To prevent users from adding, changing, or removing Chrome bookmark-bar items on Windows 11, an administrator can configure Chrome’s Bookmark editing policy for managed users or enrolled browsers. This is an organization-managed feature; Google does not document a supported way to lock bookmark editing in an ordinary, unmanaged personal Chrome profile.

Set the Bookmark editing policy
Google describes the policy as controlling whether users can add, edit, or remove items from the Chrome bookmarks bar, and lists it as available for Chrome on Windows. The appropriate deployment route depends on whether the restriction should follow a managed user or apply to a particular enrolled browser.
- Choose the policy scope. Use managed-user policy when the setting should apply to an organization’s managed Google Accounts. Use enrolled-browser policy when it should apply to Chrome on a specific enrolled computer, without requiring a user to sign in. Google explains these scopes in its Chrome policy management overview.
- Open the organization’s management route. For cloud management, go to the Google Admin console’s Chrome settings and select the relevant organizational unit or configuration group. For on-premises Windows management, use Google’s Chrome policy templates and Windows Group Policy deployment guide.
- Find Bookmark editing. Locate Bookmark editing under User Experience in the current Admin console or Chrome policy template, then select the restrictive option shown there. Google’s policy description confirms what the setting controls, but does not provide the exact option label in the retrieved text, so verify it in the interface or template installed for your Chrome version rather than guessing.
- Allow time for cloud settings to apply. Google says Admin console settings typically take effect in minutes, but may take up to 24 hours to reach everyone. See its guidance on setting Chrome policies for users or browsers.
- Check the result in Chrome. Confirm the policy is reaching the intended account or enrolled computer, then try to add, edit, or remove a bookmark-bar item as a test user. If the setting does not appear, check that the selected organizational unit or configuration group is correct and that the browser or account is within the policy’s scope.
Deploy a protected folder of organization bookmarks
If the goal is to provide a fixed set of approved links, configure Managed bookmarks as a separate control. Google says the folder’s contents cannot be modified by users, although they can hide the folder from the bookmarks bar. Follow Google’s Admin console instructions for managing bookmarks. The documented maximum size is 500 KB; Google estimates that this typically accommodates about 2,000–5,000 URLs, depending on their length, so the URL count is approximate rather than guaranteed.

The Bookmark editing policy concerns items on Chrome’s bookmarks bar. Managed bookmarks protect the contents of the administrator-supplied folder, not the visibility of that folder. These controls are intended for managed environments: user policies apply to managed Google Accounts, while browser policies apply to enrolled browsers. Google states that user policies do not apply when someone signs in with an account outside the organization, such as a personal Gmail account. Its documentation does not establish a supported procedure to disable editing for an unmanaged personal Chrome profile.

Use registry settings cautiously
Windows administrators may manage Chrome policies through registry settings, but Google’s registry guidance warns that changing the registry can damage a computer. It also says Group Policy takes precedence when both configure the same policy differently. Google’s examples do not establish a registry key or value for Bookmark editing, so use the current Chrome policy template to verify any setting before applying it.
