Agree on travel billing before the trip, then list travel time, mileage, and reimbursable expenses as separate invoice items. Your contract—not the IRS business mileage rate or a federal travel table—sets what a private client owes. Keep a dated trip log and supporting records for your own tax records, whether or not the client asks for copies.

Agree on the travel terms before you go

Put the terms in your proposal, contract, or written approval. There is no universal private-market rule in the federal sources cited here that makes a particular travel-time rate, mileage rate, or expense policy apply to every client. State the arrangement clearly so both sides know what will be billed.

  • Travel time: Say whether it is billable, when the clock starts and stops, and whether you charge your service rate, a different agreed rate, or a flat fee. Clarify how waiting time or a multi-stop trip is handled if relevant.
  • Mileage: Specify the agreed per-mile amount or reimbursement method, what trips qualify, and how business miles will be recorded. Do not leave the amount implicit by referring to an IRS or GSA rate.
  • Other expenses: Define reimbursable categories, such as parking, tolls, lodging, or other trip costs. Identify any excluded items and whether you will charge actual cost or another agreed amount.
  • Approval and limits: Set out whether the client must approve travel or particular purchases in advance, any spending caps, and what happens if a trip changes.
  • Documentation and payment: Agree whether the client needs an expense statement or receipt copies, and state the invoice due date and payment terms.

Choose the billing method to fit the engagement. A flat travel fee gives the client a predictable amount but may not match the actual duration or costs. Separate time and cost lines make the components visible, though they require more tracking. A different travel-time rate can distinguish transit from service work, while the ordinary hourly rate is simpler to administer. Whichever approach you choose, write it down and use it consistently.

Keep travel-time charges distinct from expenses

Travel time is a charge for your time under the agreement; mileage and other expenses are charges for agreed travel costs. Do not combine them into a vague “travel” line if the client expects to review what it covers.

XKDOUS 2 Pack Invoice Books, 2-Part Carbonless Receipt Books
  • Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
  • Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
  • Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
  • 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
  • Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.

A clear invoice can use lines such as:

  • Travel time — [date and trip]: [hours] × [agreed hourly rate] = [amount]
  • Mileage — [date and trip]: [business miles] × [contracted per-mile rate] = [amount]
  • Parking — [date/location]: [approved actual cost] = [amount]
  • Tolls, lodging, or other approved expense — [date/description]: [amount]

Identify the client or project and the trip date on each relevant line. If a cap or advance approval applies, follow the agreement and make the approved amount or exception clear. Include payment terms and the total due as you would on any other invoice. This itemized layout is useful practice, not a universally mandated invoice format.

Do not treat mileage reference rates as private-client prices

IRS standard mileage rates are tax references, and GSA mileage rates apply to qualifying federal official travel. Neither automatically determines the amount a private client must pay. Use the rate or method agreed with the client; apply a federal rate only when the relevant federal rules govern the trip or contract.

Rates and eligibility can depend on date and context. For example, GSA says federal official-travel rates changed effective July 1, 2026. Check the trip date and the applicable rules before using a federal figure. For a private engagement, put the client’s agreed amount in the contract or estimate and carry it through to the invoice.

The IRS’s Publication 463 (2025), Chapter 5, says independent contractors should adequately account for client travel reimbursements or allowances and keep adequate records even when they do not account to the client. It identifies an account book, diary, log, expense statement, trip sheets, or similar record as ways to keep proof. The publication also says computer-prepared records count as adequate. Its guidance calls for support for amount, time, place or description, and business purpose, and generally calls for documentary evidence such as receipts, canceled checks, or bills, with exceptions. A paper mileage logbook is optional; a suitable computer record can serve instead.

Tax substantiation and client documentation are related but not identical. Follow the documentation terms in your agreement, and retain your own records regardless of whether you attach receipt copies to the invoice. Do not assume every tax situation requires the same receipt for every item; the IRS publication notes exceptions.

Prepare and check the invoice

  1. Compare the trip with the agreement. Confirm that the travel was authorized, the expenses qualify, and any cap or pre-approval condition was met.
  2. Calculate each component separately. Multiply billable hours and business miles by their respective agreed rates; list approved out-of-pocket expenses by item.
  3. Describe the basis for each charge. Include date, trip or project, hours, miles, and expense descriptions so the client can follow the math.
  4. Attach or provide records as agreed. If the client requires an expense statement or receipt copies, include them; retain your own supporting records either way.
  5. Verify the invoice. Check the rates, approvals, dates, calculations, payment terms, and total before sending.

Keep tax and federal-contract rules in their proper context

Under IRS Publication 463, if an independent contractor receives a travel reimbursement or allowance for costs incurred on a client’s behalf, the contractor should adequately account for it. If the contractor does not account for it, the reimbursement or allowance must be included in income. The publication’s recordkeeping guidance applies whether or not the contractor accounts to the client. This is federal tax guidance; it does not set the reimbursement amount a private client owes under a contract.

Federal acquisition rules have a separate, limited role. FAR 31.205-46 addresses covered contractor transportation costs for official company business and permits mileage rates, actual costs, or a combination when the method results in a reasonable charge. That is a federal-contract cost-allowability context, not a general rule for private invoices. The federal sources discussed here also do not settle state or local contract law, sales-tax treatment, or rules outside the United States; those questions depend on the relevant jurisdiction and circumstances.
