To put multiple list items in one Excel cell, edit the cell, insert a line break between items, and turn on Wrap Text. Use Alt+Enter in Excel for Windows or Control+Option+Return in Excel for Mac. Add bullet symbols or number labels yourself; the worksheet cell does not provide a dedicated automatic numbered-list control.
Make a list in one Excel cell

Select the cell and start editing by double-clicking it or pressing F2.

Type the first item. For a bulleted list, put a bullet symbol (

At the end of that item, insert a line break. In Windows, press Alt+Enter. In Excel for Mac, press Control+Option+Return. Microsoft documents these shortcuts in its instructions for starting a new line inside a cell.

Type the next bullet or number and repeat the line-break step for each item.

With the cell selected, choose Home > Wrap Text. If the full list is not visible, use AutoFit Row Height or increase the row height manually. See Microsoft’s instructions for wrapping cell text.

Add bullet symbols
You can type or paste a bullet character at the start of each line. Microsoft also documents inserting one through Insert > Symbol, using character code 2022. Its worksheet guidance says Alt+7 can insert a bullet when a numeric keypad is available, though the displayed character can vary with the font. If the bullet is missing or looks wrong, try a font that supports it or insert the character with the Symbol dialog. See Microsoft’s instructions for inserting bullets in a worksheet.
You can also copy a bulleted list and paste it into a cell while that cell is actively being edited. Pasting into a selected cell without editing may place the separate lines in separate cells, so check the result.

Choose manual entry or a formula

Formula with CHAR(10) |
A list assembled from cell values | Join text with CHAR(10), which inserts a line break in the formula result. For example: ="First item"&CHAR(10)&"Second item". Turn on Wrap Text for the result cell. |
The formula example is documented in a Microsoft Q&A answer. For a list you are typing by hand, inserting line breaks directly is simpler.
Fix a list that does not display properly

Only one line appears: Select the cell and enable Home > Wrap Text.

One or more lines are cut off: Use AutoFit Row Height or increase the row height. Microsoft notes that a fixed row height or merged cells may prevent all wrapped text from appearing.

The bullet is missing or looks different: Try a font that supports the bullet glyph, or insert it through Insert > Symbol.

Microsoft’s guidance covers Excel for Microsoft 365, Excel 2024, Excel 2021, Excel 2019, Excel 2016, and Excel mobile apps. On iPad, iPhone, and Android, its instructions describe editing the cell, long-pressing where the break belongs, and choosing New Line. A worksheet cell can hold manually separated lines of text, but the cited worksheet instructions do not describe an automatic numbered-list control for cells. Type each number label as text when you need predictable numbering. If you need full word-processing list controls or more flexible layout, Microsoft notes that you can apply bullets and numbering in a text box or shape instead.
