Measure TV and streaming advertising with a sequence of methods, not one all-purpose metric: verify delivery, measure deduplicated reach and frequency, assess audience response, track actions, and use experiments when you need to know whether advertising caused additional outcomes. Start by agreeing on the business objective and shared KPI definitions across linear TV, connected TV (CTV), and other digital video. Then choose a method whose population, coverage, and assumptions match the decision you need to make.
Start with the decision the campaign needs to support
A campaign intended to introduce a brand needs different evidence from one intended to generate sales. Before buying media or comparing reports, agree on the objective, the KPI, its definition, and the audience or outcome being measured. Otherwise, platforms may be judged against mismatched goals—for example, comparing one channel’s reach with another channel’s conversions.
The Interactive Advertising Bureau’s November 2024 cross-channel measurement playbook recommends defining objectives and KPIs, auditing team and technical capabilities, building a unified data strategy, selecting attribution models, deploying analytics and reporting, addressing privacy, analyzing results, and quality-assuring the system. Treat those as connected planning steps: measurement depends on consistent definitions and usable data, not just the final dashboard.

- For audience delivery: measure deduplicated reach, on-target reach, and frequency.
- For brand response: use a suitable survey or brand-lift design.
- For active interest: look for an agreed signal such as search lift.
- For actions or sales: select a conversion or sales outcome that matches the campaign objective.
- For causal impact: use a randomized holdout or lift experiment when feasible.
Match each buyer-journey question to a measurement method
These methods answer different questions. A delivery report can establish that impressions were counted; it does not establish that the campaign changed awareness or generated sales. Likewise, a lift study and an attribution report should not be treated as interchangeable.

| Journey question | Useful measures or method | What the result can support | What it does not establish on its own |
|---|---|---|---|
| Were ads delivered and counted? | Impressions and delivery reporting, with consistent counting definitions | Checking delivery and comparing reported exposure within the defined scope | That people noticed the ad, remembered it, or acted because of it |
| How many people in the intended audience were reached? | On-target and deduplicated reach; average frequency and frequency distribution | Assessing audience delivery and exposure levels | Incremental sales or causal impact |
| Did digital video or CTV add audience beyond TV? | Incremental reach across the covered platforms, with the report’s population and deduplication method stated | Estimating additional audience within the report’s defined scope | A universal market-wide reach figure if platforms, geography, or data sources are limited |
| Did the campaign change brand perceptions? | Brand-lift or another suitable survey design measuring outcomes such as ad recall, awareness, consideration, favorability, or purchase intent | Assessing a specified audience response under the study design | Sales impact unless sales or conversions are separately measured |
| Did the campaign prompt active interest? | Search lift or another agreed intent signal | Measuring change in the defined search behavior; Google describes Search Lift as measuring lift in organic searches on Google and YouTube | That every additional search became a purchase |
| Did advertising cause additional actions? | Conversion lift or a randomized holdout experiment | Estimating incremental user actions under the experiment’s design | Results beyond the tested population, period, or outcome without additional evidence |
| Which channels should receive budget? | Experiment findings alongside attribution and other business evidence | Informing channel-level budget decisions and calibrating ongoing optimization | A guaranteed outcome for a future campaign with different conditions |
Verify delivery before interpreting performance
Agree what counts as an impression and which environments are included before comparing platforms. The IAB/MRC Digital Video Ad Measurement Guidelines cover online, mobile, and over-the-top (OTT) activity, including counting impressions displayed in a streaming player. A report’s impression total is meaningful only within its measurement definitions and scope.
Record the campaign’s platform and inventory coverage, reporting period, audience definition, and whether the result is an impression, household, device, or modeled unique person. Also check how co-viewing and cross-device duplication are handled. A person watching a CTV screen with others may not map to a single device-level count, and providers can use different assumptions. Do not compare “unique people” totals as if they were identical unless the units, coverage, and deduplication approach align.
Measure reach and incremental audience across TV and streaming
Separate total reach from incremental reach
Total reach describes the audience reached within a defined campaign or platform scope. Incremental reach asks how much additional audience one channel contributes beyond another. To assess whether streaming added reach beyond linear TV, use a cross-platform report that actually includes both, identify the audience and period it covers, and inspect its deduplication method. Reach and frequency are exposure measures—not proof of a sales effect.
Check the report’s geography and data access
Google’s Cross-Media Reach documentation distinguishes digital-only reporting, which is available in all countries, from digital-video-plus-traditional-TV reporting, which is available only in selected countries and depends on third-party TV data licensing and access restrictions. Google also says its cross-media reporting can aggregate Google video campaigns into deduplicated reach and may compare digital video with linear TV using licensed third-party TV data in selected countries. These qualifications matter: a report may not cover every publisher or the whole market.
Before using a cross-platform number, confirm the covered services, country, audience, reporting period, data provenance, and whether the result is modeled. Google says its unique-reach approach accounts for cross-device behavior and CTV co-viewing, but those features do not eliminate the need to understand a provider’s defined scope and assumptions.
Treat historical reach figures as examples, not targets
Nielsen’s March 2019 article reported the following findings from particular campaigns and study periods. They illustrate why incremental reach is worth measuring; they are not current expected results for a new campaign.
| Reported finding | Population and context | How to use it |
|---|---|---|
| Nearly 8 times as many TV impressions as digital impressions | Nielsen’s analysis of campaigns targeting people aged 18–49, covering October 2016 through December 2018 | A result for those analyzed campaigns, not a general media-allocation rule |
| 16% incremental reach from digital ads | Nielsen-reported Total Ad Ratings campaigns targeting people aged 18–49 | A historical, study-specific example; not a forecast for another campaign |
| 3% incremental reach from CTV on top of linear TV and digital ads | Nielsen’s 2018 custom study, reported in 2019, among audiences aged 18–49 | A finding tied to that custom study’s population and design |
| 59% of audiences aged 18–34 reached by cross-platform campaigns, with 12% reached solely by digital components | Nielsen’s 2019 article | A historical audience example, not a current cross-platform benchmark |
Use brand, search, and conversion lift for different outcomes
Brand lift measures a defined audience response
Brand-lift studies can assess outcomes such as ad recall, awareness, consideration, favorability, or purchase intent, depending on the study. Google documents Brand Lift for CTV cross-exchange inventory and YouTube and partner inventory, subject to study eligibility and other constraints. A brand-lift result is evidence about the studied response and audience; it is not a sales result unless sales are measured separately.

Rank #2
For Google Display & Video 360 CTV cross-exchange Brand Lift, the documentation says there is no fixed budget requirement but recommends at least USD 15,000 per survey question. This is platform-specific operational guidance, not a general research standard; confirm current eligibility and requirements before planning a study.
Search lift measures a different signal
Google describes Search Lift as measuring lift in organic searches on Google and YouTube. That can help assess whether a campaign is associated with greater active interest, but searches are not equivalent to purchases. Define the search outcome and its window before treating a change as meaningful.
Conversion lift focuses on user actions
Conversion lift is designed to estimate advertising’s effect on user actions. Google’s guidance describes running multiple lift types on the same campaign as possible, subject to eligibility. Where available, a brand study and a conversion study can therefore address distinct questions rather than forcing awareness and action into one KPI.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use attribution for ongoing optimization, experiments for incrementality
What attribution can tell you
Attribution assigns credit across observed conversion paths according to a defined model. It can help teams understand paths and support ongoing campaign or bid decisions, but model-assigned credit is not the same as proving that advertising caused additional conversions. Google describes its data-driven attribution as trained and validated against incrementality experiments; that relationship does not make every attribution report itself a randomized causal test.
When to run a randomized experiment
If the central question is whether advertising caused additional outcomes, a randomized holdout or lift experiment is the stronger design when feasible. Compare outcomes for an exposed group and a suitable control group under the study design, and state the measured action, population, and time period. Google describes randomized controlled experiments as a way to inform channel-level budgets. Use experimental findings to validate or calibrate ongoing attribution and channel allocation, rather than assuming they guarantee the same result in a different campaign.
Build a measurement plan the team can reconcile
- Write the business question. Specify whether the decision concerns delivery, audience reach, brand response, interest, actions, or incremental impact.
- Set shared KPI definitions. Agree the outcome, audience, reporting window, and counting rules across linear TV, CTV, and digital video before launch.
- Map data and capabilities. Identify which teams, platforms, analytics systems, and third-party data are available; note gaps in geography, publisher coverage, or access.
- Choose the method to match the question. Use delivery and reach reporting for exposure, an appropriate survey for brand response, attribution for ongoing path and optimization analysis, and a randomized experiment where causal incrementality is the decision.
- Document scope and assumptions. Record units, deduplication, co-viewing treatment, study eligibility, data sources, and privacy controls so a result can be interpreted and reconciled.
- Plan reporting and quality assurance. Check that data feeds, definitions, and reports are consistent, analyze results against the agreed objective, and investigate discrepancies before reallocating budget.
The IAB Measurement Center identifies cross-channel attribution, incrementality, and marketing mix modeling as areas for standards and methodology work. These methods can complement one another, but each has its own scope and assumptions; choose based on the decision and the data available rather than treating a single measurement label as a guarantee of comparability.
