Plan a translocation as a conservation intervention with a measurable benefit—not as a default response to an animal in danger. Start by testing whether moving animals is preferable to alternatives, then assess risks to individuals and both populations, secure authorization, and design the operation with taxon-specific and veterinary expertise. No method can guarantee low stress or zero mortality across species.
When is moving an endangered animal justified?
A conservation translocation is the deliberate, human-mediated movement of organisms for a measurable conservation benefit. The IUCN SSC’s Guidelines for Reintroductions and Other Conservation Translocations (2013) provide a framework for justifying, designing, implementing, and monitoring such projects. The intended benefit should be clear enough to evaluate: for example, a defined population-level conservation outcome tied to a threat the move is meant to address.
Before planning a capture, compare translocation with feasible alternatives, including protecting animals in place, mitigating human-wildlife conflict, managing habitat, or rehabilitation where appropriate. Compare the expected benefit and evidence for each option with its welfare, ecological, legal, community, and monitoring costs. These are decision dimensions, not a validated scoring system; a high score on one dimension cannot substitute for a defensible overall decision.

The IUCN SSC’s 2025 Guidelines on Responsible Translocation of Displaced Organisms add a decision framework for organisms that are displaced or in human care. Their central practical implication is that distress or human care alone does not make an animal a suitable release candidate. The reason for moving the animal, its likely fate without a move, and the consequences of relocation all need assessment.

How should planners assess the animals and populations?
Assess each candidate and the source population
With qualified personnel, establish the animal’s identity, provenance, health, behavior, social status, and conservation value. Assess whether capture or removal would harm the source population, disrupt important social relationships, or create avoidable welfare costs. Document disease risks and the evidence supporting the animal’s suitability for the proposed move. A rescued, displaced, or captive animal is not automatically fit for release.
Assess the recipient site and population
Evaluate whether the destination has suitable habitat, resources, and capacity to accommodate the animals. Consider existing threats, competition, disease exposure, genetic implications, social compatibility, and possible effects on people. A site that appears physically suitable may still be a poor choice if animals cannot avoid ongoing threats or if adding individuals harms the recipient population.

Assess effects on both populations, not only the individuals being moved. The IUCN’s 2025 orangutan translocation overview illustrates that moving animals can disrupt individuals and recipient populations; it is a taxon-specific example, not a protocol for other species. The relevant assessment and methods must come from guidance for the species in question.
What approvals and responsibilities must be settled first?
Identify the applicable national and international rules, permits, animal-welfare obligations, land-access permissions, and any requirements for handling or transporting the species. Requirements depend on the jurisdiction, species, origin, and destination; no single permit pathway applies to every project. Consult the responsible authorities early, because regulation can delay or prevent approval.

Set out who is responsible for the animals, the sites, veterinary decisions, community engagement, and emergency actions. Consult affected communities and account for effects on people, including risks to field staff and attendants. Agree in advance who has authority to pause, alter, or end the operation if conditions change. The IUCN SSC’s 2023 Guidelines on Human-Wildlife Conflict and Coexistence emphasize both the expertise and resources involved: “Capture, transport and release come at a high cost in terms of both money and expertise.”
How can the operation be designed to reduce stress and mortality?
Treat capture, handling, veterinary assessment, biosecurity, transport, release, and contingency response as one connected operation. A plan that reduces risk during capture but leaves transport or release poorly prepared is not a low-risk plan. Appoint trained personnel to defined roles, establish communication and decision authority, and plan access to emergency veterinary care.

- Use taxon-specific methods. Trained practitioners and veterinary experts should set capture, restraint, handling, transport, and release parameters for the species and individuals involved. Do not transfer a drug protocol, crate dimension, temperature, or transport duration from another species.
- Plan for biosecurity and health events. Base screening and disease-control measures on qualified veterinary advice and the assessed risks to source and recipient populations.
- Define contingencies before capture. Specify who can stop the operation, what conditions trigger a pause, and how the team will respond to injury, unexpected distress, transport failure, or a change in animal or site conditions.
- Match resources to the whole project. Confirm that staffing, equipment, authorization, transport arrangements, and veterinary support are available for implementation and follow-up—not just for the capture itself.
The general IUCN guidance identifies the need for expertise but does not establish universal handling or transport prescriptions. Species-specific standards and veterinary judgment must determine those operational details.
How should release and post-release support be chosen?
Choose a release approach only after considering the species, project purpose, destination, and likely effects on animal welfare and recipient populations. Where relevant, compare hard release with soft release. The IUCN SSC’s 2023 human-wildlife-conflict guidance describes soft release as involving temporary housing and feeding, but that is an example of an approach—not a recommendation for every taxon. Temporary housing can itself have welfare and resource implications, so it needs justification and a suitable plan.

Before animals move, set out the monitoring design, indicators of welfare and adaptation, response measures, and long-term conservation measures. Assign responsibility and resources for follow-up. Monitoring should cover individual outcomes and the stated objective, as well as effects on recipient populations and communities.
How should outcomes change the plan?
Compare observed results with indicators agreed before implementation. Treat missing or weak detections as uncertainty, not proof that an animal survived or adapted. Review individual welfare and survival alongside population-level outcomes, ecological effects, and community impacts. If harms outweigh the expected benefit, change or stop the intervention rather than continuing by default. The IUCN SSC’s 2013 translocation guidelines place monitoring within the core project framework; the IUCN’s 2017 Guidelines for Species Conservation Planning provide broader conservation-planning context.
Because no species, jurisdiction, source population, or destination is specified, this sequence cannot determine the applicable capture protocol, permits, disease screening, release design, or monitoring duration. Those decisions require the relevant taxon-specific guidance, veterinary expertise, local authorities, and site-specific assessment.
