If a web application firewall (WAF) appears to block a legitimate request, first confirm the WAF actually denied it and identify the rule responsible. Then verify the request is expected, make the narrowest effective change, and replay the request to check both that the user’s flow works and that other protections remain active. A 403 response alone does not establish that a WAF caused the failure.

How to investigate a suspected WAF block

Use the same failed request as your reference throughout the investigation. Before changing a rule, connect the user-facing failure to a specific WAF event or log entry.

  1. Capture the failed request. Record its approximate UTC time, hostname, path, HTTP method, response status, and whether it came from a user, application, or integration. Include a request ID if one is available. Remove credentials, personal information, and other sensitive values before sharing request details.
  2. Find a matching WAF event. In Cloudflare, start with Security Events and filter for the relevant time and request. In AWS WAF, inspect logs or sampled requests. AWS’s false-positive guidance uses the terminatingRuleId to identify the managed rule group that terminated a request. A 403 without a corresponding WAF event is not enough to identify a WAF rule as the cause. See Cloudflare’s managed-rules troubleshooting guide, AWS’s false-positive guidance, and AWS’s 403 troubleshooting guidance.
  3. Record what the event shows. Note the action taken, rule or rule group, any labels, and the request component implicated. The exact evidence available varies by provider and configuration; do not assume every WAF records the matched content or retains events in the same way.
  4. Confirm the request is legitimate. Reproduce the intended user or integration flow, then compare it with the event: endpoint, method, headers, query string, body component, and content type. A rule match is a lead to investigate, not by itself proof that the request should be allowed.
  5. Make a narrowly scoped change. Select an exception, rule adjustment, label or scope-down condition, or specific rule override based on the event and the provider’s controls. Avoid allowing an entire IP range, endpoint, or ruleset unless the evidence supports that scope.
  6. Replay the request and monitor results. Send the representative request again after the change, using the same conditions where possible. AWS’s implementation guidance names cURL and Postman as examples of replay tools. Confirm the intended flow succeeds and review subsequent WAF events for unexpected allowances or continued blocking. AWS recommends testing and tuning protections with production traffic before enabling enforcement; the appropriate observation and rollback thresholds depend on the application and its risk.

Choose a fix that preserves protection

Compare candidate changes by their scope, the rules that will still inspect the request, and whether the change can be traced to the observed event and reversed. A narrowly targeted exception generally retains more protection than disabling a whole ruleset, but the right control depends on the provider and the rule involved.

Remediation Typical scope Protection retained When it may fit
Specific rule adjustment or override The identified rule Other rules can remain active The event identifies a particular rule as the source of a legitimate request’s block.
Exception or scope-down condition Requests matching defined conditions Rules outside the exception can continue to apply The legitimate traffic can be distinguished by a sufficiently precise request condition.
Disable an entire ruleset All rules in that ruleset Protection from that ruleset is removed for its scope Consider only when narrower controls do not address the verified issue and the wider impact is acceptable.

These are general distinctions, not provider-neutral configuration instructions. Confirm the exact behavior of the control in the relevant WAF before applying it.

Cloudflare: locate and adjust the managed rule

Use Cloudflare’s managed-rules troubleshooting guide to investigate blocked requests in Security Events and choose an applicable remediation. Cloudflare documents managed-rule exceptions, OWASP managed-ruleset adjustments, and overrides that disable a particular rule. Its guidance favors disabling a specific rule rather than an entire ruleset where possible.

Payload logging and plan availability

Cloudflare’s troubleshooting documentation says payload logging can record the string that triggered a managed rule, encrypted using a key pair supplied by the customer. The documented feature is available on Enterprise plans. If it was not enabled when the incident happened, it cannot provide the missing evidence retroactively; where available, consider configuring it to help investigate a future recurrence.

File uploads

Cloudflare warns that binary uploads can resemble attack payloads. Its documentation recommends using Malicious uploads detection to scan file uploads rather than relying on managed rules for that traffic. Check current product availability and configuration for your account before choosing this approach.

Attack scores

Cloudflare’s WAF attack-score documentation describes a Cloudflare-specific model: its likely-attack range is 21–50, and legitimate requests can be incorrectly flagged within that range. Do not treat these values as a general WAF scoring scale or as proof that a particular request is malicious.

AWS WAF: identify the terminating rule group

For AWS Managed Rules, inspect the AWS WAF logs or sampled requests and use terminatingRuleId to find the managed rule group that terminated the request. AWS’s false-positive guidance describes using labels or a scope-down statement to allow affected legitimate requests while keeping the managed rule group in effect.

For broader tuning, follow the applicable web ACL and rule-group guidance in AWS’s monitoring and tuning documentation. AWS recommends testing and tuning protections with production traffic before moving to enforcement. To validate a suspected false positive, its WAF implementation whitepaper suggests replaying the request that caused the issue; cURL and Postman are examples of tools for doing so.

When the WAF evidence does not match the failure

If you cannot find an event corresponding to the failed request, do not create an exception based only on the 403. The cited AWS troubleshooting guidance recommends using sampled requests or logs to investigate WAF-related 403 responses; Cloudflare’s guidance likewise directs users to Security Events for managed-rule blocks. Continue troubleshooting the request path and the system that returned the response until you can establish which control denied it. A WAF change without a matching event may weaken protection without fixing the failure.
