To reconcile a project cash-flow forecast, start with the project’s actual opening cash, model receipts and payments from operational timing, link accrual assumptions to the forecast income statement and balance sheet, and classify cash movements as operating, investing, or financing. For every period, the resulting closing cash must agree with the balance-sheet cash-and-cash-equivalents figure under the entity’s stated policy. Any material difference should be traced to an assumption, timing difference, classification, or non-cash movement—not hidden in a balancing plug.
The exact treatment depends on the jurisdiction, reporting framework, project type, forecast horizon, cash definition, and legal entity boundary. Establish those parameters before deciding how a particular transaction should appear.
Define the model boundary and accounting basis first
A forecast cannot reconcile if its perimeter is ambiguous. Write down the following before building schedules:
Recommended Free Tools
- Entity and project boundary: state whether the model covers a project company, a contract, a business unit, or a consolidated group. Keep project-company cash separate from sponsor, parent, or corporate cash unless an explicit transfer is modeled.
- Forecast horizon and periods: identify the start date, month or quarter ends, and which periods are actual versus forecast.
- Reporting framework: identify the accounting standards, regulator, contract and lender requirements that govern classification and disclosures. There is no single universal treatment for every project.
- Currency and cash definition: specify the presentation currency and what counts as cash and cash equivalents, including restrictions, overdrafts, and short-term investments where relevant.
- Commercial basis: reconcile the model’s scope and timing to the approved business case, contract, budget, or financial close model.
For example, the Australian Accounting Standards Board’s AASB 107 Statement of Cash Flows (December 2022 compilation) requires disclosure of the components of cash and cash equivalents and a reconciliation to equivalent statement-of-financial-position items. Another framework may use different presentation or disclosure requirements, so document the governing policy rather than assuming that an AASB rule applies everywhere.

Anchor opening cash to the accounting records
Use the actual closing cash and cash equivalents at the forecast start date as opening cash. Reconcile that amount to the latest statement of financial position, bank reconciliations, restricted-cash schedules, and the entity’s cash-and-cash-equivalents policy. Do not begin with a budgeted or manually typed number when an actual ledger or bank-controlled balance is available.
Carry the prior period’s reconciled closing amount into the next period as opening cash. If the forecast starts mid-month, define whether the opening balance is at the beginning of the day, month, or reporting period and use the same convention throughout the model. Record any restricted accounts or overdraft presentation choices in the assumptions register; otherwise, a mathematically correct roll-forward can still disagree with the published balance sheet.
Build the operating drivers and cash timing separately
Project economics drive the statements, but accounting recognition and cash settlement rarely occur on the same date. Build operational schedules first, then translate them into accrual and cash effects.

Revenue, billings, and collections
Model revenue from project-specific price, quantity, milestones, capacity, utilization, or other contractual drivers. Separately model invoicing and collections using payment terms, billing dates, retention, disputed amounts, and expected delays. An invoice may increase receivables before cash arrives; a customer prepayment may create cash before revenue is recognized. The income statement therefore cannot be used as a simple proxy for receipts.
Operating costs and payments
Profile payroll, materials, subcontractors, utilities, maintenance, taxes, and other operating costs by the dates they are incurred and paid. A flat monthly spread is appropriate only when supported by the project’s operating pattern. Supplier expenses can enter the income statement before payment, while deposits or prepayments can create cash movements before the related expense is recognized.
Non-cash expenses and project assets
Separate depreciation, amortization, impairment, provisions, and other non-cash expenses from cash payments. Capital expenditure belongs in the investing schedule when paid, while the asset appears on the balance sheet and depreciation affects profit over time. Asset disposals require a schedule for proceeds, carrying amount, and any gain or loss; the gain or loss is not itself a cash receipt.

Tax, interest, and financing timing
Forecast tax liabilities and payments from the applicable filing and payment calendar. Model interest accrual separately from interest paid where the framework or contract requires that distinction. Debt drawdowns, repayments, equity contributions, distributions, arrangement fees, and financing costs need their own schedules so that contractual cash timing is not inferred from an income-statement expense.
Roll working capital and other balance-sheet accounts
Working-capital schedules are the bridge between accrual statements and cash timing. For each material account, use an opening balance, operational drivers, non-cash additions or reductions, and cash settlement assumptions to derive the closing balance.
- Receivables: begin with opening receivables, add revenue or billings according to the chosen policy, and subtract collections. Use contractual days, milestone dates, and aging assumptions where appropriate.
- Payables and accrued expenses: add recognized supplier costs or accruals, then subtract payments on the expected payment calendar.
- Inventory: model purchases, consumption, write-downs, and cash settlement if the project holds material stock.
- Contract assets and liabilities: capture work performed, billings, advances, retention, and other contract-specific balances when relevant.
- Taxes: distinguish expense recognition, tax payable, withholding, indirect-tax balances, and actual remittances.
- Debt and lease liabilities: roll opening principal, new borrowings, repayments, non-cash accretion, foreign-exchange movements, and closing balances.
- Equity: model contributions, distributions, retained earnings, and other movements separately from operating cash.
Every closing balance should have a source schedule or an explicit assumption. If a balance is simply forced to make cash agree, the model has concealed rather than reconciled a variance.
Link the three statements
Income statement: the accrual performance view
The income statement reports recognized revenue, expenses, and profit for the period. It explains project performance, but profit is not cash because recognition and settlement dates differ and some expenses are non-cash. Use the income statement as an input to the cash-flow bridge, not as the cash forecast itself.
Balance sheet: the point-in-time control view
The balance sheet reports cash, other assets, liabilities, and equity at a date. Its movement explains why profit and cash diverge: receivables, payables, inventory, accrued balances, fixed assets, debt, leases, and equity all change independently of current-period profit. The projected cash-and-cash-equivalents line is the control total that the cash-flow roll-forward must reach.

The cash-flow statement explains changes between balance-sheet dates by classifying receipts and payments as operating, investing, or financing activities under the applicable framework. A direct build lists expected receipts and payments; an indirect build starts with profit and adjusts for non-cash items and balance-sheet movements. CFA Institute describes both approaches and their links to income-statement and balance-sheet data in Analyzing Statements of Cash Flows I (2026 module).

Run the core cash reconciliation
For each forecast period, calculate:
Opening cash + operating cash flow + investing cash flow + financing cash flow = closing cash.
- Pull opening cash from the prior period’s reconciled closing balance.
- Sum operating receipts and payments, or derive operating cash from profit using a documented indirect bridge.
- Record capital expenditure, asset-sale proceeds, acquisitions, and other investing movements.
- Record borrowings, repayments, equity funding, distributions, and other financing movements.
- Calculate closing cash without a plug.
- Compare that amount with the projected balance-sheet cash-and-cash-equivalents line, using the same definition and date.
Where a stand-alone cash forecast is not generated by an integrated tool, the UK Department for Education’s Management accounts: good practice guide for colleges specifically says: “Where the cash flow forecast is not driven by an integrated forecasting tool, you should run checks to ensure important control totals, such as the monthly overall cash balance and forecast year end cash, reconcile to the balance sheet.” That guidance is written for colleges, but the control principle is useful in any project model.
Trace differences instead of plugging them
When closing cash does not equal balance-sheet cash, isolate the difference by period and statement line. A practical reconciliation bridge contains:

- Timing differences between revenue and collections, or expenses and payments.
- Working-capital movements omitted from the cash-flow schedule.
- Capital spending or disposals missing from the investing schedule.
- Debt, lease, equity, dividend, or financing-fee movements omitted or duplicated.
- Non-cash asset or financing changes incorrectly treated as cash.
- Foreign-exchange, fair-value, impairment, or other non-cash remeasurement effects where applicable.
- Classification errors that leave total cash unchanged but distort operating, investing, or financing subtotals.
- Different cash definitions, entity boundaries, currencies, dates, or consolidation scopes between schedules.
For financing liabilities, reconcile opening principal to closing principal and show drawdowns, repayments, accrued or capitalized amounts, foreign-exchange effects, and other non-cash changes separately. For assets, reconcile opening carrying amount, cash additions, non-cash additions, disposals, depreciation, impairment, and closing carrying amount. The Australian Department of Finance’s Guidance for Financial Modelling states: “Where differences occur, these should be highlighted and explained.”
Classify cash flows deliberately
Classification should follow the applicable framework and the substance of the transaction. Do not move an item between categories merely to improve an operating-cash result or to make a covenant ratio look better. The SEC Chief Accountant’s December 4, 2023 statement, The Statement of Cash Flows: Improving the Quality of Cash Flow Information Provided to Investors, puts the investor impact plainly: “Accurately classifying cash flows as operating, investing, or financing activities is paramount to investors understanding the nature of the issuer’s activities that generated and used cash during the reporting period.”
Document the policy for unusual items such as interest, taxes, grants, customer advances, restricted cash transfers, factoring, lease payments, and proceeds from asset disposals. Apply the policy consistently across periods and disclose a change when the governing framework requires it.

Choose a build method that fits the decision
| Choice | Best use | Strength | Risk or limitation |
|---|---|---|---|
| Direct cash-flow build | Short-term liquidity planning when receipts and payments are known | Shows the date and amount of expected cash movements clearly | Requires detailed payment and collection data and still needs links to accrual statements |
| Indirect cash-flow build | Forecasts tied closely to the income statement and balance sheet | Explains the bridge from profit to operating cash through non-cash and working-capital adjustments | Can hide timing assumptions if supporting schedules are incomplete |
| Integrated three-statement model | Investment decisions, project finance, covenants, and full-period planning | Derives statements from common drivers and makes balance-sheet cash a control total | More complex; an error in one schedule can propagate through all statements |
| Stand-alone short-term cash forecast | Daily or weekly liquidity management | Exposes near-term payment and collection timing quickly | Needs explicit control totals and a documented bridge to the accounting statements |
Use a direct schedule for operational liquidity when necessary, but retain an integrated monthly or quarterly statement model for financial reporting and strategic decisions. The two views should share assumptions or have a documented bridge; they should not be expected to reconcile automatically when they use different dates, scopes, or cash definitions.

Project-finance work often includes a contract-close model, an operational model, a lender model, and a shareholder-return model. The UK Government Commercial Function’s Part 2: Project company financial stress describes financial models containing historic and forecast cash flow, profit-and-loss, and balance-sheet statements. It also notes that operational and lender models can differ: operational models are updated with actual revenues, costs, and forecasts, while lender models may use more conservative assumptions than shareholder-return models.
Maintain a version-control table that records each model’s purpose, update frequency, assumptions, scope, contractual information rights, and approval owner. When two versions do not reconcile line by line, prepare a bridge identifying differences in actuals, timing, scenarios, reserves, debt assumptions, and consolidation. Do not label the difference an error until those dimensions have been compared.

The UK Department for Education college guide recommends a rolling cash forecast reported monthly, with at least 12 months projected and 24 months described as good practice in that college setting. Those horizons are context-specific recommendations, not universal accounting rules. A project with seasonal construction draws, a long commissioning phase, or refinancing risk may need a longer horizon.

For contract performance where cash sufficiency is in doubt, US DFARS Part 232, Contract Financing, may require forecasts across the contract duration. It warns that a one-time forecast has limited forecasting power and calls for comparing a series of actual cash flows with corresponding forecasts to examine reliability. Applicability depends on the contract and governing regulation.

Use scenarios to expose liquidity risk
Present a documented base case and sensitivity cases when assumptions are material or uncertain. Typical sensitivities include slower collections, delayed milestones, cost inflation, lower production, higher interest rates, delayed refinancing, or a capex overrun. For each case, show the impact on monthly cash, minimum cash headroom, covenant measures, funding needs, and recovery actions.
Keep one-off receipts and payments visible rather than burying them in averages. Decision-makers should be able to see the assumptions behind major grants, claims, deposits, tax settlements, debt draws, distributions, and asset sales, as well as the date on which each is expected to occur.
Diagnostic checklist before issuing the forecast
- Does opening cash tie to the prior period’s closing balance and the accounting records?
- Are actual and forecast periods clearly labeled?
- Are receipts distinct from recognized revenue and payments distinct from expenses where timing differs?
- Do receivables, payables, inventory, accrued balances, taxes, and other material operating accounts roll from operational assumptions?
- Do capital expenditures and disposals appear in investing cash flow and reconcile to project-asset movements after non-cash additions and disposals?
- Do debt draws, repayments, equity contributions, dividends, leases, and financing costs follow the selected framework and contractual model?
- Are depreciation and other non-cash expenses excluded from cash payments?
- Are non-cash investing and financing movements identified separately?
- Are classifications consistent across periods and documented for unusual transactions?
- Does the cash-flow closing balance equal balance-sheet cash under the same cash policy?
- Are material variances from the previous forecast explained and fed into later assumptions?
- Are cash headroom, forecast risks, one-off movements, and scenario assumptions visible to decision-makers?
Common failure modes and fixes
Using profit as a cash proxy
Symptom: cash rises whenever profit rises, even though customers pay later or suppliers are paid earlier.
Fix: add receivable, payable, inventory, accrual, tax, and prepayment schedules tied to actual terms.
Spreading every cost evenly
Symptom: the forecast misses mobilization, milestone, shutdown, seasonal, or commissioning payments.
Fix: profile each material cost and payment using the project schedule and contract dates.
Mixing entity cash
Symptom: the project appears liquid only because parent-company balances or sponsor funding are included without a modeled transfer.
Fix: define the perimeter and show intercompany funding, guarantees, restricted cash, and distributions explicitly.
Counting non-cash items as cash
Symptom: depreciation, asset swaps, capitalized interest, debt accretion, or other non-cash movements appear as payments or receipts.
Fix: maintain separate non-cash schedules and reconcile asset, liability, and equity movements.
Forcing the balance with a plug
Symptom: an “other cash” line is changed until the cash-flow statement equals the balance sheet, with no operational explanation.
Fix: freeze the plug, isolate the first period of divergence, and trace opening balances, working capital, capex, financing, classifications, and cash definitions.
Comparing unlike forecasts
Symptom: actual cash is compared with a forecast that used different dates, scope, currency, or classification.
Fix: normalize the definitions, preserve the original forecast, and document each bridge item before judging forecast accuracy.
What “reconciled” means in practice
A reconciled project forecast has a controlled opening cash balance, driver-based revenue and cost schedules, explicit collection and payment timing, complete working-capital and financing roll-forwards, deliberate cash-flow classifications, and a closing cash amount that agrees with the projected balance-sheet cash under the stated policy. It also leaves an audit trail showing why every material variance occurred and how actual results changed the remaining forecast.
