that a fire will not be started. The advice below draws on UK and US guidance, so distances, reporting routes, and inspection authority should be checked against local requirements.
Start with combustible waste and escape routes
Rubbish and recycling provide readily ignitable fuel, and a fire can spread from waste to nearby homes or other buildings. London Fire Brigade advises putting household waste out on collection day, retrieving containers after collection, and contacting the council about missed collections. - Do not let waste accumulate beside buildings or in places where it could obstruct escape.
- Use suitable containers and make sure communal bin stores are secure and well lit.
- Keep flammable substances secured and away from ignition opportunities.
Position and secure bins and skips
Distance and resistance to relocation matter: a movable bin placed against a wall creates a different risk from one held in a secure, separated compound. UK government guidance for offices and shops recommends storing outside wheeled bins in a compound separated from the premises, so they cannot readily be moved alongside the building. It says skips should normally be at least 6 metres from any part of the premises. County Durham and Darlington Fire and Rescue Service suggests securing bins to a fixed point with a chain or bike lock until collection, then returning and locking them after collection. Bedfordshire Fire and Rescue Service advises using a secure, closed metal waste container away from buildings and plant for the business context covered by its guidance. When choosing a bin store or anchor, consider separation from buildings and openings, resistance to weather and tampering, access for residents and collection crews, inspection needs, and emergency access. A chain, lock, or enclosure can help prevent easy movement, but the cited guidance does not establish that a particular product prevents arson or quantify its effectiveness.
Secure sheds, garages, and the site perimeter
Keep shed and garage doors, gates, fences, and perimeter walls in good repair, and secure entry points. London Fire Brigade recommends securing properties; local fire-service advice also emphasizes maintaining perimeter security. Lighting, alarms, and CCTV may suit a particular site, but the cited advice does not rank systems or show that one option is most effective. Consider them alongside basic physical security, maintenance, and regular checks—not as replacements for those measures. Any security arrangement must preserve escape routes and access needed by residents, staff, collection crews, and authorized responders. Make sure people who use or oversee the site know how to report suspicious activity. London Fire Brigade lists 101 or Crimestoppers in its advice; reporting routes can vary, so check current local police and fire-service instructions. The Brigade states that there were 2,203 deliberate fires in London in 2025. That is a London-specific count for that year, not a UK-wide figure or evidence of a trend by itself.

Manage vacant buildings as an ongoing safety task
The US Fire Administration describes four parts of vacant-building risk management: monitor, secure, inspect, and mark. Its guidance is written for US communities; local authorities elsewhere may use different procedures or legal powers. US Fire Administration vacant-building guidance
Monitor and secure
Keep track of the property and address unauthorized access or damage promptly. Secure doors, windows, and other entry points effectively, then check periodically that those protections remain in place. High-visibility patrols may be useful where appropriate. London Fire Brigade also advises boarding up and securing unused or derelict buildings. Boarding is one security measure, not a substitute for monitoring or maintenance.

Inspect with authority and caution
Inspections can help identify hazards that may affect firefighters and other responders, including structural instability, fall risks, hazardous materials, and unauthorized occupants. The USFA cautions that inspectors must take care and notes that inspection authority comes from locally adopted codes and ordinances. Before entering a vacant property, confirm local policy, legal authority, and safe inspection procedures; do not assume that a general recommendation authorizes entry.
Mark for responder safety
Marking is intended to alert responders to hazards after an evaluation. The USFA page describes a marking system used in Worcester, Massachusetts, as an example; it is not a universal standard. Marking does not secure a building or replace inspection and ongoing site management. Check the local authority’s marking and inspection practices before using any system.

Build a routine that fits the property
Assign responsibility for waste, locks, perimeter checks, and vacant-site follow-up so controls do not depend on occasional attention. The appropriate schedule and equipment depend on the property, its use, local rules, and how waste is collected.
- Remove waste regularly and keep containers out of escape routes.
- Check that bins remain in their designated secure, separated location and can still be accessed for collection.
- Repair damaged doors, locks, fencing, or boarding promptly.
- For vacant premises, record monitoring and inspection arrangements and confirm who has authority to enter.
- Review lighting, alarms, or cameras for maintenance and whether they interfere with safe access or escape.
Official guidance combines waste management, separation, physical security, monitoring, and inspection. It does not establish which single measure causes the greatest reduction in arson, so use controls together and adapt them to local fire-service, council, and legal requirements.
