You do not have to stop using Google Photos to keep an image of your passport private. Move it to Google Photos’ Locked Folder to protect it with your device’s screen lock, or use a browser-based PDF tool that specifically says it processes files locally when you need to make or edit a document copy. Those are different steps: local processing does not determine where the finished PDF is stored or whether that location syncs to the cloud.
What Google Photos’ Locked Folder does
Google Photos lets you move sensitive photos and videos into Locked Folder, which is protected by your device’s screen lock. Google’s example includes a photo of a passport. The feature is useful when you want to keep an item out of the main Photos view; it is not a general guarantee that no one but you can access a file in every circumstance.
Google’s help page describes what happens to items in Locked Folder, including their visibility in Photos and how backup affects access across devices. Check the current instructions for your device and backup setting before moving records, because availability and behavior can vary by platform and configuration. See Google Photos Help: Hide sensitive photos & videos in Locked Folders and Google’s explanation of Locked Folder with cloud backup.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteGoogle also states that it does not sell personal information or use Photos content for ads. Google Photos Help’s wording is: “We don’t sell your personal information to anyone or use the content you store in Photos for ads purposes.” Google’s safety page describes encryption in transit. These are Google’s statements about its practices; they do not establish end-to-end encryption or show who can access content stored in a particular account. Read Google’s Photos privacy and control information and the Google Photos Safety & Privacy Features page for their stated scope.

When a browser-based PDF workflow makes sense
A PDF can be convenient when you need a portable copy of a paper record, or when an existing image needs to be assembled or handled as a document. But moving an image into a PDF does not by itself make it more private. The relevant questions are how the particular feature processes the file and where you save the result afterward.
- Existing digital documents: You can use a suitable PDF tool without buying a scanner.
- Paper originals: A document scanner is one possible way to create digital copies. A scanner is optional, and no particular model or scan quality is established here.
- Long-term retention: Choose the storage location separately from the PDF tool, and check whether that location syncs to a cloud account.
How to assess a PDF tool’s privacy claims
“Browser-based” describes how a tool is accessed, not necessarily where document contents are processed. A service may upload a file for processing even when you use it in a browser. Check the documentation for the exact feature you intend to use, rather than relying on a general privacy headline.

Check whether the document itself is processed locally
UnboundPDF says its files are processed in the browser using device resources and that OCR for scanned images runs on-device. That is the vendor’s claim, not an independent test or a finding about browser PDF tools generally. Its privacy page is the relevant place to review its description for the feature you plan to use.
Local document processing is not the same as proving that a website makes no network requests. A page may still load resources or use analytics; this article does not establish the network behavior of any named service. If the document is highly sensitive, look for a specific explanation of processing and verify the claim to the degree your risk requires.

Match the tool to the task
Confirm that the service supports the job you need—viewing, editing, or OCR on a scanned image—and that its privacy description covers that operation. Mozilla PDF.js is a browser-based PDF viewer and rendering project; its existence does not certify the privacy practices of unrelated online services. See the PDF.js project.
Decide where the finished file will live
After processing, save the PDF to the intended destination and check whether that destination automatically syncs or backs up to an account. A temporary browser workflow is not an archive or records-retention plan. Keep track of the saved file and any copies you create, including downloads and synced versions.

A practical workflow for a sensitive document
- Choose the purpose. If the image only needs to be kept out of your main Photos view, consider Locked Folder. If you need a PDF copy, identify the specific task first.
- Review the relevant settings or tool documentation. For Locked Folder, check Google’s current device-specific help and your backup choice. For a PDF tool, check whether the exact operation processes document contents locally.
- Process only what you need. Use a scanner only if you are digitizing paper. For an existing digital image or document, no scanner is necessary.
- Save deliberately. Pick the destination before finishing, then confirm whether it syncs to cloud storage and whether that is acceptable for the record.
- Review the copies you created. Check the original location, the finished PDF, downloads, and any synchronized copies so you know where the record remains available.
