Prepare by working out which operations cannot stop, estimating their diesel needs, and confirming that fuel can still be delivered and transferred when normal power, roads, or communications are disrupted. Then set a site-specific reserve, keep tanks and equipment usable, and assign people to monitor and distribute fuel. There is no single reserve duration or storage design that fits every business.

1. Decide which operations need diesel first

List the business functions, vehicles, facilities, and safety systems that either consume diesel directly or rely on diesel-powered backup generation. For each, record what must continue, what can pause, and how long the operation can tolerate an interruption. Use that list to set a fuel-allocation order for a constrained supply; the U.S. Department of Energy (DOE) says prioritizing fuel for critical missions can extend available fleet supply.

  • Identify critical generators, bypass pumps, vehicles, and other diesel-consuming equipment.
  • Separate essential work from tasks that can be suspended or reduced.
  • Decide in advance which locations or assets receive fuel first if deliveries are limited.

2. How much fuel is needed to operate each generator and bypass pump for one day?

Start with manufacturer documentation and operating assumptions for the actual equipment. Estimate consumption at the critical operating load and for the hours it must run; include direct-use vehicles and equipment, and diesel exhaust fluid (DEF) where applicable.

The U.S. Environmental Protection Agency (EPA) outage checklist attributes this rough daily generator estimate to the U.S. Army Corps of Engineers: generator kW size × 0.07 gallons/hour/kW × 24 hours/day. It is a planning approximation, not a guarantee for a particular generator, load, or operating condition. Confirm expected consumption with the equipment manufacturer or service provider.

Translate the estimated daily use into a reserve scenario based on how long supply might be cut off and what can be curtailed. DOE business guidance says generator fuel may be needed for several days, while a DOE federal-fleet report relays one industry expert’s recommendation to maintain a ten-day supply, especially ahead of heavy storms. Those are different contexts, not a universal business rule. Set a duration for your site using its hazards, delivery reliability, critical loads, and ability to reduce consumption.

3. Confirm that suppliers can deliver during an emergency

A contract alone does not establish that fuel will reach your site. DOE recommends confirming emergency arrangements with the supplier, checking site-access issues and whether the supplier can operate without power, and considering a backup or out-of-region supplier. EPA also advises checking whether vendors can pump and move fuel during an outage.

Ask your current supplier about emergency-order procedures, customer prioritization, dispatch and pumping without grid power, delivery windows, access restrictions, and the contract’s minimums, allocation terms, payment process, and authorization requirements. Record emergency contacts and who is authorized to place orders. Verify a secondary supplier’s ability to serve the site under the hazards most likely to affect it; a vendor name on a list is not proof of practical availability.

For fleets and multi-site organizations, negotiate sharing or access to alternate tanks and delivery assets before an emergency. DOE’s federal fleet report notes that nearby organizational units have sometimes been unable to share a large tank because no agreement was in place. It also cautions that specialized refueling trucks may not be broadly available or quickly obtainable.

4. Choose a reserve and storage approach for the site

Compare the reserve requirement you calculated with dependable delivery options, existing tank capacity, site constraints, and the consequences of running short. On-site bulk storage can provide a buffer, but it brings safety, permitting, inspection, and fuel-freshness responsibilities. DOE recommends keeping stored fuel fresh through continual use and turnover, and establishing distributor relationships and emergency allocation procedures.

Before installing or changing a tank, verify its configuration and the federal, state, local, and other requirements that apply at that location. EPA says federal underground storage tank (UST) rules generally apply to systems with at least 10 percent of total volume underground, subject to exclusions. EPA’s May 2022 UST booklet covers installation, spill and overfill prevention, release detection, inspections, operator training, and release response. That threshold is not a substitute for checking whether a particular system is regulated.

When evaluating a supplier agreement, existing storage, a rental tank, or another arrangement, compare how quickly it can be available, the quantity and duration it supports against your demand estimate, power needs for pumping, delivery access, staffing, freshness and maintenance duties, regulatory obligations, and contract priority or cost. The federal guidance cited here does not establish a universal best option or current price ranking.

5. Plan how fuel will reach each priority asset

Map the complete route: supplier to bulk tank, bulk tank to day tank or dispensing point, then to the generator, pump, vehicle, or equipment that needs fuel. Check whether pumps depend on grid electricity and identify a feasible backup transfer method. Confirm truck routes, gate access, keys or codes, authorized staff, and safe operating procedures. EPA recommends multiple ways to obtain and move fuel, alternate pumping where storage pumps rely on grid power, and mapped truck routes.

A diesel transfer pump may be necessary for a particular site, but choose equipment only after confirming diesel compatibility, electrical classification and power supply, required flow rate and lift, hoses and nozzle, tank fittings, and applicable fire, environmental, and manufacturer requirements. A pump that is incompatible or cannot be powered during an outage does not solve the transfer problem.

6. Keep stored fuel, generators, and fuel systems ready

Manage stored fuel

Keep an inventory and fuel log that records quantity, age, burn rates, deliveries, and maintenance. EPA’s preparedness template recommends assessing tank age, topping off and scheduling maintenance, confirming fuel is usable, changing or recycling fuel as needed, and considering fuel polishing or annual turnover. Follow equipment and qualified service-provider guidance for condition, additives, polishing, and replacement rather than applying one schedule to every system.

Maintain backup generators

Identify the vital loads a generator must support and confirm that it is appropriately sized. Install and operate it according to manufacturer instructions and relevant codes, address permits, arrange service, and test periodically. EPA materials recommend maintenance under manufacturer guidance and exercising generators under load. Keep needed consumables and maintenance items on hand, such as DEF where used, coolant, belts, oil, and fuel filters.

7. Assign responsibilities and refill triggers

Put the operating plan in writing. Name the people responsible for monitoring levels, ordering fuel, approving emergency spending, contacting vendors and authorities, operating transfer equipment, and logging consumption. Set a defined refill trigger that leaves time to act before inventory becomes critical. EPA recommends monitoring and refilling at a threshold and filling vehicle, equipment, and storage tanks when a storm or other emergency is predicted. During an event, follow emergency-management and utility instructions.

Check for current waivers and local requirements

Waivers are not a general substitute for preparedness. On the EPA Fuel Waivers page, a temporary diesel waiver reported for October 5–24, 2026 applied to certain older diesel vehicles and nonroad equipment above the Arctic Circle in Alaska that were originally designed for higher-sulfur fuel; requirements for newer engines requiring ultra-low-sulfur diesel remained in effect. This narrow, date-bound example does not establish relief elsewhere or after that period. Check EPA and relevant state information for current status, and confirm requirements with the authorities that apply to your site.
