Prepare a typhoon plan before a warning is issued: decide how your household will communicate and reunite, gather essential supplies and records, secure your home, and identify a safe destination and route. If officials advise evacuation, follow the current CNMI instructions. Shelters, transportation, and entry rules change from storm to storm, so do not rely on an old shelter list or forecast.

Build a household plan before a typhoon approaches

Write down the decisions your household may need to make under pressure. CNMI services and arrangements can differ by island, and a plan should account for each person’s needs rather than assume everyone can travel or shelter in the same way.

  • Choose household roles. Decide who checks official updates, secures the home, gathers medicines and records, and contacts relatives. Identify relatives or neighbors who may need assistance and who will check on them.
  • Set a reunion plan. Choose a meeting place if household members are separated and an out-of-area contact if feasible. Keep important phone numbers and meeting details written down as well as saved on phones; no communication method is guaranteed during an outage.
  • Identify a safe destination and route. Consider whether your home is vulnerable to flooding or other hazards and how you would reach a safer place. Find out how to get current information about evacuation assistance or transport if anyone in the household cannot travel independently.
  • Make a needs-specific plan. Account for children, older adults, people with disabilities, medical conditions, prescription medicines, and pets. Include the equipment and supplies each person relies on, and check current shelter arrangements for accessibility, medical support, and pets.

There is no universal evacuation trigger or guaranteed shelter or transport service that applies to every household. Make the decision using current instructions from CNMI authorities, not a fixed rule based on a past storm.

What should I put in a typhoon emergency kit?

CNMI preparation guidance names first-aid supplies, batteries, flashlights, toiletries, a portable stove, and stored food and water. It does not establish a universal quantity or duration for household supplies. Choose amounts based on your household’s needs and current official advice.

Keep copies of important records, such as birth certificates, tax records, and insurance documents, in a weather-proof bag; store originals and copies securely. CNMI preparation guidance also recommends protecting important records. See the Governor’s Office typhoon preparation tips.

Secure your home and prepare vehicles

CNMI HSEM and the Governor advise residents to prepare before conditions worsen. While it is safe to do so, secure loose outdoor items, clear drainage in flood-prone areas, and prepare shutters. Learn how to close or secure shutters before a storm is imminent.

As a storm approaches, fuel vehicles and obtain generator fuel early if it is safe and available. Complete outdoor preparations before hazardous conditions arrive. Do not take risks to clear drains or secure property once conditions make the work unsafe.

Never walk, swim, or drive through floodwater. The CNMI’s April 11, 2026 Sinlaku bulletin stated: “Do not walk, swim, or drive through flood waters. Turn Around. Don’t Drown.” Follow any current local road, flood, and evacuation instructions.

Follow current alerts—not an old forecast

Monitor CNMI Governor and Joint Information Center (JIC) announcements, CNMI HSEM, and the National Weather Service Guam (NWS Guam). The Governor’s Office also lists the Joint Typhoon Warning Center (JTWC) among official information sources. The CNMI preparation article cautioned that a storm’s movement, strength, and projected path can evolve; use recent official updates rather than treating a previous forecast as current.

CNMI bulletins from April 2026 defined Typhoon Condition III as typhoon conditions, including winds of 74 mph or more, possibly within 48 hours; Condition I meant damaging winds of 74 mph or more expected within 12 hours or less. These are time-bound alert definitions, not a way to independently determine whether your home is safe. Follow the instructions in the latest local announcement.

During an active storm, check the current bulletin for shelter openings, transport information, closures, utility or water advisories, and island-specific instructions. CNMI HSEM coordinates territorial emergency-management services. A 2021 HRSA profile describes the CNMI All-Hazards Emergency Operations Plan as a shared framework for response and initial recovery, with the Commonwealth Healthcare Corporation (CHCC) as lead for health and medical services in the described emergency support structure; it is not an operational shelter directory. See the HRSA CNMI emergency-planning profile.

When should I leave my home for a typhoon?

Leave when authorities advise evacuation, or when an immediate hazard makes remaining unsafe. The sources do not set a universal household evacuation time independent of local instructions. Follow the active CNMI announcement for the route, destination, and available transport, and allow extra time for people who need assistance. Do not wait until travel becomes hazardous.

If your household plans to use a public shelter, confirm that it is open for the current storm before leaving. Do not assume a shelter used in a previous event is open now, or that transport or a particular service will be available.

Where are the typhoon shelters on Saipan, Tinian, and Rota?

There is no standing shelter list in the cited operational notices that readers should treat as permanently active. Shelter locations and services are event-specific; use the current CNMI announcement for your island.

For context only, during the April 2026 Sinlaku activation the government listed Kagman High School, Koblerville Elementary, and Marianas High School on Saipan; Tinian Elementary School on Tinian; and Sinapalo Office on Aging as the primary shelter and Dr. Rita Hocog Inos Jr./Sr. High School as the secondary shelter on Rota. That bulletin also described a Saipan Office on Aging option for people with disabilities or medical needs. These were Sinlaku arrangements, not a directory for a future storm. Check the CNMI Governor’s Office announcements for current activation details, including transport and accessibility arrangements.

For example, a 2023 CNMI activation notice told residents to use the nearest activated location, bring bedding, food, and drinks, and show identification; it excluded pets other than certified service animals. Those were rules for that activation, not a guarantee of the rules for the next one. See the 2023 shelter activation notice.

Plan for generator and water safety

Follow current Commonwealth Utilities Corporation (CUC) guidance for generator use and water advisories. In its April 2026 utility bulletin for Sinlaku, CUC warned residents not to operate generators indoors or in garages, advised placing them at least 20 feet from structures, and advised using a properly installed transfer switch. These were storm-specific instructions; check current CUC notices rather than assuming the same water conditions or advisories apply during another event. The CNMI active-storm bulletin is also a place to check for utility and water updates.

Review the plan as a household

Before typhoon season, walk through the plan together: confirm contacts and roles, check supplies and medicines, locate document copies, and make sure everyone knows the destination and how to receive current instructions. When a storm threatens, shift from preparation to the latest official guidance and complete only tasks that remain safe.
