Reconcile GST input tax credit (ITC) with GSTR-2B by matching each supplier document to your books, investigating mismatches, separately checking legal eligibility, and tying the reviewed figures to GSTR-3B. GSTR-2B is a read-only, auto-drafted statement—not a substitute for the invoice or your eligibility review. The GST portal advises taxpayers to compare it with their own records and books: GST Portal FAQ on GSTR-2B.
What GSTR-2B tells you—and what it does not
GSTR-2B is a static statement generated from information reported through the GST system for a tax period. It helps you identify supplier-reported documents and review ITC availability, reversals, and related information. It is read-only: use it as a reconciliation input, not as proof by itself that a credit is legally claimable.
A document may appear in GSTR-2B while another condition for claiming ITC is not satisfied. Conversely, an invoice in your purchase register may be absent because of supplier reporting, timing, or data errors. The portal says its “ITC not available” flags cover only specified situations; other restrictions may not be reflected and require your own assessment. Apply the current rules for the relevant tax period, including CGST Act section 16 and CGST Rules rule 36.

How to reconcile GSTR-2B with your purchase register
1. Fix the tax period and gather the records
Download the relevant GSTR-2B detail and summary. Export the purchase register or ledger for the same period, and gather supplier invoices, debit notes, credit notes, and supporting documents. Keep import bills of entry and ISD documents in separate reconciliation populations where applicable. GSTR-2B includes specified ISD and import information; import feeds can depend on ICEGATE data.
2. Match documents at invoice level
Create one reconciliation row per document, linking amendments to the original. A practical comparison key is supplier GSTIN, document type, invoice or debit-note number, and date. Preserve the original document number alongside any normalized comparison field so formatting differences can be identified without losing the source value. Compare taxable value and the relevant tax components—IGST, CGST, SGST or UTGST, and cess—rather than relying only on a matching invoice number.
This is a practical control, not a GST portal-prescribed matching algorithm. Do not combine records merely because their amounts look similar. Classify each row so the exceptions are visible:

- Amount or detail mismatch: A record exists on both sides, but one or more material fields differ.
- Books only: A supplier document is recorded in the books but no corresponding document appears in the period’s GSTR-2B.
- Portal only: A supplier-reported document appears in GSTR-2B but has no corresponding purchase-book entry.
- Amendment, credit note, or possible duplicate: The record needs to be linked to the original and reviewed for its net effect.
- Not eligible or pending eligibility review: A technical match has not yet established legal eligibility.
3. Investigate books-only invoices
Check the supplier GSTIN, document number and date, return period, and filing status. A supplier’s later filing or amendment may cause a document to appear in a subsequent GSTR-2B. Ask the supplier to correct or report the document as appropriate, retain the correspondence, and track the applicable statutory deadline. An invoice recorded in your books alone does not establish entitlement to claim ITC.
4. Investigate portal-only entries and mismatches
For a portal-only entry, verify that your business received the supply and holds the supporting document. Investigate possible wrong-GSTIN reporting, duplicate reporting, or another error. Where the record is available through the Invoice Management System (IMS), review the available recipient actions under the current portal instructions.
For a mismatch, compare the tax rate, taxable value, place of supply, amendments, and related debit or credit notes. Separate timing differences from errors that need correction. Keep an exception log with an owner, status, supporting evidence, and next review date.

Check eligibility independently of the match
Section 16 of the CGST Act sets out ITC eligibility and conditions; rule 36 addresses documentary requirements, including tax invoices or debit notes, bills of entry, and ISD documents. Check that the credit relates to your taxpayer registration, is supported by the required document, and is not restricted by another applicable provision. The presence of an entry in GSTR-2B is not a legal guarantee that every listed amount can be claimed.
The GST portal’s guidance explains that “ITC not available” flags are limited to specified cases, including time-barred credit under section 16(4) and certain supplier or place-of-supply combinations. Other restrictions may not be system-generated, so eligibility needs a separate review. For disputed, high-value, or fact-sensitive items, consult a qualified GST practitioner.
Review credit notes, amendments, reversals, and duplicate claims
Link credit notes and amendments to their original documents and check them against prior-period claims. GSTR-2B presents availability and reversal information in separate sections. The portal warns taxpayers not to claim credit twice for a document and to reverse credit when required under the Act and Rules.

Review reverse-charge entries separately, including the related tax payment; the portal includes payment of reverse-charge tax among its reconciliation checks. For imports, ISD records, and other special document types, reconcile against the relevant supporting records instead of treating them as ordinary supplier invoices.
IMS functionality has changed over time. GSTN’s IMS FAQs dated 22 September 2024 describe recipient accept, reject, and pending actions, with exclusions. GSTN’s FAQ on IMS changes from the October 2025 tax period, dated 15 October 2025, describes revised handling of the reversal amount for certain accepted credit-note records. Its Bill of Entry in IMS advisory, dated 30 October 2025, addresses GSTIN amendments and transfer or reversal treatment when a recipient GSTIN changes. Check the live portal’s instructions for the period and document involved before acting on these workflows.

The GST portal FAQ describes auto-population of GSTR-3B from GSTR-2B, including net treatment in relevant ITC tables. Auto-populated figures remain editable, and edited fields are highlighted. Treat the populated values as a starting point: compare them with the completed reconciliation, investigate differences, and document any manual adjustment. Map eligible credit and required reversals to the appropriate GSTR-3B tables for the period; do not assume that a portal-generated total resolves your eligibility review.

Keep an audit-ready reconciliation trail
Retain the downloaded GSTR-2B files, purchase-register extracts, source documents, supplier follow-up, IMS actions, exception dispositions, eligibility review, reversal calculations, and final GSTR-3B tie-out. A reviewer should be able to trace a reported figure back to the underlying records and understand how unresolved items were treated.
Spreadsheet or reconciliation software?
A controlled spreadsheet may be sufficient for smaller document volumes if its formulas, amendment links, exception handling, and review trail are checked. When evaluating software, compare the capabilities that affect your workflow:
