Before testing begins, decide what the testing must establish, what is in scope, which risks matter most, how the work will be done, and what must be ready. Record those decisions in a project-level test plan, including owners, schedule, environment, data, and entry and exit criteria. Keep the plan proportional to the work and update it when scope, risk, or delivery conditions change.

What a test plan should do

A test plan turns intended testing into a workable agreement: what will be tested, why, how, by whom, with which resources, and on what schedule. It applies a broader testing policy or strategy to a particular project, release, or iteration. Its detail should reflect the size and risk of the work; it is not a guarantee that all risk has been removed.

The plan is also a communication tool. It helps the team understand responsibilities, dependencies, readiness conditions, and how progress or risks will be reported.

What to settle before execution

1. Purpose and test basis

State what decision, quality objective, or assurance the testing is meant to support. Identify the artifacts that define what to test: for example, requirements, specifications, user stories, or acceptance criteria. Note gaps, ambiguity, and likely changes because they can affect both coverage and schedule.

Where useful, connect basis elements to test conditions, testware, results, and defects. That traceability helps explain what has and has not been covered, and makes it easier to assess the impact when a requirement changes.

2. Scope and exclusions

Name the test items, features, and relevant interfaces in scope. Record significant exclusions and why they are excluded. Clear boundaries reduce misunderstandings about what the team intends to verify and where remaining uncertainty sits.

3. Risks and priorities

Identify what could fail and consider both the likelihood and impact of failure. Use product-risk analysis to prioritize test conditions and allocate effort: areas with more consequential or plausible failures generally deserve greater attention. Risk analysis should influence planning, test design, execution, and monitoring, and should be revisited as the product or delivery situation changes.

4. Test approach

Choose the test levels, types, and techniques that fit the scope, basis, and risks. Specify the retesting needed after fixes and the regression work needed to check for unintended effects. Identify the tools and test deliverables required, and whether testing independence is needed. If the project approach differs from an organizational policy or strategy, explain the deviation.

5. People, resources, and dependencies

Assign responsibilities for planning, test design, execution, defect handling, and reporting as applicable. Identify required skills, available time, tools, testware, and dependencies on other teams or delivery milestones. Make ownership explicit so that readiness gaps have someone responsible for resolving them.

6. Environment and test data

Specify the environments, configurations, access, integrations, and test data needed for the planned work. The right setup depends on the system and testing objectives; do not assume that a generic development environment or existing data will be sufficient. Include environment and data availability in readiness planning.

7. Schedule and communication

Set the planned testing activities against delivery milestones, dependencies, and available resources. Decide what progress information will be collected, who receives updates, and how risks or blockers will be raised. A schedule is useful only when its assumptions and dependencies are visible.

8. Entry and exit criteria

Define the conditions required before each testing activity starts, including the necessary people, environment, data, and testware. Set exit criteria around the objective and residual risk: what evidence is sufficient to conclude the activity, and what unresolved issues must be reported? There is no universal numeric threshold that fits every project, so make criteria appropriate to the work and its consequences.

A practical sequence for preparing the plan

  1. Write the objective. Describe the decision or assurance the testing needs to support.
  2. Identify the basis. List the requirements and other artifacts used to derive test conditions; flag missing or changing information.
  3. Set boundaries. Record test items and features in scope, plus important exclusions and their rationale.
  4. Assess product risks. Prioritize likely and consequential failures, then align coverage, time, and resources accordingly.
  5. Select the approach. Choose relevant levels, types, techniques, retesting, regression, tools, deliverables, and any required independence.
  6. Confirm readiness needs. Assign owners and identify people, schedule, dependencies, environment, data, and testware.
  7. Agree on criteria and reporting. Define entry and exit conditions and how progress, defects, risks, and blockers will be communicated.
  8. Review and update. Revisit the decisions when scope, risks, resources, or delivery conditions change.

Test plan checklist

  • Testing objectives and test basis
  • Test items, in-scope features, exclusions, and rationale
  • Test levels, types, techniques, retesting, and regression approach
  • Product risks, priorities, mitigations, and contingency considerations
  • Roles, responsibilities, independence needs, and communication
  • Tools, environments, and test data
  • Schedule, dependencies, resources, and deliverables
  • Entry and exit criteria
  • Traceability approach and progress information to collect

Use these as planning prompts rather than a mandatory document template. A small maintenance change may need only a concise record of scope, risks, readiness, and ownership. Work with higher product, safety, or regulatory consequences may warrant more explicit risk treatment, evidence, responsibilities, and criteria.

Keep the plan useful as conditions change

A plan is a record of current decisions, not a document to complete once and then ignore. If requirements shift, a dependency slips, a risk changes, or resources become unavailable, revisit the scope, priorities, approach, schedule, and readiness criteria affected by that change. Keeping those decisions current gives the team a clearer basis for continuing, adapting, or reporting limitations.
