You can plan a car-free Istria trip around one walkable coastal base and a small number of outings with confirmed transport. Buses connect some major towns, but route listings alone do not establish a useful timetable or easy access to inland villages and remote sights. Check buses, arrival transfers and seasonal boats for your exact dates before booking lodging or excursions.
Choose a base that keeps everyday plans on foot
For a slower trip, prioritize accommodation where groceries, places to eat and a beach or promenade are reachable on foot. This reduces the number of trips that depend on a bus, taxi or seasonal boat. Compare specific lodging locations rather than assuming an entire town is quiet: season and distance from busy areas affect how peaceful a stay feels.
Rovinj for a compact coastal stay
Visit Rovinj describes a walkable old town, nearby beaches reachable on foot, local cycling paths and seasonal boat links. Those features make Rovinj a plausible base for a trip focused on the town and nearby coast, but the destination information does not establish that every neighborhood is quiet or that boat services run on every date. Compare bases by the journeys you will actually make
There is no evidence-based universal ranking of Istrian towns for car-free travel. Assess a particular accommodation against these practical criteria:

- How easily can you walk from it to food and swimming?
- Do bus departures on your dates fit the outings you want, including a return?
- Does an outing depend on a seasonal ferry or boat?
- How much last-mile travel is needed to reach a nature site or village?
- How many transfers does the day require?
Check bus connections before you book

That confirms these town pairs are served in the operator’s route information; it does not show that every date has a convenient departure, guarantee a particular frequency, or cover every local connection. - Check your arrival transfer. Confirm how you will get from your arrival point to your accommodation, including the time of your arrival and any onward connection.
- Check the intercity leg. Look up the outbound and return bus for each town-to-town outing on the actual day you intend to travel.
- Check the last mile. Establish how you will get from the bus stop to the beach, village or attraction, and back.
- Book around verified connections. If the return is too early, too late or unavailable, choose a different outing or arrange a suitable local transfer before committing.
Keep the itinerary compact
Plan some days around the town where you are staying, then add nearby coastal experiences that work on foot or by bicycle. Visit Rovinj describes local cycling paths and seasonal boat taxis serving nearby islands and parts of the resort coast; confirm availability and departure details rather than assuming a service will run when you arrive. Before building a day around the excursion, verify the ferry timetable, tour availability and how you will reach the departure point from your base.
