Protecting a child on a phone takes more than setting a screen-time limit. Choose a device that fits the child and your family, set up age-appropriate content and communication controls, review location sharing, secure the device and accounts, and agree on clear rules together. No single age or setting works for every family.

Choose a phone that fits your child and your family

Consider your child’s age, personality and maturity, along with your family’s needs. Start by deciding what the phone must do: calls and texts only, or internet access and apps as well. The Federal Trade Commission (FTC) notes that a basic phone without web browsing, apps or location sharing is one possible choice; a smartphone offers more flexibility but also requires more settings and ongoing attention. Neither option is right for every child.

Consideration Basic phone Smartphone with controls
Web browsing and apps May meet a calls-and-texts need without these features. Can provide them; review app access, content and downloads.
Contact and content management May offer fewer management options; check the device’s capabilities. Built-in family controls may help manage content and communication.
Location sharing May not offer location sharing. Review each app’s permissions and who can see the child’s location.
Who manages settings Depends on the device and family arrangements. A parent or guardian may be able to manage settings through the platform’s family tools.

The FTC’s guidance on kids and cell phones recommends weighing the child’s circumstances and the phone’s features rather than relying on a universal readiness age.

Set up a child account and family controls

Use an individual account for your child and, where available, the phone’s built-in family-management tools. These can provide a starting point for setting limits on apps, content, communication and use schedules. Features and setup requirements depend on the device, operating-system version, account and region, so check the platform’s current instructions before configuring it.

Apple: Screen Time through Family Sharing

Apple says a family organizer or parent or guardian can manage a child’s Screen Time through Family Sharing. Available settings include app and website limits, communication controls, schedules, content and privacy restrictions, and Communication Safety. Requirements may differ by operating-system version and country or region. See Apple’s current instructions for using Screen Time to manage a child’s iPhone or iPad.

Google: supervision through Family Link

Google’s Family Link can manage certain settings for a supervised child’s account and device, including screen time and some account settings such as Search or Location History. Available controls depend on the account and device. Google states that parents cannot use Family Link to remotely listen to calls. Account age rules and features can also vary by country and service. Check Google’s instructions for adding supervision to a child’s Google Account.

The FTC also names Microsoft Family Safety as a starting point and says third-party parental-control apps are available. Before using any tool, check that it works with the child’s phone and its existing settings; the FTC does not identify one paid app as necessary for every family. Its overview of parental controls for safer online use describes common functions and platform examples.

Review content, downloads, purchases and contact

Look beyond a daily screen-time timer. Review what the child can access and who can reach them. Depending on the device and account, controls may let you:

  • Restrict websites, apps or other content, and set suitable age ratings.
  • Require approval for app downloads or purchases, including in-app purchases.
  • Limit who can communicate with the child and when.
  • Set schedules or limits for device use.

Check the controls on the actual device and account: not every platform offers the same options, and settings may behave differently across software versions.

Make location sharing deliberate

Talk with your child about which apps need location access, when sharing is useful and who should be able to see it. The FTC advises children to share their location only with trusted people they know in person, and not to broadcast it continuously. Review app permissions and turn off unnecessary or public sharing. A family plan should make clear when location sharing is expected, rather than treating it as an invisible default.

Agree on rules and keep communication open

Set expectations together: where and when phone use is allowed, which apps and contacts are acceptable, and what happens if an agreement is broken. The FTC gives school, meals, homework and bedtime as examples of times or places families may limit phone use. Revisit the rules as the child’s maturity and needs change.

Controls work best when children understand them. The FTC puts it plainly: “Talking with your kids about your family’s rules and expectations is key to helping them establish good online habits.” Make sure your child knows they can come to you if something feels wrong, including cyberbullying, a scam, suspected malware or an uncomfortable interaction. Talk about risks to their safety and reputation without making asking for help feel like a reason for automatic punishment.

Understand the limits of privacy protections

In the United States, the FTC describes the Children’s Online Privacy Protection Act (COPPA) as applying to covered online services directed to children under 13, as well as general-audience services with actual knowledge that they are collecting personal information from children under 13. In covered cases, parents may have rights related to notice and consent, reviewing information and requesting deletion. COPPA is not a blanket guarantee covering every app, every teen or every data practice. For background, see the FTC’s guide to protecting a child’s privacy online.
