To allow traditional desktop apps to use a microphone in Windows 11, open Start > Settings > Privacy & security > Microphone and turn on Microphone access, Let apps access your microphone, and Let desktop apps access your microphone. Windows does not offer a separate toggle for each traditional desktop app on this page; the desktop-app switch applies to them as a group.
Enable microphone access for desktop apps

Open Start > Settings > Privacy & security > Microphone. See Microsoft’s microphone permission instructions.

Turn on Microphone access. This is the device-level permission.

Turn on Let apps access your microphone.

Can you allow one desktop app and block another?
No—not with individual toggles on this Windows privacy page. Traditional desktop apps do not appear in the per-app list, and Windows uses the shared Let desktop apps access your microphone setting for them. Microsoft gives Zoom and Teams as examples of desktop apps. For more on the distinction, see Microsoft’s camera, microphone, and privacy guidance and explanation of Windows privacy settings for apps.
If an individual desktop app has its own microphone permission setting, you can manage access there. Windows’ shared switch may also affect Windows features that use the microphone, including Cortana or dictation.

Store apps have a different control
Microsoft Store apps may appear under Choose which apps can access your microphone. If the app is listed, use its individual toggle. The device-level and app-access switches above must also allow access. A traditional desktop app may not appear in this list simply because it is a desktop app.

Allowing a browser to access the microphone in Windows does not automatically grant access to every website opened in it. A site may also ask for microphone permission in the browser; check the browser’s site permissions if a web call or recording remains silent.

If the microphone still does not work

Check the microphone or headset’s physical mute switch and confirm the device is connected properly.

Check the desktop app’s own microphone selection or permission settings.

If the microphone is built into a camera, camera permissions may also matter in some cases.
