To open your Hotmail email on a Windows PC, go to Outlook.com in a browser and sign in with the Microsoft account credentials for that mailbox. That gets you to your email; it does not change the account you use to sign in to Windows. Microsoft explains that “Hotmail is now Outlook.com” in its Hotmail sign-in guidance.
Sign in to your Hotmail mailbox in a browser

Open a web browser on your Windows computer and go to Outlook.com.

Select Sign in. Enter the email address or other username for the Microsoft account that owns the Hotmail mailbox, then enter its password. If you use an alias for the account, Microsoft says aliases share the same password. See Microsoft account sign-in help.

Hotmail access is separate from your Windows sign-in
Signing in at Outlook.com opens your mailbox in the browser. It does not switch the account used to sign in to the PC. If Windows is using a local account and you want to use your Microsoft account for Windows instead, Microsoft documents this route for Windows 10 and Windows 11:

Open Settings > Accounts > Your info.

Select Sign in with a Microsoft account instead, then follow the prompts.

Your account is blocked: if Microsoft blocked sign-in after unusual activity, follow the unblock guidance linked from its Hotmail sign-in support page.

You have not used the account for a long time: Microsoft says an account unused for more than two years may have been deleted. Inactivity does not mean every account is necessarily deleted, so try the sign-in helper to check your situation.

Personal Hotmail or work/school Outlook?
Hotmail is a personal Microsoft account mailbox. A work or school Outlook mailbox is associated with an organization and uses its designated sign-in route. If you are trying to access an organizational mailbox, use the route provided by your employer or school rather than treating it as a personal Hotmail account. Microsoft explains the distinction in its Outlook on the web instructions.
Sign out on a shared computer
On a computer used by other people, Microsoft recommends private browsing. When you finish, sign out of Outlook.com and close all browser windows. Otherwise, browser sign-in may persist. For more, see Microsoft’s Hotmail sign-in guidance.
