Protect a historic building by first identifying its hazards and vulnerabilities, then choosing measures that reduce risk without unnecessarily damaging the features that make the building significant. There is no one retrofit that suits every property: flood exposure, climate, site, construction, condition, intended use, historic character, and local rules all affect what is appropriate. The U.S. National Park Service (NPS) recommends assessing and documenting the building before selecting work, and consulting preservation professionals early.

Start with a property-specific risk assessment

Establish which hazards threaten the site, how the building is likely to be affected, and how it currently withstands and recovers from those events. For flooding, consider the property’s established flood risk and anticipated water levels. Mapped information can be supplemented with local flood models, which may include additional data or future projections, according to the NPS’s 2021 Guidelines on Flood Adaptation for Rehabilitating Historic Buildings.

Document the building’s condition and the spaces, materials, finishes, features, site, and setting that contribute to its historic character. Record existing resilient features as well as vulnerabilities. Continue monitoring the property and revisit the assessment when conditions, projections, use, or the building’s condition changes. The NPS natural-hazard guidance includes sudden events such as riverine flash flooding, coastal storm surge, and tornadoes; the appropriate response depends on the local hazard and the property.

Quick Dam Water Activated 5ft Flood Barrier, Pack of 2
  • Water Activated Flood Barriers, Rated #1 in Flood Control
  • Grows to 3.5in high in minutes, just get them wet
  • Long, flexible design creates all sorts of shapes
  • Use to control, contain & divert flood water
  • Ready to use, no sand or labor needed
  • Hazard performance: Does it address the type and likely severity of the hazard, including the anticipated flood level where relevant?
  • Historic impact: What will it do to defining materials, features, spaces, the site, and the building’s setting? Consider the combined effect of the whole project, not only each alteration in isolation.
  • Building and site fit: Is it compatible with the structure, materials, location, architectural character, use, and existing resilience?
  • Feasibility: Can it be implemented and maintained with available resources? For temporary protection, is there enough warning time, equipment, and labor?
  • Requirements: What preservation review, building codes, and federal, state, or local regulations apply?

The aim is to select a technically and economically feasible combination that lowers risk while limiting harm to historic character. A measure suitable for one building may be unsuitable for another.

Which flood-protection measures can work for historic buildings?

The NPS flood-adaptation manual presents a menu of options, not a prescription. Depending on the property, measures may be used alone or in combination. They range from planning and temporary protection to major changes in how the building meets the ground.

Approach What it involves Key consideration
Temporary protection Sandbags, temporary dams, floodgates, or flood-wrapping systems. Choose for the predicted flooding and the available warning time, equipment, and labor. Sandbags are not intended to withstand moving floodwater for extended periods.
Site and landscape measures Compatible floodwalls or berms and drainage-related measures. Assess site conditions and potential effects on the historic setting as well as the building.
Utility protection Protect or relocate vulnerable utility systems to reduce their exposure. Evaluate which systems are at risk and how changes affect the building and its operation.
Dry floodproofing Measures intended to keep floodwater out of the building. Suitability depends on the building and anticipated flood conditions; it is not interchangeable with wet floodproofing.
Wet floodproofing Allow water to enter and leave designated spaces, using flood-damage-resistant materials and protecting or relocating utilities. Plan the spaces and materials for flooding and consider how the approach affects significant interior features.
Changes to lower levels or structure Fill a basement, elevate the building on a new foundation or elevate its interior structure, or abandon the lowest floor. These are substantial interventions whose structural, functional, and historic effects require property-specific assessment.
Relocation Move the building away from its exposed location. Consider effects on historic character, site, and setting, as well as technical and economic feasibility.

Temporary barriers can be useful in some situations, but their effectiveness depends on the flood threat and the ability to deploy them in time. They should not be treated as a substitute for assessing long-term exposure or selecting a durable strategy with qualified professionals.

How can you reduce heat and improve comfort sensitively?

Begin with an energy audit and a plan tailored to the building, site, climate, and occupancy. The NPS weatherization guidance identifies air infiltration, heating and cooling systems, electrical systems, windows and doors, insulation, appliances, and shading as areas to consider. Treating one component in isolation can create problems elsewhere; in particular, sealing a historic building too tightly can leave it inadequately ventilated.

Our 8 inch Extra-wide design covers hinges and larger gabs and leaves room for installation errors. This waterproof adhesive tape has been tested to IP68 standards for submersion protection.
  • INSTANT FLOODING BARRIER for Home: Keep floodwaters out when it matters most. FloodTape installs in minutes with no special skills. Simply cut to size, press firmly by hand, overlap on corners and seal. Works on sliding doors, windows, garage doors, patio openings, RVs, vents and any opening where water, rain or mud threatens your property.
  • WINTER Draft & MELTWATER PROTECTION: Blocks snow melt, ice melt runoff and cold air drafts around doors and windows. FloodTape is a multi-purpose sealing tape for homes, businesses, trailers, basements, garages and storage units. A must-have for disaster preparation including Hurricanes, High Tides, Raising Rivers, Nuclear fallout and other building intrusions. The best alternative for Sandbags, Flood Barriers, Water Dams, Duct Tape or Caulking.

Use shade and ventilation where they fit

  • Retain and maintain existing awnings and trees that provide shade.
  • Consider adding awnings when they are historically appropriate and compatible with the building.
  • Consider deciduous shade trees on south-facing elevations. NPS advises planting trees at least 10 feet from a building to avoid foundation damage.
  • Depending on the building and climate, consider operable shades or shutters, fans, and ventilation as ways to support warm-weather comfort.

Evaluate proposed work for effects on historic materials, windows, interiors, and appearance, and coordinate it with the broader energy plan. The appropriate balance between reducing heat gain, maintaining ventilation, and preserving significant fabric depends on the property.

Plan for severe weather without assuming one universal retrofit

Severe-weather protection should follow the hazard assessment rather than a generic checklist of products. The NPS natural-hazard framework recommends evaluating foreseeable impacts, maintaining and monitoring the building, preparing documentation, and considering existing resilient features and traditional approaches used in the area. Then choose feasible treatments that limit damage to historic character. A response for coastal storm surge, for example, should not be assumed to address a tornado or a different type of flooding.

Check preservation guidance and regulations before work

The Secretary of the Interior’s Standards for the Treatment of Historic Properties provide guidance for preservation, rehabilitation, restoration, and reconstruction. As the NPS explains, the Standards are regulatory in specified federal grant and tax-incentive contexts; the accompanying guidelines are advisory. The appropriate treatment also depends on the property’s significance, physical condition, intended use, and applicable code requirements.

Before altering the building, identify the applicable federal, state, and local codes and regulations and consult preservation professionals early. The NPS flood-adaptation manual is intended for properties with an established flood risk and provides general guidance, not a property-specific design. Local flood information, building conditions, and regulatory requirements all matter when translating its options into a project.

The NPS’s 2021 announcement of the flood-adaptation guidance cited a National Institute of Building Sciences estimate of a 7:1 benefit-cost ratio for federal investments in flood mitigation. That figure describes federal investments in the cited report; it is not a forecast of the return from any individual building or retrofit.
