A disaster recovery runbook is credible only if it matches the systems and business it is meant to restore, gives people steps they can carry out, and has been exercised and maintained. A document can be “wrong” because it is stale, incomplete, untested, or too vague to use—not necessarily because an auditor has already rejected it. Whether a finding applies depends on your organization’s requirements and the evidence it can show.

What makes a disaster recovery runbook fail in practice?

A runbook may look complete while leaving responders unable to answer basic questions during an outage: who can authorize recovery, what must be restored first, which dependencies are needed, and how to confirm that service is safe to return. A plan that no longer reflects current infrastructure, vendors, people, or business priorities can also lead teams toward actions that no longer work.

NIST describes contingency planning as coordinated plans, procedures, and technical measures. Its planning guidance covers policy, business impact analysis, preventive controls, recovery strategies, plan development, testing, training, exercises, and maintenance—not just writing a document. NIST’s contingency-planning overview and SP 800-34 Rev. 1 provide that broader frame. SP 800-34 Rev. 1 was published in 2010; treat it as planning guidance, and check its updated publication record and your applicable requirements rather than assuming it is the latest or controlling authority.

What should a usable runbook contain?

The following is a practical synthesis of NIST’s planning and control material, not a universal prescribed format. Adapt it to your systems, business impact analysis, and applicable requirements.

  • Ownership and authority: Identify the plan owner, recovery roles, decision-makers, alternates, and current contact routes. Make clear who can activate the plan and who can approve a return to service.
  • Activation criteria and notifications: State the conditions that trigger recovery procedures, how to declare an incident, and whom to notify. Include escalation paths if a primary contact is unavailable.
  • Priorities and dependencies: Document what the business needs restored first, why that order matters, and the systems, data, people, facilities, vendors, credentials, and equipment each recovery step depends on. NIST SP 800-184 emphasizes identifying and prioritizing organizational resources to guide effective plans and realistic test scenarios.
  • Ordered recovery procedures: Give responders actionable steps, prerequisites, decision points, and expected results. Include alternate equipment, locations, or manual business processes where they are part of your chosen recovery strategy.
  • Validation and reconstitution: Describe how to check data integrity, security, and service functionality before declaring recovery complete, as well as how to return to normal operations and communicate status.
  • Maintenance details: Record the owner and review history, and update the plan when material system, process, personnel, or vendor changes affect recovery.

Do not copy recovery time or recovery point objectives from a generic template. Set targets using your organization’s business impact analysis and requirements; the sources cited here do not establish universal values for every organization.

How do you know whether recovery will work?

Run exercises that test the decisions and recovery steps your organization actually relies on, then capture what happened and act on the gaps. NIST SP 800-53 Rev. 5.1 control CP-4 says to test the contingency plan at an organization-defined frequency, review the results, and initiate corrective actions if needed. It does not set one testing interval for every organization. Confirm the applicable control version and baseline before making a compliance claim.

NIST’s control discussion names several possible methods, from checklists and walkthroughs to tabletop exercises, simulations, and comprehensive exercises. The right method depends on what you need to validate, the people and resources available, and the risk or disruption the exercise could cause. NIST’s SP 800-84 offers guidance on programs for testing, training, and exercising IT plans and capabilities.

Exercise method What it can help validate Trade-off to consider
Checklist Whether key plan elements and readiness items are present. Does not by itself show that responders can carry out recovery under pressure.
Walkthrough Whether participants understand written procedures, roles, and decision points. Less operationally demanding than a live technical restoration.
Tabletop exercise How participants make decisions and coordinate in a scenario. Tests discussion and coordination, not necessarily technical recovery.
Simulation How teams respond to a more realistic scenario using selected capabilities. Scope, resources, realism, and potential operational effects need planning.
Comprehensive exercise Broader, end-to-end recovery capability across people and systems. Requires more coordination and may carry greater operational risk or disruption.

Define objectives before choosing a method: for example, whether the exercise should test role clarity, restore a specific system, validate a dependency, or demonstrate end-to-end service recovery. Record the scenario and scope, who participated, what was attempted, the outcomes, and the gaps found. Then assign corrective actions with owners, due dates, and dispositions; confirm whether the fixes were completed and whether they changed the plan or a later exercise.

What evidence can support an audit?

There is no single evidence checklist that applies to every audit. The organization’s framework, scope, and control implementation determine what is relevant. Still, CP-4’s emphasis on testing, reviewing results, and correcting issues makes a clear evidence trail useful. A practical record can include:

  • The plan owner and accountable recovery roles.
  • The business impact analysis and the basis for recovery priorities.
  • Current system, dependency, vendor, and recovery-resource information.
  • Activation, notification, recovery, validation, and reconstitution procedures.
  • Which plan sections and systems were tested, when, and by whom.
  • Exercise objectives, scenario, participants, outcomes, and observed gaps.
  • Reviewed results and corrective actions, including an owner and disposition for each item.
  • Maintenance history showing updates after material changes to systems, processes, personnel, or vendors.

Keep evidence tied to the version of the plan that was tested. If a finding or gap remains open, document its status and decision rather than presenting an incomplete fix as complete. NIST SP 800-53 Rev. 5.1 CP-4 states: “Review the contingency plan test results; and initiate corrective actions, if needed.”

How does disaster recovery relate to incident response and continuity?

Disaster recovery focuses on restoring systems, data, and supporting capabilities after disruption. Incident response addresses the handling of an event, including investigation and containment; business continuity concerns sustaining essential business functions. These plans overlap, but the terms are not interchangeable in every framework. NIST’s glossary entry for disaster recovery plan reflects the need to use definitions in context.

Cybersecurity recovery should fit into this broader plan ecosystem. NIST SP 800-184 covers recovery planning, playbooks, testing, and improvement after cybersecurity events. Coordinate recovery procedures with incident response and continuity so teams know how decisions, information, and dependencies connect. The appropriate order and handoffs depend on the event and the organization; there is no single sequence established for every case.
