Measure chemical plastic recycling as a life-cycle inventory: define what is being compared, set the functional unit and system boundary, collect facility-specific energy and material flows, and calculate greenhouse-gas emissions with documented emission factors. Report co-product accounting and substitution assumptions. A single energy or emissions figure is not meaningful without the technology, feedstock, location, boundary and accounting method behind it.

Decide what the measurement is meant to answer

Start by stating the decision the study will inform. Measuring on-site energy for an operational improvement is different from estimating a product footprint or comparing waste-treatment routes. The purpose determines which inputs, outputs and life-cycle stages belong in the study.

Choose a functional unit that matches that purpose. A treatment comparison might use a defined quantity of characterized incoming plastic waste; a product comparison might use a specified quantity and quality of usable recycled output. State the feedstock composition and contamination, process technology, product specification, location and operating year. The European Commission’s 2013 Product Environmental Footprint recommendation and its Environmental Footprint method call for the unit of analysis, reference flow, boundaries, assumptions and exclusions to be made explicit.

Set the system boundary before collecting data

Draw a process map and mark which stages are included. Depending on the study, the map may cover feedstock receipt and preparation; sorting, shredding, drying or washing; chemical conversion; gas handling and treatment; condensation and product recovery; upgrading or refining; residue treatment; transport; and downstream use or disposal. Also decide whether to include feedstock collection, capital goods, utility supply and the production displaced by recycled output.

Choose a boundary suited to the claim

  • Gate-to-gate: can describe energy and emissions within the facility boundary, but by itself does not establish a full life-cycle result or support a complete route comparison.
  • Broader life-cycle boundary: may include upstream feedstock and utility supply, transport, infrastructure, product use, end of life and displaced production. State the selected stages and any omissions.

Keep direct plant emissions distinct from indirect emissions calculated for purchased electricity, heat, fuels or feedstock supply. This lets readers see which results are based on site measurements and which depend on background data. The European Commission recommendation and the JRC’s 2022 plastic-waste pathways assessment both emphasize defining and documenting boundaries and relevant background processes.

Build an activity-data inventory

Map each process step to the quantities that drive its energy use and emissions. Prefer facility-specific records where accessible. Use calibrated meters, utility bills, batch records, mass-flow measurements and production logs as appropriate, and record the measurement period, units, source, uncertainty, and whether each value is measured, estimated or modelled. There is no one sensor or meter specified for every plant and process.

Inventory flow Record Why it matters
Electricity Quantity by process and period; distinguish imported from exported electricity. Supports process-level energy totals and the corresponding electricity-emissions calculation.
Fuel, steam and heat Fuel or heat carrier and quantity; give the calorific-value basis when relevant. Prevents different energy carriers from being hidden inside one unexplained total.
Feedstock and preparation Mass, polymer composition, moisture, contamination and pre-treatment inputs. Documents what the plant treated and the conditions that can affect yields and energy demand.
Process aids and consumables Inputs such as catalysts and water when within scope. Captures relevant material flows beyond energy carriers.
Products, residues and emissions Product streams, off-gases, char, tar, aqueous streams, residues, flaring and treatment flows; include uncertainty and mass-balance closure. Shows where feedstock and process outputs go and supports co-product accounting.
Transport and background processes Distances, modes and included infrastructure or other background activities. Supports broader life-cycle results where these processes fall within the boundary.

The JRC’s 2022 assessment of plastic-waste pathways considers electricity, transport, capital goods, background activities, multifunctionality and displacement of market products in its LCA method. If facility operators cannot access a particular activity flow directly, secondary data can be used, but its source and relevance to the location, technology and time period should be assessed and disclosed.

Calculate energy and greenhouse-gas emissions separately

First report energy by carrier and process stage, using transparent units. If you also give a normalized total, explain how unlike carriers were combined. Energy use and climate impact are related, but they are not interchangeable results.

For each activity flow, select a matching emission factor and document its unit, source, year, geography and technological representativeness. A basic calculation is:

Emissions for a flow = measured or estimated activity × matched emission factor

Keep direct facility emissions separate from indirect emissions associated with purchased energy and upstream supply chains. Use measured stack emissions for direct sources when suitable measurements are available; otherwise state the calculation approach and assumptions. Retain gas-level results and identify the characterization method used to express greenhouse gases as carbon-dioxide equivalent (CO₂e). Name the CO₂e unit and characterization time horizon. A CO₂e result is not the same as measured CO₂: it can include other greenhouse gases and modelled upstream emissions.

The European Commission’s Environmental Footprint guidance sets out inventory and impact-assessment expectations, but there is no single emission-factor dataset established for every plant and location. Select factors appropriate to the activity being modelled rather than treating one factor as universal.

Account for multiple products and co-products

Chemical recycling can produce several output streams. Chemical Recycling Europe’s LCA guideline, an industry-authored document, uses pyrolysis to illustrate streams such as product gas, tars, chars and non-condensable gases. Decide which outputs are wastes and which function as products before assigning shared inputs and emissions.

  1. Subdivide the process where possible. Assign flows to separate outputs if the process data support that separation.
  2. Consider system expansion or substitution. Model an additional function or displaced product only when the function and displacement can be justified.
  3. Allocate shared flows if the earlier options are unsuitable. State the allocation basis, such as mass, energy content or carbon content, and show the shared flows and calculation.

This hierarchy is consistent with the European Commission’s 2021 Environmental Footprint method, which puts subdivision and system expansion ahead of allocation and identifies physical relationships as an allocation basis. For a substitution credit, identify the product actually displaced, its market and quality, and the evidence that recycled output substitutes for it. Do not automatically credit recycled output with replacing virgin material. Where the choice of allocation or substitution method could materially affect the result, show how alternatives change it.

Make comparisons on aligned terms

A comparison is only interpretable when the studies describe sufficiently similar functions and conditions. Align the functional unit, geography, reporting period, feedstock, product quality, system boundary and counterfactual: what would otherwise happen to the waste or what product would otherwise be made. State whether the comparison is about energy demand, climate impact or broader environmental impacts.

  • Compare the same technology scope, including preparation, upgrading and residue handling where relevant.
  • Account for feedstock mix, contamination, moisture, process yield, product quality and residue fraction.
  • Use comparable energy-supply assumptions, including electricity and heat mix and fuel use.
  • Distinguish facility measurements from secondary datasets and disclose the year, region and representativeness of each.

Do not rank routes by isolated energy totals when one figure includes upstream supply and another covers only site energy. A result for one facility is not automatically representative of an entire technology category. The JRC’s 2022 assessment considers scenarios; its scenario-based approach does not establish one universally applicable figure for all chemical plastic recycling.

Report uncertainty and make the result reproducible

Alongside the result, give the reporting year, geography, process description and boundary diagram. Identify foreground measurements and secondary data, their sources and data quality, and explain assumptions, cut-offs and exclusions. Show uncertainty where available and test material sensitivities, including electricity mix, feedstock composition, process yield, product quality and co-product allocation or substitution.

The European Commission’s 2013 recommendation and Environmental Footprint guidance call for assumptions, exclusions, data sources and representativeness to be reported. The JRC ILCD handbook and waste-management guide provide broader LCA methodology grounded in ISO 14040/14044. None of these methods makes a result comparable by default: the study’s functional unit, system boundary and accounting choices still need to be aligned.

Why there is no single headline number

The official and technical sources discussed here establish a method, not one general energy-use or emissions value for chemical plastic recycling. Results depend on the route, feedstock, facility, energy supply, system boundary and treatment of co-products. Any published numeric result should therefore be reported with its scenario, unit, reporting year, boundary and method; without those details, it cannot serve as a reliable general answer.
