Start by finding out whether you are using more water than usual, not by cutting showers, cooking, or cleaning. Compare the gallons on your bill with the same period last year, check for leaks, and identify which charges change with usage. Fixing a leak or adjusting unnecessary outdoor watering can reduce waste while leaving essential household use alone.
Why did your water bill go up?
First compare water volume, not just the dollar total. Check the same month or billing period last year, then note the number of days covered. A longer billing period, a rate increase, or a change in how the meter was read can raise the total even if your household habits have not changed.
Consider what changed at home: household occupancy, guests, laundry, outdoor watering, or a leak. Seasonal irrigation can make use rise sharply, while an unexplained increase—especially without more outdoor watering—can be a sign of a leak. The EPA’s guide to understanding your water bill explains how to read usage and charges.

Which parts of the bill can you reduce?
Many water bills include a fixed charge plus a usage-based charge. Cutting gallons can reduce the variable part, but it generally does not remove a fixed fee. Some utilities also use tiered, seasonal, drought, or water-budget rates, and sewer charges may be calculated differently from water charges. Check your bill and ask the utility how its rates and sewer billing work before estimating savings; using 10% less water does not necessarily mean a 10% lower bill. The EPA’s utility affordability resources describe common rate structures.

How to check for leaks before changing your routine
Look for visible drips
Check faucets, showerheads, hose bibs, areas under sinks, and connections around appliances for drips, puddles, or dampness. Repair an obvious leak rather than compensating by cutting necessary water use.
Test the meter during a no-use period
- Turn off faucets, appliances, irrigation, and any other water use in the home.
- Record the water meter reading, then wait about two hours without using water.
- Read the meter again. A changed reading suggests water is flowing somewhere; if you cannot locate the source, contact your utility or a qualified plumber.
The EPA recommends this meter check in its home maintenance guidance.

Use a dye test for a silent toilet leak
- Add a few drops of food coloring or a dye tablet to the toilet tank.
- Wait 10 minutes without flushing.
- If color appears in the bowl, water is leaking from the tank. Flush after the test.
A worn flapper is one possible cause, according to the EPA. If the toilet keeps running after a repair, or the fix is beyond your comfort level, consult a plumber. Check the toilet design and part compatibility before buying a replacement flapper.
For context, the EPA estimates that household leaks waste about 180 gallons per week, or 9,400 gallons per year for an average family. That is an estimate, not a prediction for an individual home. The EPA’s WaterSense statistics provide the figure. Separately, EPA says a family of four using more than 12,000 gallons (or 16 hundred cubic feet) per month in winter, with no winter outdoor water use, may have a serious leak. Treat that 2024 indicator as a screening clue, not a universal threshold; household size and circumstances matter. See The WaterSense Current.

Fix waste first; replace fixtures when needed
Repair dripping fixtures and running toilets before paying for upgrades. If a showerhead, toilet, or faucet aerator needs replacement, look for the EPA WaterSense label. EPA says WaterSense-labeled models in these categories are independently certified to use 20% less water while performing as well as or better than standard models. The claim describes product performance, not a guaranteed reduction in your household bill. Details are in the EPA’s WaterSense statistics and facts.
EPA estimates that an average family can save more than 2,700 gallons per year by replacing a showerhead with a WaterSense-labeled model. Your result depends on the fixture and how it is used; the estimate does not establish a specific payback or bill reduction. Compare the labeled fixture’s upfront cost and compatibility with the usage-based portion of your local bill.

Review outdoor watering if you have irrigation
Automatic irrigation and lawn watering can drive seasonal use. Inspect sprinkler heads and lines for breaks or leaks, check for overspray, and avoid watering during rain. Set schedules for local weather and the needs of your plants rather than relying on a fixed routine that runs regardless of conditions.

For homes with automatic irrigation, a WaterSense-labeled controller can schedule watering based on local weather or soil moisture. EPA estimates that replacing a clock-based controller with a labeled controller can save up to 15,000 gallons annually in an average home and reports up to 30% lower irrigation water use. These are EPA estimates, not guaranteed results for a particular yard. A controller is unlikely to be relevant if your home has no automatic irrigation. See EPA’s WaterSense statistics.

Will using less water actually lower the bill?
It can lower the usage-based portion, but the amount depends on your utility’s rates, sewer-charge method, and how much of the bill is fixed. To estimate your own savings, use the usage charge shown on your bill and ask the utility how sewer costs respond to lower water use. Do not assume a universal dollar saving from a given number of gallons.
What if the bill is still unaffordable?
Contact your water utility and ask about a payment plan, a Customer Assistance Program, or other local help. EPA says many utilities offer assistance that may include bill discounts or special rates, and it advises customers to ask about payment arrangements even when no program is advertised. Some local programs also fund leak repairs or offer rebates for WaterSense-certified fixtures and appliances, but availability, eligibility, and terms vary. Start with the EPA’s consumer water affordability resources, then confirm current options directly with your provider.
