You can turn your own long-form videos into Shorts; repurposing is not automatically disallowed. The key is to make each Short a coherent piece with a meaningful viewer-facing contribution—not just a vertical crop with captions. YouTube’s reused-content policy applies to Shorts and is reviewed at the channel level, and no editing formula guarantees YouTube Partner Program (YPP) approval.
What YouTube means by reused content
YouTube defines reused content as material already on YouTube or another online source that is republished “without adding significant original commentary, substantive modifications, or educational or entertainment value.” The rule applies to Shorts, long-form videos, and live streams. Read the YouTube channel monetization policies.
Because reviewers assess a channel as a whole, they may consider its main theme, most-viewed and newest videos, share of watch time, metadata, and About section. A Short that feels like a bare extract can matter in the context of a channel dominated by near-identical clips, even if the source footage is yours. Ownership alone does not establish that a channel meets monetization policies.

How to turn a long video into a distinct Short
Use this workflow as editorial guidance based on YouTube’s policy examples, not as an official checklist or a promise of YPP acceptance.
- Choose a self-contained moment. Pick a question, idea, demonstration, or payoff that makes sense without requiring viewers to watch the full video first.
- Decide what the Short adds. Identify a new explanation, takeaway, critique, correction, context, or story. If the only change is a shorter runtime, the clip may not offer a distinct contribution.
- Add contribution where it helps. Record fresh narration, or add an on-camera introduction or response to frame the clip. The added material should explain or develop the point rather than merely announce it. YouTube does not require special recording equipment.
- Edit for vertical viewing and clarity. Reframe and trim the footage so the important action or speaker stays visible. Use captions and graphics to clarify meaning; those cosmetic additions do not substitute for original contribution.
- Check the channel pattern. Review the Short alongside your other uploads. Repeated near-identical extracts or a mass-produced template can make the channel appear less original overall.
- Check permissions separately. Confirm you have rights to the footage, music, and any other material used. A favorable reused-content assessment does not grant copyright permission.

How recommendation reach differs from monetization review
In an October 1, 2026 announcement, TeamYouTube said Shorts recommendations would further prioritize original content and reduce reach for reuploads without additions. It advised creators using another creator’s clips to add real value through original commentary, unique edits, or storytelling. See Prioritizing original content on Shorts.

That announcement concerns recommendation distribution, not a replacement for YouTube’s channel monetization policy. Reduced reach and YPP reused-content review are separate outcomes; neither statement guarantees how an individual Short or channel will perform.

Meeting subscriber and view or watch-hour thresholds does not decide whether a channel passes reused-content review. YouTube’s current eligibility page lists the following program thresholds; availability varies by region and feature, so check your current status in YouTube Studio and the YouTube Partner Program eligibility page.

YouTube’s Shorts monetization page also describes a change starting February 1, 2027: under the updated terms, 10 million qualified Shorts views in the last 90 days are required to earn a share of Shorts ad and YouTube Premium revenue for each month. Treat this as a future-dated term and verify the current wording on YouTube’s Shorts monetization policies.
The same policy page says monetizing creators keep 45% of their allocated Creator Pool revenue. That is the stated allocation share, not a guaranteed amount per view or an earnings estimate.
