To monitor a river’s health, compare repeated measurements from a relevant monitoring site over time, check when and how each sample was collected, and consider chemistry, biology, streamflow, and habitat together. In the United States, start with EPA’s How’s My Waterway for orientation, then use the EPA/USGS Water Quality Portal and USGS trend resources to examine records. A map or isolated threshold exceedance can point to a concern, but it cannot by itself establish whether a river is healthy or safe.
Where to find public river water-quality data
Start with EPA’s How’s My Waterway
EPA’s ambient water monitoring resources describe How’s My Waterway as a public-facing way to find information about local waters. Use it to orient yourself to a waterbody and see what information is available. Coverage varies: an absence of displayed information does not establish that a river has no water-quality issues or that it is unmonitored.
Use the Water Quality Portal for monitoring records
When you need observations rather than an overview, use the EPA Water Quality Data Download page to access the Water Quality Portal and its data tools. EPA describes the portal as a cooperative service bringing together records from USGS, EPA, and other agencies. As of the page’s August 26, 2026 update, EPA reported over 430 million water-result records and information submitted by more than 1,500 agencies and organizations. These are dated portal descriptions; counts can change.
EPA and USGS describe an ongoing modernization effort running from summer 2026 through September 2028. If a portal link, interface, or guide has changed, check the current Water Quality Portal modernization updates for service notices and revised guidance.

Look for national trends and screening maps
- USGS Water-Quality Trends provides national trend visualizations for chemistry—including nutrients, pesticides, sediment, carbon, and salinity—and aquatic ecology, including fish, invertebrates, and algae. USGS says the trend information is updated annually. Check the dates and sites shown before applying a national visualization to a particular river.
- EPA Water Quality Indicators (WQI) compares observations with criteria or thresholds to help identify possible hotspots. Treat it as a screening tool that can help prioritize follow-up, not as a comprehensive ecological diagnosis or universal river-health score.
These sources are U.S.-focused. Outside the United States, look for the equivalent national or regional environmental monitoring agency; the sources here do not establish coverage for other countries.
How to examine a river’s records
- Choose the reach and a representative site. Identify the part of the river you care about, then check where the monitoring site is located and whether it reasonably represents that reach. Measurements at one location do not automatically describe the whole river.
- Check the period covered. Record the dates of the observations, not just the date you opened a map or portal page. A current-looking display can rely on older samples, and different periods or uneven sampling can make comparisons misleading.
- Read the measurement details. Note the parameter, units, sample type, method, detection information where available, and reporting organization. Do not treat measurements as interchangeable when units, methods, or sample types differ.
- Look for repeat observations. A single result shows what was measured at one time and place. Look for repeated results and, where possible, compare similar seasons at the same site using consistent methods.
- Compare different kinds of evidence. Consider physical and chemical measurements alongside biological indicators and habitat context when available. Common continuous-monitor measurements include temperature, specific conductance, dissolved oxygen, and pH; monitors may also measure properties such as turbidity or fluorescence.
- Check streamflow alongside concentration. Concentrations can vary with flow as well as with pollutant inputs. A concentration is not the same as a pollutant load, so do not infer that the amount of pollution entering a river rose or fell from concentration alone.
- Use alerts and thresholds as leads. For a WQI result, check the specific parameter, applicable criterion, date range, underlying records, and whether the threshold applies to the use you care about. A threshold comparison is a prompt for closer inspection, not a final declaration that a river is safe, unsafe, healthy, or unhealthy.
When comparing two sites or rivers, first ask whether the records are comparable in time coverage, sampling frequency, season, location, method, parameter, units, hydrologic conditions, and type of evidence. If those differ, describe the differences rather than presenting the values as a like-for-like comparison.

Is water quality getting better or worse?
That is the question USGS uses to describe its trend objective, but answering it requires comparable observations over time and context about how they were collected. River conditions can change over hours, seasons, and years. Repeated monitoring using consistent methods is more useful for identifying a persistent trend than a one-off sample.

Streamflow is one important part of that context. USGS warns that an apparent rise in concentration across months might reflect a real change, or it might reflect differences in the streamflow conditions under which samples were taken. The USGS fact sheet Monitoring Our Rivers and Streams puts the principle this way: “So, often, the changes in water measurements are more important than the actual measured values.” A trend or association alone does not identify the pollution source or prove that a particular intervention caused an improvement.

Biological evidence adds a different perspective: algae, aquatic invertebrates, and fish can reflect conditions over time and complement chemical samples. No single measurement type necessarily captures every aspect of river health. What matters depends on the location, ecological or pollution concern, intended use, and monitoring evidence available.
What public data can—and cannot—tell you
- It can show recorded measurements at particular sites and times, and, where records are sufficiently comparable, patterns or trends worth investigating.
- It can help prioritize follow-up when a screening map or threshold comparison flags a potential concern.
- It cannot automatically establish the condition of an entire river from one sample, site, parameter, or map display.
- It cannot by itself prove why a trend occurred, where a pollutant came from, or whether a particular action caused a change.
USGS’s 2017 national river and stream trends report provides a technical example of trend-analysis context. Its findings and methods should not be treated as a substitute for checking the dates, locations, and methods behind the records for the river you are investigating.

Can you collect your own water-quality observations?
Yes. Personal observations can complement public records, but collecting a sample is different from viewing agency data. EPA provides monitoring resources, citizen-science quality-assurance guidance, and field and laboratory protocols. USGS continuous-monitor guidance covers site and monitor selection, sensor inspection and calibration, field procedures, data evaluation and correction, computation, review, and reporting.
USGS identifies temperature, specific conductance, dissolved oxygen, and pH as a common four-parameter continuous-monitor configuration. Other properties, including turbidity or fluorescence, can also be measured. These are examples of measurements, not a complete definition of river health. A basic kit may support learning or preliminary observations, but do not present its readings as regulatory-grade or directly comparable to agency results unless the methods and quality controls are appropriate and comparable.

- Are there repeated observations that can be compared under similar conditions?
- Do chemical or physical measurements have biological or habitat evidence to complement them?
- Have you considered streamflow before interpreting concentration changes?
- If a threshold appears exceeded, have you checked its purpose and applicability as well as the underlying record?
