To merge CSV files in Windows while keeping just one header row, use Excel Power Query’s From Folder workflow. For a repeatable command-line process, use PowerShell to import each CSV as structured rows and export the combined result. Both approaches work best when the source files share the same column names and data types.
Choose the right way to combine your CSV files

Microsoft describes Power Query as a way to combine multiple files with the same schema into a single logical table: Combine files overview.
Combine a folder of CSV files with Excel Power Query
This method is useful when you want to select files through Excel, inspect how they are parsed, and optionally transform the result before loading it.

Move unrelated files and subfolders elsewhere, or plan to filter them out of the folder listing.
- In Excel, select Data > Get Data > From File > From Folder, then choose the folder.
- Review the listed files to confirm they are the intended inputs. Filter the list if needed.
- Select Combine > Combine & Load to load the combined table, or Combine > Combine & Transform Data to inspect or adjust the query first.
- In the Combine Files dialog, check the example file and the file-origin, delimiter, and data-type settings. If the preview does not parse the data as expected, adjust the settings before loading.
Power Query uses an example file—by default, the first listed file—to determine how to combine the others. Microsoft’s walkthrough explains the dialog and its settings: Combine files in Power Query.

Check headers and columns before combining
Power Query matches columns by their names, so matching columns do not have to appear in the same order in each file. However, Microsoft recommends consistent column headers, data types, and numbers of columns. Resolve differences in names or structure before treating the files as one table. Combining files as a table preserves the intended structure: the output has one set of column headers rather than repeating each source file’s header as a data row. A direct text join does not reliably handle that distinction.

Handle input errors deliberately
If Power Query offers to skip files with errors, consider what that means for the result: skipped files contribute no rows. Inspect the file list and preview, and do not accept skipping if those inputs are required.
Combine CSV files with PowerShell
PowerShell’s Import-Csv reads CSV data into table-like objects, so each file’s header defines fields instead of being treated as an ordinary row. You can then export the combined objects as one CSV. Use this approach only after confirming the files have compatible layouts. Before relying on a script, test it on representative files and verify the output, especially if sources use different delimiters, encodings, header names, or schemas. Those differences need to be resolved rather than assumed away; there is no single universal recipe for every CSV dialect.
Why not simply append the files as text?
Each CSV usually begins with its own header row. Blindly concatenating complete files can therefore place header lines from later files among the data. Structured import and export, or Power Query’s combine workflow, treats the files as tables and produces one combined dataset with a single header.

Refresh the combined result when files change
Power Query’s folder workflow creates a query that can be refreshed after the input files change. Keep new files in the intended folder and check that they follow the same schema; otherwise the refreshed result may need adjustment. For a scripted workflow, run the import-and-export process again with the intended input files.
