First, stop emptying Recently Deleted, Trash, or Bin. Then identify which app removed the photo and whether you’re using an iPhone or Android phone. Check that app’s recovery folder, followed by any cloud library or backup. The steps and retention periods differ, and no recovery method can be guaranteed if the photo was permanently deleted and no other copy exists.
Recover a photo on iPhone after using the Cleanup app

Open Apple Photos and find Recently Deleted.

Tap Select, choose the photos you want, then tap Recover.
The Cleanup app’s FAQ says photos removed through its iPhone cleanup process go to Recently Deleted and can be recovered there for 30 days. That album can also contain photos deleted manually, so check each selection before recovering it. The FAQ does not document a supported recovery route after the album is emptied or the 30-day period passes. Cleanup app FAQ
Recover a photo from Google Photos on Android

Open Google Photos and go to Collections > Trash.

Select the photo or video and tap Restore.
Google says restored items return to the Google Photos library, their albums, and the phone’s Gallery. Under Google’s current Android guidance, items in Trash are permanently deleted after 30 days; items permanently deleted or no longer in Trash cannot be restored through this route. Check the phone’s Gallery Bin or Trash
Some Android phones have a separate Bin or Trash in the manufacturer’s Gallery app. Open that app and look for its deleted-items folder. Menu names and steps vary by device, so follow the labels shown on your phone. Google’s guidance notes that a photo absent from both Google Photos Trash and the Gallery Bin cannot be recovered through those bins. Google Photos: Free up space on your device
Check whether the photo still exists in the cloud
A missing copy in the phone’s Gallery does not always mean the cloud copy is gone. On Android, Google Photos’ Free up space feature deletes local copies of backed-up photos while leaving them visible in Google Photos and at photos.google.com. They may not appear in the built-in Gallery, while you are offline, or when you are signed out. Check that you’re online and using the Google Account that holds the backup. Also distinguish removing a local copy from deleting the photo in Google Photos itself. If you delete it from the Google Photos library, check Google Photos Trash; a cloud copy is not assured merely because the phone once backed it up.
Check Apple sync and backup settings before restoring a device
On Apple devices, iCloud Photos syncs changes across devices. If it was enabled, deleting a photo can sync that deletion to other devices using the same library, so another synced device is not necessarily an independent copy. Apple says iCloud Backup covers data not already synced to iCloud. When iCloud Photos is enabled, photos are not included in the daily device backup; if it was off, iCloud Backup may include photos and videos in Photos or Camera Roll. If Recently Deleted, Trash, and Bin are empty
Look for another existing copy—such as a cloud library, a backup made before deletion, or a copy on a device that does not share the same synced library. Confirm the account and backup date rather than assuming a backup contains the photo.
If the photo was permanently deleted and no surviving copy exists, the cited support guidance does not establish a supported way to retrieve it. Google states that permanently deleted items cannot be restored from Google Photos Trash. The Cleanup app documents recovery only from iPhone Recently Deleted within 30 days, and Google’s Gallery guidance does not offer recovery through those bins once an item is gone from both. No universal recovery utility or paid service can be promised to retrieve a permanently deleted original.

When the steps do not match your phone
Identify the exact cleanup, Gallery, or cloud-photo app and your phone model before trying further steps. Different apps and manufacturers use different deleted-item folders and retention rules. If a photo does not appear where expected, check the app’s own help for the device-specific recovery location; do not empty any remaining deleted-items folder while checking.
