A market downturn does not, by itself, prove that your long-term investment plan is broken. The protective response is to pause, check whether your goal, time horizon, cash needs or risk tolerance has changed, and then make only the portfolio changes your plan calls for. For most investors, that means using an allocation suited to their circumstances, diversifying broadly, keeping accessible savings for near-term needs and rebalancing by a preselected method rather than reacting to headlines.

That approach cannot prevent losses or predict when markets will recover. It can reduce the chance that fear, an unexpected bill or an improvised trade derails a plan designed to work over many years.

Start with the decision that matters most: has your situation changed?

Prices falling is information about markets; it is not automatically information that your personal plan is wrong. Before selling or changing your target mix, write down what the money is for, when you expect to need it and what has changed since you chose the plan.

Question If the answer is no If the answer is yes
Has the goal changed? A downturn alone does not establish that the plan needs a new target. Recalculate the amount and timing required for the new goal.
Has the time horizon shortened? Keep evaluating the existing allocation against the original horizon. Review whether money needed sooner belongs in less-volatile holdings.
Have income, spending or cash needs changed? Do not sell solely because prices are lower. Increase accessible reserves or adjust withdrawals before an emergency forces a sale.
Has your ability or willingness to accept losses changed? Continue monitoring whether the chosen risk level remains tolerable. Reassess the allocation; a plan that causes panic selling is not functioning as intended.

Investor.gov explains that asset allocation depends largely on time horizon and risk tolerance. A longer horizon may allow some investors to accept more volatility, but there is no universal stock, bond or cash percentage that fits everyone. The correct question is not whether an allocation looks aggressive or conservative in the abstract; it is whether it can support this investor’s objective and withstand the likely path of withdrawals and contributions.

Make the review concrete. List each goal, its dollar amount, its expected date and the account intended to fund it. Then note changes in employment, health, family responsibilities, debt, insurance or retirement timing. A plan can remain appropriate for retirement while being inappropriate for a house deposit due next year. Treat those as separate pools of money with separate horizons instead of letting a single portfolio label answer every question.

Match the allocation to the money’s job

Separate long-term capital from near-term spending

Money required for rent, tuition, a planned purchase, debt payments or other obligations in the near term has a different time horizon from retirement money decades away. It should not be treated as though every dollar can remain exposed to market volatility indefinitely. A downturn is particularly dangerous when an investor must sell to meet a bill, because the sale converts a temporary price decline into a realized loss and removes the opportunity for that holding to recover.

For each goal, identify a spending reserve that is accessible without relying on a favorable market price. Keep the amount needed soon distinct from assets intended for later years. This is not a command to move an entire portfolio out of investments; it is a way to prevent a short-term obligation from dictating a long-term trade.

Use risk tolerance as a practical test

Risk tolerance is more than a questionnaire score. Consider how a substantial decline would affect your sleep, spending decisions and willingness to keep contributing. If the answer is “I would sell everything,” the intended allocation may have been too risky, even if its long-run return potential looked attractive. Conversely, moving entirely to cash after a decline can create a different risk: missing a later recovery that cannot be timed reliably.

Also distinguish willingness from ability. Someone may be emotionally comfortable with volatility but unable to tolerate a loss because withdrawals are imminent. Someone with stable income and a long horizon may have the financial ability to accept fluctuations but discover that the experience is psychologically unsustainable. Both dimensions belong in the review.

Do not copy an illustrative allocation

An Investor.gov guide uses a 60% to 80% stock allocation as a hypothetical example of how market movements can shift a portfolio away from its intended mix. It is an illustration, not a recommendation. Your target must account for your own horizon, withdrawals, other resources and ability to absorb losses.

Check diversification without assuming it eliminates losses

Investor.gov defines diversification as “the practice of spreading money among different investments to reduce risk.” Holding assets across categories and holding more than one security within a category can reduce the damage from a single company, industry or segment failing. It cannot guarantee against a broad market decline: assets that appear different can fall together, and a narrowly focused fund may not be broadly diversified.

Review concentration at two levels

  • Asset categories: Identify how much is in stocks, bonds, cash and any other categories in your plan. Compare the actual percentages with the intended targets.
  • Holdings within a category: Look for excessive exposure to one employer, sector, country, issuer or fund that tracks a narrow slice of the market.
  • Account and tax location: Note which holdings are in taxable, retirement or other accounts before deciding how to change them. The same sale can have different consequences depending on the account.

Diversification is a risk-management design, not a promise of a positive result every year. A diversified portfolio can still lose value during a market-wide downturn; its purpose is to avoid making one concentrated exposure determine the outcome.

Check what a fund actually owns rather than relying on its name. Several funds can overlap in the same large companies, and a collection of narrowly focused funds may still leave the portfolio concentrated. Review statements for employer stock, sector funds and single issuers, and consider whether the combination serves the intended mix. Diversification should be judged across the whole household portfolio, not one account in isolation.

Keep an accessible reserve so a downturn does not dictate your timing

Liquid savings can pay for an unexpected expense without forcing an investment sale or expensive borrowing. Investor.gov materials give examples rather than universal rules: one page describes some investors keeping up to six months of income in savings, while the World Investor Week 2026 bulletin offers a goal of three to six months of living expenses. The appropriate amount depends on income stability, household obligations, insurance, debt access and how quickly you could replace lost income.

Build the reserve around actual cash needs

  1. List essential monthly expenses, not just discretionary spending.
  2. Identify expenses that could arrive irregularly, such as insurance deductibles, repairs or annual bills.
  3. Consider how long a job search or income interruption could last in your field.
  4. Hold the reserve in an accessible savings vehicle whose value is not expected to fluctuate with the stock market.
  5. Replenish it after a withdrawal before increasing optional investment contributions.

These published figures are examples, not a prescription to keep a particular number of months. A household with variable income may need more liquidity; someone with dependable income and strong insurance may choose a different reserve after evaluating the risks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the reserve whenever fixed expenses, dependents or employment conditions change. A reserve is not a substitute for insurance, and it does not need to sit idle forever; its job is to remain available when an obligation cannot wait for market conditions. If the reserve has been spent, restoring it may take priority over additional discretionary investing.

Decide whether to keep contributing

Regular contributions can keep a long-term plan aligned with its purpose when they remain affordable and the underlying allocation still fits. Continuing a scheduled contribution is an option, not a guaranteed-return tactic. It should not come at the expense of essential bills, high-priority debt payments or a depleted emergency reserve.

Use new money to correct drift when appropriate

If one asset category is below its target, directing new contributions toward that category can move the portfolio toward the intended mix without selling another holding. This approach may be useful in taxable accounts or whenever selling would create unwanted tax consequences. It can take time to restore the allocation, so compare the gradual pace with the size of the drift and your need for immediate correction.

For example, if market declines leave stocks below their written target while bonds are above it, future purchases can be directed toward stocks until the chosen review rule is met. That action is an allocation decision, not a bet that stocks will rebound on a particular date. Keep contributions broad enough to preserve the intended diversification rather than directing all new money to a single narrow fund.

Pause contributions only for a reason tied to the plan

A changed job, reduced income, urgent expense or loss of emergency savings can justify reducing or pausing contributions. A frightening headline, by itself, does not establish that stopping is beneficial. Document the reason for a change and set a date to review it, so a temporary cash-flow decision does not silently become a permanent market-timing decision.

Rebalance to the plan, not to a forecast

Rebalancing restores an intended mix after market movements push categories away from their targets. It is not a prediction that the asset sold will fall next or that the asset bought will rise next. Investor.gov notes that rebalancing generally works best relatively infrequently, using either a regular schedule or preset allocation bands.

Method How it works Main trade-off
Calendar rebalancing Review at a chosen interval, such as a periodic annual review, and trade only when the allocation no longer fits the plan. Simple to remember, but the portfolio can drift materially between review dates.
Threshold rebalancing Act when an asset category moves outside a preselected percentage band around its target. Responds to drift, but requires monitoring and can create more decisions if bands are narrow.
New-money rebalancing Send contributions, dividends or other purchases toward underweighted categories. May avoid selling, but restores the mix gradually and depends on continued cash flow.
Sale-and-purchase rebalancing Sell an overweight category and buy an underweight category in the same review. Can restore the mix promptly, but fees, spreads and taxes may apply.

The cited SEC material does not establish one of these methods as universally superior. Choose a method you can follow consistently and write down the target percentages, review date or bands before the next downturn.

Use the same definitions each time you measure drift. Decide whether targets apply to the entire household, how cash is classified and whether employer stock is counted separately. Record the date, actual percentages and action taken. A written rule prevents a rising or falling market from changing the standard used to judge whether a trade is necessary.

Check costs and taxes before selling

Selling to rebalance may produce transaction fees, bid-ask costs or taxable gains, depending on the investment and account. A lower market price does not erase a tax obligation created by selling an appreciated position. Account rules also differ, so do not assume that a strategy suitable in one account works in another.

A pre-sale checklist

  • Confirm which holding is overweight and what target you are restoring.
  • Estimate commissions, fund fees, spreads or other transaction costs.
  • Check whether the sale could create a taxable gain or interact with a loss.
  • Consider whether directing future contributions can achieve enough correction without selling.
  • For an individualized tax or allocation question, consult a qualified tax adviser or financial professional before placing the order.

Do not sell an entire portfolio merely to escape a downturn unless a documented change in objective, horizon, cash need or risk tolerance supports that decision. Moving out of the market and attempting to re-enter after the decline requires two timing decisions, and the point at which it will feel safe to return is unknowable in advance.

Compare the after-tax, after-cost result rather than the trade’s headline percentage. A small allocation correction may not justify a taxable sale if new contributions can address it within the plan’s normal review period. Conversely, a large concentration or a newly shortened horizon may warrant a more immediate adjustment despite costs. The decision belongs to the plan and the account rules, not to the day’s price move.

Use a written downturn procedure

A short procedure reduces the chance that an emotional decision becomes the new plan. Keep the document with your investment policy or account records.

  1. Pause: Avoid making an all-or-nothing trade in response to a single news cycle.
  2. Define the money’s purpose and date: Record each major goal and when withdrawals are expected.
  3. Recheck circumstances: Note changes in income, spending, debt, emergency savings, health, retirement date or willingness to accept losses.
  4. Measure the current mix: Compare actual asset-category and holding exposures with the written targets.
  5. Choose the least disruptive correction: Consider new contributions first, then evaluate a sale only after checking costs and taxes.
  6. Set the next review: Follow the calendar or threshold rule you selected instead of monitoring every daily price move.

When retirement is approaching, review the plan rather than applying a slogan

Someone close to retirement has less time to replace a large loss and may need withdrawals while markets are down. That does not produce a universal stock-and-bond split. It does require a specific review of the withdrawal schedule, guaranteed income, accessible cash, tax situation and the portion of the portfolio needed for near-term spending.

Separate the assets needed soon from those intended for later years, then test whether the proposed withdrawals remain affordable under a range of market outcomes. If cash needs have changed, update the plan; do not assume the allocation chosen years earlier is still suitable. A qualified professional can help coordinate investment, tax and income decisions when the consequences are substantial.

The same review applies after a major life event, such as leaving work earlier than expected, receiving an inheritance, taking on caregiving costs or losing a source of income. Revisit both the size of the reserve and the sequence of withdrawals. Do not let a broad rule for people “near retirement” replace an examination of your actual dates and resources.

Common mistakes that make a downturn more damaging

  • Going entirely to cash on fear: This abandons the written plan without identifying a changed objective or risk capacity.
  • Buying a narrow “safe” theme: A concentrated fund is not automatically diversified because it has a reassuring label.
  • Investing emergency money: Cash needed for an unexpected bill has a short horizon and should not depend on a market recovery.
  • Rebalancing too often: Daily reactions turn a risk-control process into market timing and can increase costs.
  • Ignoring taxes and fees: A theoretically correct allocation change can have an unacceptable after-tax result.
  • Using a borrowed allocation: A percentage suitable for another investor, age or country is not evidence that it suits you.
  • Confusing a contribution plan with a guarantee: Regular investing can maintain discipline, but it cannot promise a profit or a particular recovery date.
  • Checking only one account: An apparently balanced account can hide concentration elsewhere, including employer stock or overlapping funds.
  • Turning a temporary pause into a permanent exit: If contributions stop for cash-flow reasons, set a specific review date and condition for restarting.

What the SEC guidance does—and does not—promise

Investor.gov’s “Don’t Panic, Plan It!” page states: “One of the best ways to manage the impact of market volatility on your portfolio—whether you are an experienced investor or just starting out—is to create and stick with a risk-appropriate, diversified investment plan.” The statement is attributed to Lori Schock in her official-capacity role as then Director of the SEC’s Office of Investor Education and Assistance. The page also says its article does not necessarily reflect the views of the Commission, Commissioners or other staff.

Frequently Asked Questions

Should I sell my investments when the market is down?

Not solely because prices fell. First check whether your goal, time horizon, cash needs or risk tolerance changed. If the plan still fits, an all-or-nothing sale can abandon diversification and require an uncertain decision about when to buy back. Sell only when a documented plan change or a defined rebalancing rule supports it, after checking taxes and costs.

Should I keep investing during a downturn?

Continuing scheduled contributions can preserve discipline and may help correct an underweighted category when contributions remain affordable. It is optional, not a guarantee of profit. Keep essential bills, priority debt payments and an adequate accessible reserve ahead of additional investing.

How often should I rebalance my portfolio?

Use a preselected calendar interval or allocation bands and review relatively infrequently. Calendar reviews are simple; threshold rules respond to drift. Neither method is established as universally best. Directing new money to underweighted categories can reduce the need to sell.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How much emergency savings should I keep?

Investor.gov examples include up to six months of income, and the World Investor Week 2026 bulletin gives three to six months of living expenses. These are examples, not requirements. Base your reserve on essential spending, income stability, insurance, debt and the time needed to replace income.

Does diversification protect me from every downturn?

No. Spreading money across asset categories and holdings can reduce concentration risk, but broad market declines can affect many assets at once. A narrowly focused fund may not provide broad diversification.

What should I do differently if I am near retirement?

Review the withdrawal schedule, guaranteed income, accessible cash, taxes and near-term spending needs. A shorter horizon may require a different allocation, but there is no universal stock-and-bond split. Seek individualized advice when the consequences are significant.

The Bottom Line

A downturn is a prompt to review—not a command to sell. Reconfirm each goal and time horizon, keep a practical liquid reserve, maintain broad diversification and rebalance only under a written rule after considering taxes and costs. If retirement or cash needs have changed, update the plan for those facts. No allocation prevents every loss, but a risk-appropriate process can keep a temporary market decline from becoming a permanent planning mistake.
