Plan flights, accommodation, airport transfers, and venue shuttles as one operating system. Start with the event calendar and a confirmed roster, verify every traveler’s entry requirements with the destination government, then choose rooms and transport around reliable arrival, rest, check-in, rehearsal, match, and departure windows. The Local Organizing Committee (LOC) should own one live manifest that connects each person to a document status, flight, room, vehicle, venue call time, emergency contact, and return plan.
What the integrated plan must contain
A tournament travel plan fails when each department books its own piece. A flight can arrive after hotel check-in closes; a hotel can be close on a map but unreachable by a team bus; a visa delay can leave a paid room and an empty roster. The fix is a single operating plan with named owners and controlled updates.
Build one master travel record
Use a secure spreadsheet or travel-management system as the operational source of truth. Give every traveler a unique record and include:

- Airport pickup wave, vehicle identifier, driver or dispatcher contact, venue call time, return departure, emergency contact, and medical or safeguarding notes that staff must know.
Restrict access to passport scans, medical information, and emergency contacts. Give dispatchers only the fields needed to move people, and keep a separate controlled repository for identity documents.

Assign ownership before bookings open
Name a travel lead who can make cross-functional decisions, a visa and document owner who tracks each nationality, and a ground-transport dispatcher who controls vehicle assignments and live changes. The LOC remains accountable for overall event operations and the event organisation manual under the International Esports Federation (IESF) framework. The owners should have deputies for match days, overnight arrivals, and departures.
Freeze the roster and match calendar in numbered versions. When a player, coach, media representative, or VIP changes, record what version changed and propagate the change to flights, rooms, vehicles, credentials, and venue call sheets. Do not let a message in a chat become the only record of a change.
Survey the locations before committing
Have the LOC survey the airport terminals, hotel entrances, coach loading areas, parking restrictions, venue credential checkpoints, accessible routes, and alternative roads. Measure the door-to-door route at the times teams will actually travel. A map distance does not show immigration queues, baggage reclaim, road controls, security screening, or a venue’s loading procedure.
Set the calendar around competition, not cheap fares
Begin with the published event calendar, mandatory accreditation, rehearsals, media obligations, opening ceremonies, match windows, and the final departure requirement. Work backward to define when each group must be rested, checked in, credentialed, and physically at the venue. A flight that is technically on time can still be unsuitable if it leaves no recovery margin before a match.
Create planning gates
- Roster and eligibility gate: Confirm the people traveling, their roles, nationality, passport validity, accessibility needs, equipment, and whether they are athletes, federation delegates, staff, media, VIPs, or IESF personnel.
- Entry gate: Determine the official visa, e-visa, visa-on-arrival, or electronic-travel-authorization route for each nationality. Obtain invitation letters and other host documents before the traveler needs them.
- Travel-hold gate: Place refundable or changeable flight and room holds where possible. Set a documented deadline for releasing the hold or paying for it.
- Confirmation gate: Buy travel only after the entry path is sufficiently secure, and record the fare’s change, cancellation, baggage, and name-correction rules.
- Operations gate: Publish arrival waves, rooming lists, vehicle manifests, venue call times, emergency contacts, and a disruption procedure to team managers.
- Final verification gate: Recheck government entry rules, advisories, airline schedules, hotel inventory, road access, and venue instructions shortly before departure and whenever the event schedule changes.
There is no universal “book X weeks ahead” rule in the available official guidance. Visa processing, nationality, destination, event demand, and fare conditions differ, so the meaningful deadline is the one that leaves enough time for the official process and a recovery option before a nonrefundable payment.
Verify visas and entry documents for every nationality
Use the destination government or embassy as the controlling source for each traveler. Tournament organizers can provide information and supporting letters, but they cannot replace the immigration authority’s current decision.
Build a nationality-by-nationality checklist
For every traveler, record whether the destination requires:

- A consular visa, e-visa, visa on arrival, or electronic travel authorization.
- A passport with a specified remaining validity or blank-page requirement.
- An invitation letter naming the tournament, host organization, dates, and purpose of travel.
- Proof of accommodation, onward or return travel, insurance, funds, vaccination evidence, or customs declarations.
- Biometrics, an appointment, an application fee, translations, or a particular photo format.
The IESF guidance expects hosts to provide official government visa information, including the process and price, and to facilitate participants’ entry. Canada’s event-organizer guidance similarly tells organizers to determine visa or eTA needs, prepare invitation letters, and encourage applications before flights are booked. Treat those materials as organizer support, not as a guarantee of admission.
Set the application deadline before the flight-payment deadline
For each nationality, enter an internal “documents complete” date that is earlier than the date a nonrefundable flight or room becomes unavoidable. Escalate missing passports, rejected photos, incomplete forms, appointment shortages, and requests for additional evidence immediately. Keep a status vocabulary such as not started, documents requested, submitted, approved, and exception requiring decision; attach the relevant date and owner to every status.
Store scans and approvals in an access-controlled repository, not in an open team chat. Give the traveler a personal copy and the travel lead a verified operational copy. Confirm that names and dates on tickets, invitations, accreditation records, and passports match exactly.
Recheck close to departure
Entry rules and advisories can change. Revisit the destination authority’s page, embassy notices, airline documentation checks, and the U.S. Department of State’s current travel guidance for relevant safety and transport conditions. The State Department’s checklist also prompts travelers to review local laws, personal safety, travel insurance, and its Smart Traveler Enrollment Program (STEP). These are planning aids, not substitutes for the destination authority.

Book flights for reliability and recovery time
Choose itineraries against the first required check-in, rehearsal, media call, or match—not against the lowest displayed fare. IESF guidance says qualified athletes’ and delegates’ international flights should have minimum layover time, and local transport should be based on actual arrival and departure schedules.
Use a practical itinerary test
- Arrival margin: Allow time for immigration, baggage reclaim, customs, equipment handling, the airport-to-hotel trip, check-in, food, sleep, and any mandatory activity.
- Connection quality: Prefer nonstop or one-stop routes with a workable connection. A very short connection can be more fragile than a slightly longer one when terminals, immigration, or checked equipment are involved.
- Equipment handling: Confirm baggage allowances and oversize or fragile-equipment rules for PCs, monitors, peripherals, and broadcast gear. Put the owner and serial or case reference in the manifest.
- Arrival waves: Group travelers with similar arrival times where practical so coaches can be dispatched efficiently, while keeping a separate plan for late-night or accessibility-sensitive arrivals.
- Changeability: Record fare rules, rebooking authority, maximum emergency spend, and who can approve an alternate route.
Capture the flight information dispatchers need
For every sector, record airline, flight number, origin, destination, terminal, scheduled and revised times, baggage count, traveler list, and a delay-contact channel. Airport terminals can change, so the dispatcher should verify the operating terminal on the day and send the meeting point only after the flight status is checked.
Write the disruption rule before disruption occurs
Define who may rebook, the maximum spend without additional approval, where a stranded traveler sleeps, which hotel or airline support to contact, and how a revised estimated arrival time reaches the dispatcher, hotel, team manager, and tournament office. A traveler should never have to decide alone whether to miss a connection, buy a replacement ticket, or leave the airport.

Global events can attract crowds, increase safety risks, and create access or transportation challenges, according to the U.S. Department of State. Check destination advisories and local conditions before departure, then recheck them when major schedule or route changes occur.

Choose hotels by the whole route
The best property is not automatically the one with the lowest room rate or the shortest map distance to the arena. Evaluate the complete route from airport to hotel to venue, plus the room block’s ability to absorb schedule changes.
Score each property against operational requirements
- Venue access: Door-to-door travel time at morning, match, and return periods; coach access; loading restrictions; and a reliable backup route.
- Airport access: Travel time from each relevant terminal, late-night arrival practicality, and space for luggage and equipment unloading.
- Inventory: Enough rooms for the entire roster and staff, with a documented backup property and a method for handling late additions.
- Consistency: Equivalent athlete conditions and a single rooming list. IESF’s framework prefers an athletes’ village and specifies a minimum four-star hotel standard in that framework.
- Daily operations: Breakfast opening time, packed-meal options, meeting or equipment space, laundry, reliable internet, quiet areas, and late check-in.
- Safety and access: Fire exits, security, accessible entrances and rooms, elevators, public transportation, nearby medical services, and safe routes at the hours teams will move.
- Commercial terms: Cancellation deadlines, attrition or release rules, deposits, payment schedule, rooming-list cutoffs, and the cost of extending or shortening stays.
State Department lodging guidance advises researching properties, confirming special facilities and accessibility before booking, staying near public transportation and important services, and keeping backup options. Hold a second property until visas, flights, and roster stability make the primary block dependable.
Decide between venue-adjacent and airport hotels
A venue-adjacent property can reduce daily shuttle exposure and make late match returns easier. An airport property can simplify a one-night arrival buffer or an early departure, but it may add repeated venue travel. If the roster arrives over several days, use a deliberate split only when the extra room moves are worth the transport and supervision complexity; otherwise keep the core group together.
Control the rooming list
Publish one list showing traveler, room type, roommate, arrival date, departure date, accessibility requirement, and late-check-in instruction. Set rules for minors, safeguarding, gender or privacy requirements, and staff access to keys. Send the hotel a redacted operational list and retain sensitive information with the appropriate safeguarding owner.
Design airport arrivals and departures as waves
IESF requires airport-to-hotel and hotel-to-airport transport based on arrival and departure schedules. Replace ad hoc pickups with a wave plan that can absorb delays.
Arrival-wave manifest
For each date and terminal, publish:
- Flight numbers, scheduled times, live-status owner, and traveler names.
- Vehicle type, identifier, driver or dispatcher contact, baggage and equipment capacity, and accessibility provision.
- Meeting point with a backup point, visible tournament identification, and the person responsible for counting travelers.
- Estimated route time, hotel check-in procedure, key collection, meal or water plan, and a late-arrival instruction.
- No-show escalation: how long the vehicle waits, whom the traveler calls, and when a second pickup window or alternate vehicle is activated.
Never publish a vehicle assignment without checking that the vehicle can carry the people and equipment allocated to it. Keep a separate process for oversized cases, wheelchairs, medical devices, and travelers who cannot use stairs.

Departure-wave plan
Build hotel-to-airport departures backward from the airline’s check-in, baggage, security, and border-control requirements for that airport and itinerary. Use the actual terminal and traveler profile rather than a universal “three hours early” instruction. Give each group a named departure captain, a luggage count, a vehicle identifier, and a contact who confirms airport drop-off.
Manage delays without losing people
Assign one person to monitor flights and one to update vehicles. When an arrival changes, send the revised estimated time simultaneously to the driver, hotel, team manager, traveler, and tournament office. Keep a second pickup window for delayed flights and a safe, staffed airport meeting process for travelers whose bags or connections fail.

Map the hotel entrance, coach loading area, venue gate, credential checkpoint, equipment drop, accessible route, and return pickup point. Publish separate departures for breakfast, rehearsal, media, match, and post-match return when those groups have different call times.
Apply the IESF distance rule
In the IESF framework, when the venue and hotel are more than 1 km apart, daily transport from hotel to venue and back should be arranged. The same framework also expects local airport transport based on arrival and departure schedules. Treat the 1 km threshold as an operational trigger, not as proof that a walk is safe or practical; traffic, equipment, weather, accessibility, security, and late-night conditions still matter.
Select a mode deliberately
| Mode | Useful when | Check before contracting |
|---|---|---|
| Dedicated coach | A large group follows a predictable schedule and needs supervision and equipment capacity. | Loading access, licensed driver, luggage capacity, accessibility, parking, alternate route, and replacement vehicle. |
| Contracted van | Small arrival waves, staff groups, or staggered call times make a full coach inefficient. | Passenger limit, case storage, driver contact process, accessibility, and dispatch coverage. |
| Taxi or hired car | An individual or very small group needs a flexible recovery option. | Approved provider, receipt process, traveler tracking, equipment fit, and emergency escalation. |
| Public transit | The route is dependable, accessible, and suitable for the group’s equipment and supervision needs. | Service hours, disruptions, crowding, station access, ticketing, local rules, and a backup route. |
Use a passenger manifest for every movement. The dispatcher or team manager checks names at departure, records no-shows, and reports arrival. Keep a spare vehicle or alternate provider for road closures, labor action, vehicle failure, or a security restriction.
The UK Gold Framework calls for estimating demand from overseas and domestic participants, spectators, and VIPs and engaging airports, transport operators, police, and venue stakeholders. Even a smaller tournament benefits from the same discipline: identify who needs transport, when, where demand peaks, and which authority controls each road or access point.
Build safety, safeguarding, and communications into the route
Before arrival, send every team manager and traveler the hotel address, venue address, emergency numbers, meeting points, local laws, medical process, transport contacts, and a 24-hour escalation channel. Provide the information in a format that works without mobile data.

Assess the entire journey
- Road hazards, traffic patterns, pedestrian crossings, water or waterfront areas, nightlife districts, crowd pinch points, and fire exits.
- Hotel access control, room-key handling, elevators, emergency exits, medical response, and safe routes at night.
- Venue security screening, credential checks, equipment storage, accessible entrances, evacuation routes, and reunification points.
- Vehicle type, driver licensing and screening, seat-belt use, insurance, rest arrangements, and the ability to handle medical or mobility needs.
- Medication custody, allergies, dietary needs, and a process for urgent care that respects privacy.
Sport Integrity Australia identifies accommodation and venue hazards, transport type, driver checks, medication oversight, and timely communication of flight or schedule changes as travel-assessment items for sporting trips. For minors, document consent, supervision ratios, rooming rules, medication custody, and who may authorize a change.
Communicate changes once, clearly, and to everyone affected
Use a structured alert containing the change, effective time, affected travelers, new meeting point or vehicle, owner, and confirmation request. Keep the live manifest updated so the next dispatcher sees the same information. Recheck official advisories as the event approaches because routes, entry rules, and safety conditions can change.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a documented decision matrix
When two hotels, flight patterns, or transport contracts appear workable, score them against the same six axes and record why the selected option wins:
Recommended Free Tools
| Axis | Question to answer | Switch trigger |
|---|---|---|
| Door-to-door time and recovery margin | Does the option leave enough time for immigration, transfer, rest, check-in, rehearsal, and match call? | The schedule change removes the required margin. |
| Reliability and disruption recovery | Are there alternate flights, routes, vehicles, staff, or pickup windows? | The primary provider cannot offer a workable recovery. |
| Total cost | What is the complete cost including transfers, baggage, change fees, deposits, and emergency options? | The approved ceiling is exceeded without a safety or schedule justification. |
| Cancellation and rebooking flexibility | Until what date can rooms, seats, or vehicles be changed or released? | Terms become more restrictive than the document and visa timeline allows. |
| Airport-hotel-venue complexity | How many handoffs, terminals, loading points, and daily movements must staff supervise? | A new route adds an unmanaged handoff or an impractical access point. |
| Accessibility, safety, and equipment | Can every traveler and case move safely through the property, vehicle, and venue? | A required accommodation or safety control cannot be confirmed. |
Record the chosen option, the backup, the decision owner, and the exact event that activates the backup. This prevents a last-minute debate while travelers are already in transit.

Traveler brief
Give each traveler a concise brief with passport and visa reminders, flight and baggage details, airport meeting instructions, hotel address and check-in process, venue call times, emergency contacts, local-law reminders, medical escalation, and the rule for reporting delays. Do not include another traveler’s passport or medical information.
Dispatcher board
The dispatcher’s board should show live flight status, terminal, vehicle, driver, passenger count, baggage or equipment notes, hotel contact, venue contact, and next action. Include a timestamp and the person who last changed each row.
Daily movement sheet
For each movement, list date, purpose, origin, destination, departure time, required arrival time, vehicle, manifest, route, loading point, accessibility provision, dispatcher, and contingency. Include separate rows for airport transfers, rehearsal, match, media, and return rather than one vague “shuttle” entry.

Run the event day by day
Arrival day
- Verify flight status and terminal before the vehicle leaves.
- Confirm the driver, vehicle capacity, accessibility equipment, and passenger list.
- Place a clearly identified representative at the agreed meeting point.
- Count travelers and equipment at boarding and hotel arrival.
- Complete room assignment, key distribution, late-arrival handling, and the next required call time.
- Log exceptions, including missing bags, delayed documents, medical needs, or a room that is not ready.
Competition days
- Check the day’s match, rehearsal, media, and credential schedule against the manifest.
- Confirm the route, loading zone, security procedure, and vehicle availability.
- Send a departure reminder with the exact meeting point and time.
- Take attendance and equipment count at hotel departure and venue arrival.
- Keep a dispatcher at the venue during the return window and update the hotel about late finishes.
Departure day
- Reconfirm airline, terminal, baggage rules, flight status, and passenger list.
- Check room checkout, deposits, lost property, and equipment inventory.
- Load passengers and cases by manifest, then record the airport drop-off.
- Escalate missed connections or canceled flights under the pre-approved rebooking rule.
Common failure modes and fixes
- Booking before checking entry eligibility: Fix it by making the document-complete gate precede nonrefundable payment and by holding flexible inventory where possible.
- Using one generic airport pickup time: Fix it with flight-based arrival waves, terminal details, baggage capacity, and a delayed-flight window.
- Choosing a hotel only by room price: Fix it by scoring venue travel, airport access, inventory, accessibility, safety, meals, cancellation, and backup capacity.
- Assuming a short map distance means no shuttle: Apply the IESF 1 km trigger and still assess traffic, equipment, accessibility, security, and operating hours.
- Leaving disruption authority undefined: Fix it with a named approver, spending limit, rebooking rule, shelter plan, and notification chain.
- Sharing sensitive documents too widely: Keep passport, medical, and safeguarding data access-controlled and send teams only the operational details they need.
- Failing to account for minors or medication: Document consent, supervision, rooming, custody, and urgent-care procedures before travel.
- Allowing schedule changes to live only in chat: Update the master record, version the change, and issue one structured alert to all affected owners.
What the official frameworks require
The IESF Operations Framework and related guidance provide clear planning anchors:
| Requirement or standard | Operational meaning |
|---|---|
| Minimum layover time for qualified athletes’ and delegates’ international flights | Do not select a connection that leaves no workable margin for terminal changes, immigration, baggage, or disruption. |
| Host-organized airport-to-hotel and hotel-to-airport transport based on arrival and departure schedules | Build flight-linked waves and manifests instead of asking travelers to arrange their own transfer. |
| Daily hotel-to-venue and venue-to-hotel transport when locations are more than 1 km apart | Use the distance as a trigger to arrange scheduled movement in both directions, then test the route for actual safety and access. |
| Equivalent athlete accommodation, a preferred athletes’ village, and a minimum four-star standard in the 2025 IESF framework | Provide consistent conditions and verify the property against the framework and the event contract. |
| LOC responsibility for overall operations and the event organisation manual | Keep flights, documents, rooms, vehicles, venue access, safety, and communications under one accountable operating structure. |
These framework points do not replace destination immigration rules, airline conditions, local transport law, safeguarding obligations, or the venue’s own security requirements. They are the baseline to incorporate into the tournament’s local plan.
