Plan the transition around tasks and skills, not job titles or a promised headcount target. Start by testing which activities an AI agent can augment safely, redesign the affected jobs, and give people paid time to learn. Then redeploy qualified workers into growing or newly created roles. Consider reductions only after you have assessed redesign, training, redeployment, attrition and voluntary options, and only with clear criteria, worker consultation and income and placement support.
This approach reflects how AI is changing work. The International Labour Organization’s 2025 update estimates that one in four workers globally is in an occupation with some generative-AI exposure, while most jobs are more likely to be transformed than made redundant because human input remains necessary. Your plan should therefore manage a sequence of changing tasks, skills and accountabilities rather than assume that exposure equals immediate elimination.
Start with the work, not the headcount
An AI agent may draft responses, reconcile records, classify requests or schedule work, yet the occupation around those tasks can remain. Human employees may still set goals, handle exceptions, verify outputs, protect confidential information, explain decisions and take accountability when an automated result is wrong.
Create a task-level baseline for every workflow in scope. Record the information below before choosing a technology, a training cohort or a redundancy number.

Classify each task into four working buckets:
| Bucket | Planning question | Likely people impact |
|---|---|---|
| Likely automated | Can the agent complete the task to the required standard with controls and an accountable owner? | Fewer routine hours, but new monitoring, exception and audit work. |
| AI-assisted | Where does a person become faster or more consistent with an agent, and what review is required? | Job redesign and training rather than immediate elimination. |
| Unchanged | Which activities still depend on physical presence, relationships, contextual judgment or legal accountability? | Stability, with possible changes to adjacent workflows. |
| New oversight and exception work | Who tests, supervises, corrects, documents and improves the agent? | New or expanded roles requiring domain and digital skills. |
Do not count a vendor’s capability claim as a saving. Treat it as an assumption to validate in a controlled pilot using your own data, quality standards and peak-load conditions.
Build three adoption scenarios
Make the workforce plan robust to uncertainty by modeling at least three scenarios: conservative adoption, expected adoption and accelerated adoption. The scenarios are planning ranges, not forecasts of a single inevitable future.
| Scenario | Assumption to vary | Calculate for each workflow |
|---|---|---|
| Conservative | Limited agent scope, slower integration, higher human review and longer learning time. | Task-hours changed, service or revenue effect, skills needed, roles affected, timing, implementation cost and worker risks. |
| Expected | Pilots meet the validated quality threshold and adoption proceeds in planned waves. | The same measures, plus training capacity, internal vacancies and manager workload. |
| Accelerated | Capability improves quickly, integration is available sooner and demand for routine work falls faster. | The same measures, plus redeployment capacity, transition funding, safety controls and potential surplus by location. |
Show assumptions beside every estimate: data quality, review rate, exception rate, seasonality, staffing coverage and the date when the estimate was made. Recalculate after each pilot. An agent that performs well on average may still be unsuitable for a high-risk edge case or a busy period.
Design the jobs before selecting people
Redesign the workflow and role descriptions first. Selecting individuals before defining the future work invites arbitrary decisions and makes training impossible to target.
Define the human–agent handoff
- Specify the agent’s input, permitted actions and output format.
- Assign a named human owner who reviews outputs and can stop or override the system.
- Set escalation rules for uncertainty, policy conflicts, unusual cases and suspected bias.
- Record decisions, corrections and incidents so the process can be audited and improved.
- State which decisions cannot be delegated because of law, safety, ethics or organizational policy.
Rewrite performance expectations
A redesigned role should not be judged by the old volume metric if the agent performs the routine portion. Combine quality, customer or public outcomes, exception handling, documentation, collaboration and safe use of the system. Make learning time part of paid work; otherwise employees are asked to acquire the very skills the transition requires on their own time.

Specify capability before eligibility
For every redesigned role, publish the required capabilities, the evidence that will demonstrate them, the learning path and the time allowed to reach proficiency. Use demonstrated skills and a realistic learning plan—not a manager’s informal impression—as the basis for training and redeployment decisions.
Map broad skills and realistic mobility paths
Training demand is wider than specialist AI development. OECD analysis in 2024 found that about one in three job vacancies is exposed to AI, while only about 1% of high-exposure vacancies requires specific AI skills. OECD also reports that 27% of employment in OECD countries is in occupations at the highest risk of automation. This supports broad foundational learning for many workers, with specialist courses reserved for roles that genuinely need them.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →| Skill family | What proficiency looks like | Possible learning and practice |
|---|---|---|
| General AI literacy | Understand agent limits, prompting, verification, privacy, security and when not to use an automated output. | Short, role-specific modules followed by supervised use on real but low-risk cases. |
| Data and digital basics | Read data definitions, check lineage, spot anomalous results and use the organization’s systems safely. | Exercises with sanitized datasets, workflow simulations and coached error analysis. |
| Domain expertise | Apply policy, technical or customer context that an agent cannot reliably infer. | Case reviews, shadowing, communities of practice and documented decision guides. |
| Communication and service | Explain an automated recommendation, obtain consent where required and resolve escalated cases. | Role play, accessibility practice and feedback from customers or service users. |
| Analytical thinking and judgment | Frame problems, test assumptions, compare alternatives and make a defensible decision under uncertainty. | Scenario workshops, incident reviews and calibrated decision exercises. |
| Management and change skills | Set safe operating conditions, coach adoption, manage workload and respond to resistance or failure. | Manager clinics, pilot retrospectives and change-leadership practice. |
| Specialist AI, data or engineering skills | Build, integrate, evaluate or secure models and agents where the role requires it. | Accredited technical study, supervised projects and formal technical review. |
Build a skills inventory that records current evidence, not just course completions. Match adjacent roles by transferable capabilities and a realistic learning path. A customer-support specialist who understands policy and communicates clearly may need targeted data and agent-supervision training—not a full software-engineering program—to move into an exception or quality role.
Compare augmentation, reskilling, redeployment and reduction
Use the same decision axes for every option. A cheaper or faster option is not automatically better if it creates unsafe work, excludes people from training or cannot be reversed when the technology underperforms.
| Option | Expected task and service outcome | Time and cost to proficiency | Reversibility | Key risks and checks |
|---|---|---|---|---|
| Augment current jobs | People handle more cases or higher-value work with an agent. | Usually the shortest path when existing domain skills transfer. | High; the workflow can retain human capacity. | Work intensification, inadequate review time, surveillance and unclear accountability. |
| Reskill in the current role | Employees take on redesigned responsibilities while staying in place. | Depends on paid learning time, coaching and practice volume. | High if learning milestones are staged. | Training access gaps, unrealistic proficiency deadlines and performance penalties during learning. |
| Redeploy internally | Workers move to growing or newly created roles elsewhere in the organization. | Requires a capability match, vacancies and transition support. | Medium; depends on demand and the quality of the destination role. | Geographic or schedule barriers, pay loss, manager bias and insufficient onboarding. |
| Reduce workforce | Fewer roles or hours after other feasible measures are exhausted. | Fast headcount effect but substantial legal, financial and human cost. | Low; lost knowledge and trust are difficult to restore. | Selection bias, consultation failures, safety or service degradation and inadequate income support. |
OECD’s 2025 analysis gives redeployment a measurable place in the plan: employers estimate that 29% of workers needing training could be upskilled in their current roles and 19% could be upskilled and redeployed elsewhere in the organization. These are employer estimates, not a guarantee for your workforce, so test them against actual vacancies, location, pay, schedules and learning capacity.

Sequence people measures before involuntary exits
- Redesign and augment current jobs. Run controlled pilots, set review and escalation rules, and protect time for employees to learn the new workflow.
- Provide paid, accessible training with supervised practice. Offer accommodations, multiple formats and enough practice cases to demonstrate proficiency. Track participation and completion by team and demographic group.
- Redeploy qualified workers. Publish destination roles, capability criteria, pay and location, and give candidates a fair assessment and onboarding period.
- Use workforce levers that absorb surplus. Where operationally feasible, use hiring restraint, natural attrition, reduced overtime, temporary assignments or voluntary programs before compulsory termination.
- Support unavoidable exits. Provide notice and consultation required in the relevant jurisdiction, severance or compensation where applicable, placement help, references, retraining support and access to income or social protection.
The International Labour Organization describes a package of training, redeployment, compensation and work redesign when automation reduces labor demand. ILO Recommendation No. 166 also lists internal transfers, training and retraining among measures to avert or minimize terminations. Document why each measure was feasible or not feasible; that record helps workers, managers and regulators understand the decision.
Consult workers before decisions are final
Worker voice is an implementation control, not a final communications exercise. Share the business case, affected workflows, assumptions, expected timing and selection principles while alternatives remain open.
Use a staged consultation
- Early notice: explain what problem the organization is solving, which tasks are being assessed and what is not yet decided.
- Joint workflow review: ask workers and representatives where errors, hidden work, customer needs and safety risks occur.
- Option review: consult on job design, training access, redeployment criteria, monitoring and safeguards for pilots.
- Decision and response: publish the criteria used, the evidence considered, questions raised and the organization’s responses.
- Ongoing oversight: give representatives access to agreed metrics, incident reporting and a route to challenge or correct a harmful outcome.
ILO Recommendation No. 166, paragraph 20, states: “When the employer contemplates the introduction of major changes in production, programme, organisation, structure or technology that are likely to entail terminations, the employer should consult the workers’ representatives concerned as early as possible.” The European Union’s 2024 policy material likewise identifies information and consultation rights and collective bargaining as important when AI changes work organization and labor relations. Exact duties vary by country, sector, collective agreement and the type of decision, so obtain local legal advice before implementation.
Make fairness and job quality operating requirements
A transition can meet its productivity target while making work less safe, less autonomous or less equitable. Add the following checks to the pilot and the workforce plan.
- Workload: compare cases per person, unpaid learning time, after-hours work and exception volume before and after deployment.
- Safety and well-being: monitor physical, psychological and operational hazards, including pressure to accept an unverified agent output.
- Autonomy and surveillance: state what data is collected, who can see it, how it is used and how employees can challenge an automated assessment.
- Pay and schedule stability: check for hidden pay cuts, unpredictable shifts or loss of hours when responsibilities change.
- Access: test whether older workers, lower-paid workers, contingent workers, disabled workers or particular demographic groups are less likely to receive training or redeployment.
- Due process: provide an appeal and correction route when an AI-supported assessment affects training, performance, promotion or employment.
- Human accountability: name the person or committee responsible for a harmful decision, a privacy incident or a service failure.
The OECD AI Principle 2.4 calls on governments to ensure a fair transition through social dialogue, lifelong training, support for people affected by displacement, social protection and access to new labor-market opportunities. Treat those elements as design requirements rather than benefits added only after a reduction decision.

Measure outcomes with a balanced dashboard
Report operational results alongside worker outcomes. A single productivity number can hide quality failures or an unfair distribution of opportunity.
| Area | Measures to review | Useful breakdowns |
|---|---|---|
| Productivity and quality | Task time, throughput, first-time accuracy, rework, complaints, escalations and service-level performance. | Workflow, location, shift, customer group and agent version. |
| Learning | Enrollment, attendance, completion, assessment results, paid learning hours and time to proficiency. | Role, manager, employment status, demographic group and accommodation needs. |
| Mobility | Applications, offers, internal moves, onboarding completion, retention and pay after transfer. | Origin and destination role, site, schedule and worker group. |
| Job quality | Workload, schedule stability, autonomy, safety incidents, near misses and employee experience. | Team, shift, contract type and before-versus-after period. |
| Equity and due process | Training access, assessment outcomes, appeals, corrections and time to resolution. | Relevant protected or vulnerable groups, subject to privacy rules. |
| Workforce change | Hiring, attrition, voluntary and involuntary exits, redeployment and income-support referrals. | Reason, location, tenure, role family and scenario. |
Set review points after the pilot, at each capability checkpoint and whenever exception rates, demand or service risk changes materially. Stop or redesign a deployment when quality, safety or fairness thresholds are breached; do not wait for the next annual planning cycle.
A practical 90-day launch plan
Days 1–30: establish evidence and safeguards
- Choose the workflows and accountable leaders in scope.
- Complete the task inventory and identify high-impact or high-risk decisions.
- Form a consultation group that includes worker representatives and relevant specialists in legal, privacy, security, safety and accessibility.
- Define conservative, expected and accelerated scenarios and the dashboard baseline.
- Publish the initial assumptions, what is undecided and how workers can submit evidence.
Days 31–60: pilot and prepare mobility
- Run a controlled pilot with a safe workload, human review and an incident log.
- Rewrite affected roles, handoffs, escalation rules and performance measures.
- Assess current skills and publish learning paths for each redesigned or destination role.
- Identify vacancies, temporary assignments and geographic or schedule constraints for redeployment.
- Test training access and assessment outcomes for groups at risk of exclusion.
Days 61–90: decide, support and iterate
- Compare pilot results with the scenario assumptions and revise the workforce model.
- Scale only when quality, safety and fairness thresholds are met.
- Start paid training and supervised practice, then make redeployment offers using the published criteria.
- Use attrition, hiring restraint or voluntary measures where they can absorb a verified surplus.
- If compulsory exits remain necessary, complete required consultation and provide notice, compensation, placement and retraining or income support.
- Publish the decision record and schedule the next checkpoint.
Common failure modes and recovery actions
“The agent replaces a job” is treated as the starting assumption
Why it fails: hidden exception work, quality checks and accountability are omitted. Recovery: return to the task inventory, measure the complete workflow and redesign the role before counting savings.
Training is offered after selection decisions
Why it fails: people are labeled unsuitable without a fair chance to learn. Recovery: define capabilities and paid learning paths first, then assess performance after supervised practice.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsOnly specialist coding is funded
Why it fails: most AI-exposed work needs literacy, domain judgment, data basics and communication rather than model-building. Recovery: fund broad foundational modules and reserve specialist training for roles with a documented technical requirement.

Productivity improves while job quality deteriorates
Why it fails: review work, surveillance, unstable schedules or safety risks are shifted to employees. Recovery: add workload, autonomy, safety, pay and employee-experience measures to the go/no-go criteria.
Consultation happens after the plan is locked
Why it fails: workers cannot correct bad assumptions, and trust collapses. Recovery: share assumptions early, record responses, involve representatives in pilot governance and disclose the criteria used.
A reduction is announced without a transition budget
Why it fails: displaced workers lose income and the organization loses skills, trust and local legitimacy. Recovery: cost training, redeployment, notice, compensation, placement and support in the original business case and track delivery after exits.

AI agents can reduce demand for particular tasks without making every affected occupation redundant. A defensible workforce transition therefore proves what changed, gives people a fair path to the new work, and treats reductions as a last operational step rather than the definition of the strategy.
