Measure standby power as real AC input power in a clearly defined non-active state, using an instrument and procedure that can resolve the supply’s actual low-power waveform. Then compare design changes under the same test conditions; there is no single standby limit or measurement setup that applies to every power supply.
Define the condition before measuring
“Standby,” “off,” and “no-load” are not interchangeable test conditions. Write down what the supply is doing before connecting a meter: whether AC input remains connected, whether the output is unloaded or carries a specified load, and whether the supply or finished product is in a particular non-active mode. If the product has more than one inactive state, measure and label each separately.
IEC 62301:2026 covers measurement and reporting of standby and other non-active modes, such as off mode. Its scope excludes networked standby, which is addressed separately. The applicable procedure may also depend on the product category and market, so a bench measurement is not automatically a compliance test. See the IEC 62301:2026 publication page.

- Set up the supply in the defined state. Record the input voltage and frequency, supply configuration, output connection and load, and the selected non-active mode. Follow any product-specific test procedure for ambient conditions and other setup requirements.
- Choose a suitable instrument. Measure real input power with equipment intended for low-power AC measurements. Check its low-power accuracy and uncertainty for the supply’s waveform and power factor, not just its display resolution. High crest factor or low power factor can make a low reading difficult to measure accurately.
- Allow the reading to stabilize and log it. Record the stabilization period and measurement interval, and retain the logged data. IEC’s 2026 edition highlights data logging and revised or clarified stability and uncertainty treatment. For formal testing, use the complete standard and the applicable product-specific procedure rather than relying on a quick bench reading.
- Report the result with its conditions. Include the operating state, input conditions, output condition, setup, measurement interval, and instrument uncertainty. A power value without these details cannot be meaningfully compared with another supply’s result.
A plug-in power meter can help screen for an obviously high draw, but do not assume it can resolve milliwatts accurately. For engineering characterization or compliance work, select a low-power AC analyzer based on its uncertainty, waveform and power-factor capability, stability analysis and logging, and alignment with the required method. A programmable DC electronic load can create a controlled output load; it does not measure AC input power by itself. In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
Use older meter guidance only as historical context
The U.S. Department of Energy’s Measuring Standby Power page summarizes the withdrawn IEC 62301:2011 edition. That summary specifies meter resolution of 0.01 W or less below 10 W and discusses waveform, stability, and uncertainty. IEC lists the 2011 edition as superseded or withdrawn on May 22, 2026; those numeric values should not be presented as verified requirements of IEC 62301:2026. Consult the 2011 edition record for its status and the current standard for present requirements.
Separate the measurement method from the legal limit
IEC 62301:2026 describes how to measure and report standby and other non-active-mode power; it does not establish a universal maximum. Requirements come from the rules applicable to the product category and jurisdiction. For example, the European Commission’s power-supplies page identifies Regulation (EC) No 278/2009 as covering no-load consumption and average active efficiency for external power supplies, and lists EN 50563:2011 among relevant references. Check the current legal text and applicability to the specific product and market before making a compliance claim.

Compare supplies or instruments fairly
When comparing supply designs
Use the same input conditions, output condition, non-active mode, stabilization approach, and measurement interval. Compare standby input power alongside loaded efficiency at relevant loads, and note topology and auxiliary losses. Also verify regulation, startup and transient response, thermal behavior, safety, and the applicable compliance scope; a lower no-load reading alone does not establish a better overall design.

When comparing meters or analyzers
- Low-power resolution and accuracy at the expected reading.
- Uncertainty with non-sinusoidal waveforms, high crest factor, or low power factor.
- Stability assessment and data logging.
- Fit with the required test method and the complexity of the setup.
Design choices that can reduce standby power
- Reduce auxiliary and bias-supply losses. Review what continues to draw power while the primary function is inactive.
- Select a suitable light-load strategy. Choose a controller and topology whose behavior at light load or zero load matches the product’s requirements.
- Limit energized standby circuitry. Minimize circuitry that remains active, while retaining necessary safety, control, wake, and protection functions.
Re-measure after every change using the same defined conditions. Check loaded efficiency, standby behavior, output regulation, startup and transient response, thermal performance, and safety before treating a reduction in input power as a successful design change.

Read design examples as circuit-specific evidence
Power Integrations reports that careful transformer design reduced no-load consumption from 29 mW to less than 20 mW in a particular 15 W PC standby example; the page does not state a year. Texas Instruments’ TIDA-01560 reference design reports 4 mW zero-standby power for a particular 15 W dual isolated-output bias supply. These are examples of specific circuits, not typical market results or promises of what another design will achieve.
