To tell whether a website is down worldwide or only unreachable from certain countries, check it from multiple independent locations and networks. Combine HTTP or HTTPS checks with relevant DNS, TLS, ping, or traceroute measurements, then alert on repeated failures rather than one isolated error. A single monitoring location cannot establish international availability.

What international availability monitoring can—and cannot—tell you

A check reports what happened from its own location, network, and measurement method. If one country or network fails while checks elsewhere succeed, that points to a geographically or route-specific problem—not proof that the site is down for everyone. Conversely, success from several locations does not establish that every country, ISP, or route can reach the site.

Choose locations that represent the audiences or regions at risk. Where possible, use checks on different networks rather than several that share one provider. Keep each result tagged with its location and network so regional differences remain visible during an incident.

Build a monitoring setup that distinguishes website failures from network problems

1. Check the public endpoint over HTTP or HTTPS

Run a periodic check against the URL visitors use. A successful connection alone may not mean the site is working: validate the expected HTTP status, response content, or other response data where relevant. Google Cloud Monitoring describes public HTTP/HTTPS and TCP uptime checks, response-data validation, scripted synthetic monitors, and alerting policies in its uptime-check documentation. Its documentation says: “Synthetic monitors and uptime checks in Cloud Monitoring let you test the availability, consistency, and performance of your services, applications, web pages, and APIs.”

2. Add network measurements to investigate the failure

Use measurements that answer a specific diagnostic question; they are not interchangeable.

  • DNS: Check whether the hostname resolves from affected locations. Resolution failures can prevent a browser from reaching the web server even when the server itself is working.
  • TLS: Check whether the HTTPS connection setup succeeds. A TLS failure is different from an HTTP response failure.
  • Ping: Test basic reachability where the destination responds to ping. A failed ping alone does not prove that the website’s HTTP service is unavailable.
  • Traceroute: Examine the network path and possible path changes from a particular vantage point. A route trace describes that path, not every route from the region.
  • TCP: Test connectivity to a particular service port when that is useful to separate connection-level issues from HTTP behavior.

RIPE Atlas documents ping, traceroute, SSL/TLS, DNS, NTP, and HTTP measurement types for anchors in its anchor documentation. Its platform is a globally distributed, volunteer-hosted measurement system for custom measurements and network investigation; custom measurements use credits.

3. Select locations and networks deliberately

Include multiple continents or countries if your audience is international, but choose locations based on the service’s actual coverage and the regions you need to observe. A provider’s global footprint does not guarantee a probe in every country, ISP, or affected route. RIPE NCC’s Atlas overview describes “over 14,000” probes; a separate RIPE Atlas explainer describes “11,000+ vantage points.” These are different page statements, accessed in 2026, and should not be combined or treated as a single audited current count. See the RIPE Atlas overview and How RIPE Atlas works.

4. Define an alert pattern, not just a failed check

Set alerts around meaningful conditions—for example, repeated HTTP failures from more than one selected location—rather than treating a single failed probe as a worldwide outage. Preserve per-location outcomes so responders can see whether failures cluster by region, network, or measurement type. RIPE Atlas status checks can be queried periodically and used as a basis for alerts; its documentation states: “Status checks turn a measurement into a basis for alerts, allowing you to monitor network health.” See RIPE Atlas status checks. Google Cloud Monitoring also documents alerting policies for failures.

LANProbe 10/100/1000 Gigabit Ethernet/USB Bypass Network Tap
  • (10/100/1G) Gigabit Bypass network tap / sniffer equivalent to port mirror on a switch.
  • The two monitor/sniff ports are isolated from the network being monitored.
  • Automatic bypass of device on power fail.
  • Power-over-Ethernet (POE) pass-through. Rated at .75A max at 57vdc
  • 5v power through USB3 port or 5v wall transformer (or both). ~500ma consumption.

5. Keep an incident record

For each suspected outage, record the URL, UTC timestamp, location and network for each check, measurement type, observed response or error, and whether the failure reproduced from a second independent source. That record makes it easier to distinguish a transient probe problem from a persistent regional pattern and to compare later measurements.

How to investigate when checks disagree

  1. Compare regions and networks. Note exactly which locations fail and which succeed. Do not convert a failure in one location into a claim of global unavailability.
  2. Compare measurement types. If HTTP fails, inspect DNS, TLS, and route results to narrow down where the failure occurs. A ping result alone does not determine HTTP availability.
  3. Repeat the check and seek independent confirmation. A repeated pattern across independent locations is stronger evidence than one isolated failure, though it still describes only the tested vantage points.
  4. Check relevant infrastructure-provider status information. An official status page or API can corroborate a reported provider incident, but reports only that provider’s services and does not independently establish end-to-end availability for your website.
  5. Retain timestamped, per-location observations. Compare changes over time rather than relying on a single screenshot or summary status.

Using Cloudflare’s status API as corroboration

Cloudflare documents an API for current status, incidents, and scheduled maintenance. For automated polling, it advises using the API rather than scraping status-page HTML. This reports Cloudflare’s service state; it cannot establish the status of every ISP, route, or website. See Cloudflare’s documented status API information.

Choose a monitoring approach for the question you need answered

Approach Useful for What it does not establish
RIPE Atlas Custom distributed measurements and network-level investigation, including documented HTTP, DNS, TLS, ping, and traceroute types; status checks can provide a basis for alerts. Coverage of every country, ISP, or affected route is not guaranteed. Custom measurements use a credits system. Source.
Google Cloud Monitoring Managed public uptime checks from selected global regions, scripted synthetic monitors, and alerting policies for teams using Google Cloud Monitoring. The documented capabilities do not guarantee a check from every affected network or location. Source.
Official provider status API Checking whether a named infrastructure provider reports an incident or scheduled maintenance. It reports that provider’s services, not an independent end-to-end test of your website from every visitor network. Cloudflare advises API polling rather than scraping its HTML page. Source.

Compare monitoring options by the locations and network diversity they offer, whether they support HTTP/TCP or scripted transactions, the availability of DNS/route/TLS diagnostics, alert integrations, setup and maintenance effort, and usage limits or price. The cited documentation establishes the capabilities above but does not provide a comparable current cost table.

It is a complement to monitoring checks, not a replacement for multi-location network measurements or alerts. Cookie banners are accepted and removed, and known consent banners, newsletter popups, and chat widgets are removed before capture; each step can be turned off. Bot checks, blank pages, timeouts, failed loads, and cache hits are not billed, and responses report page verdict and billing headers.
