Do not treat a Bitcoin payment as settled just because it appears in a wallet or payment dashboard. A broadcast transaction is still unconfirmed and may be replaced by a conflicting spend. Set confirmation requirements according to the payment’s value and whether you can reverse or recover fulfillment; require confirmations before high-value, irreversible delivery.
Why an unconfirmed Bitcoin payment can be reversed
Before a transaction is included in a block, the payer can create another transaction spending the same inputs back to themselves. Only one conflicting version can ultimately be confirmed, but a merchant cannot know in advance which one will win.
Bitcoin transactions propagate through an asynchronous network. Different peers can receive competing transactions in different orders, so there is no globally reliable “first-seen” transaction. A payer may send one version to a merchant and another to miners. Bitcoin Core explains this limitation in its Opt-in RBF FAQ.

Replace-by-fee (RBF) is not the source of the underlying risk: competing unconfirmed transactions can be propagated, and a node may not see a conflict until it is included in a block. A non-RBF label or a transaction appearing first in your wallet does not prove that payment is safe.

Choose a confirmation threshold based on exposure
A confirmation means a transaction has been included in a block. Each additional confirmation generally reduces the risk of reversal, but no confirmation count is absolute finality. The Bitcoin Developer Guide advises against trusting unconfirmed transactions without risk analysis and recommends at least six confirmations for high-value or otherwise fraud-exposed transactions when waiting is not possible. Bitcoin.org also names six confirmations as its minimum recommendation for high-value transfers.

There is no universal dollar amount at which a business should move from one threshold to another. Assess both the potential loss and the reversibility of fulfillment: a revocable digital entitlement is different from an expensive shipment or an irreversible service. The Bitcoin Developer Guide and Bitcoin.org guidance provide principles, not a single merchant cutoff.

Do not promise a confirmation deadline
Bitcoin.org says blocks are added approximately every 10 minutes on average. That is not a per-transaction timetable: block discovery is probabilistic, so a confirmation can take less or more time, with no guaranteed minimum or maximum. A fee that is not competitive enough can also extend the wait. Tell customers that fulfillment depends on the required confirmations rather than promising a fixed arrival time.

1. Separate “observed” from “accepted”
Represent payment status explicitly in checkout and back-office systems: for example, broadcast or pending, confirmed, and settled under the payment processor’s definitions. Check what a dashboard status means before acting on it. BitPay warns that fulfilling an invoice marked “Paid” while the payment remains unconfirmed can expose a merchant to double-spend risk; see its guidance on unconfirmed payments.

2. Gate fulfillment by value and reversibility
Require the chosen confirmation threshold before releasing high-value or irreversible orders. If your business accepts zero-confirmation payments for lower-risk cases, document the loss tolerance and define when a customer, order, or transaction must be escalated. The Developer Guide describes manual high-risk flags and a safe mode that pauses automatic acceptance.
3. Monitor for conflicts, but treat alerts as signals
A node or monitoring service can compare unconfirmed transactions reported by multiple peers and flag transactions that spend the same UTXO. The Developer Guide describes this approach, including the possibility of using a third-party API. However, one node’s view is incomplete because peers receive transactions at different times. A clean check is not proof that no conflict exists; use monitoring to inform risk decisions, not to replace confirmation requirements.

4. Make rapid fulfillment recoverable
If you choose to provide a service before confirmation, favor delivery you can pause or revoke where operations allow. Examples include delaying shipment, making a software license revocable, or structuring service delivery so it can be stopped. BitPay describes these kinds of measures as ways to offset exposure; its transaction-risk scoring is intended to flag risk, not eliminate it.
5. Define a safe mode
Pause automatic fulfillment and route the payment for review if a transaction is disputed, multiple peers report conflicting spends, or the chain appears abnormal. A safe mode gives staff a clear response instead of allowing normal automation to continue through a high-risk case.

What payment controls can and cannot establish
- Wallet visibility: shows that your software has observed a transaction, not that it has been confirmed.
- First-seen status: is local to the observer and does not establish which competing transaction will confirm.
- Non-RBF status: does not ensure that a node has seen every conflicting transaction.
- Peer comparison or transaction scoring: can surface risk, but cannot guarantee that every conflict has been detected or prevent a double spend.
- More confirmations: reduce risk, but should not be described as absolute finality.
The reviewed Bitcoin.org guidance gives an approximate average block interval and a high-value confirmation recommendation, but does not establish a current merchant fraud-rate statistic or a measured probability of successful unconfirmed-payment fraud. Do not use those recommendations to infer a percentage risk.
