Prevent secret leaks by removing long-lived credentials where possible, limiting any remaining credentials to the smallest trusted part of a pipeline, and keeping them out of source, logs, and artifacts. Treat CI/CD systems and their runners as production security boundaries: pipeline code can access sensitive credentials, so a mistake or compromised job can expose them.

How do secrets leak from CI/CD pipelines?

A pipeline may need credentials to deploy software or reach an external service. The risk is not limited to where those values are stored: a job that can use a secret may also run code capable of exposing it. A secret can be committed to a repository, printed during execution, copied into an artifact, or made available to a job that does not need it.

OWASP advises treating CI/CD tooling like a production environment because it handles sensitive, sometimes high-privilege credentials. That includes pipeline definitions, runners, third-party actions, and administrative interfaces—not just the secret store.

How do I keep secrets out of source and catch accidental commits?

Do not hardcode secrets in source repositories or CI/CD configuration. Use scanning as an early warning and enforcement layer, not as permission to store credentials in code.

  • Run a secret scanner before commit so developers get fast feedback.
  • Run scans in pull requests and fail the check when a potential secret is detected.
  • Periodically inspect repository history for credentials committed in the past; removing a value from the latest revision does not address its earlier exposure.

OWASP’s GitHub Actions guidance recommends scanning both at pre-commit and pull-request stages. A detection should be handled as a possible exposure: investigate its scope and replace or revoke the credential as appropriate, rather than relying only on deleting the text.

How narrowly should a pipeline receive a credential?

Apply least privilege at several layers: limit what the credential can do in the target service, what the CI/CD platform permits the workflow to do, and what the operating-system identity running the job can access. Also limit who can administer projects and avoid sharing credentials across unrelated jobs or projects, which increases the blast radius of a compromise.

Scope access to the job that needs it

Make a secret available only to the narrowest relevant step, job, repository, or protected environment. For GitHub Actions, start workflow permissions at none and add only the permissions a job requires. Pass secrets at step scope when practical rather than exposing them to an entire job. Avoid broad secrets: inherit when reusing workflows; explicitly pass only the required values.

Put deployment access behind an environment boundary

For sensitive deployments, use a protected environment and require reviewer approval where appropriate. The job must target that environment for its protection rules and environment secrets to apply. GitHub Docs notes that “GitHub Actions can only read a secret if you explicitly include the secret in a workflow.” Explicit inclusion limits accidental exposure, but it does not make untrusted workflow code safe to run with that secret.

Can OIDC replace long-lived credentials in a pipeline?

For a cloud provider, registry, or other target that supports workload identity federation, consider OIDC or another supported workload-identity method. Instead of storing a long-lived access key in the CI system, the workflow requests a short-lived credential for its run. The security gain depends on the trust relationship and resulting permissions being narrow.

Restrict the trust policy so only the intended repository, workflow, branch, or deployment environment can obtain access, and limit the resulting identity to the resources and actions it needs. GitHub recommends considering OIDC for short-lived, well-scoped access to supported cloud providers and Vault. OIDC does not replace unrelated application secrets: database credentials and API keys may still need secure storage and narrow delivery.

Does the platform and target support it? Can be used when the target accepts the stored credential. Requires the CI/CD platform and target service to support workload identity federation.
How long can it be used? Depends on the credential’s configuration; it may remain valid beyond an individual run. Can be short-lived and scoped to a run, subject to the provider’s configuration.
How is access controlled? Limit the credential’s resource and action permissions, and its availability within the pipeline. Limit both the trust policy—which can identify repository, workflow, branch, or environment—and the permissions of the resulting identity.
Does it eliminate all pipeline secrets? No; other application credentials may also be needed. No; OIDC does not replace application secrets such as database credentials or API keys.

There is no universal winner: the choice depends on federation support, credential lifetime, resource scope, trust-policy controls, and which application secrets remain necessary.

How do I stop secrets appearing in build logs or artifacts?

Encryption protects stored values, but it does not prevent exposure after a workflow receives a secret. Avoid printing secrets or allowing them to persist in console output, logs, command history, container images, compiled binaries, or other build artifacts. Review scripts and commands that handle credentials for unintended output or persistence.

Do not pass secrets to untrusted code paths. Log masking can reduce accidental disclosure, but it is not a security boundary: code that can access a secret may still find ways to expose it. Keep untrusted pull-request code and other untrusted execution away from privileged credentials.

How should CI/CD infrastructure and secret access be monitored?

Harden and patch the pipeline infrastructure, restrict administrative access, and monitor administrative and secret access for suspicious activity. For self-hosted runners, OWASP recommends threat modeling, review, security validation, patching, and hardening. Document which secrets exist and why they are required so access can be reviewed and unnecessary credentials removed.

Check that forks and copied jobs do not unexpectedly gain access to secrets. Review workflow reuse, repository protections, runner configuration, and environment boundaries as part of that check; a copied pipeline should not inherit privileges merely because its code resembles a trusted workflow.

What should I do if a pipeline secret may have leaked?

  1. Restrict or revoke the potentially exposed credential, then issue a replacement if the service still requires it.
  2. Identify where it may have been exposed, including repository history, logs, artifacts, command output, and runner state.
  3. Review relevant access and audit records for suspicious use, and alert the teams responsible for the affected service and pipeline.
  4. Remove the original exposure where possible, while recognizing that deletion alone does not invalidate a credential or erase every copy.
  5. Update the pipeline to reduce scope or move to short-lived federation where supported, then verify that forks and reused workflows do not gain unintended access.

A sense of scale comes from GitGuardian monitoring of public GitHub repositories: a 2022 preprint, What are the Practices for Secret Management in Software Artifacts?, reported more than six million secrets exposed during 2021, twice the 2020 level. That figure describes monitored public GitHub repositories, not all leaks across platforms, and does not establish why the number increased.
