Install Community Framework (CF) before Community Online Tools (COT), load both with matching client versions, then create a SteamID-based permissions file in the server profile directory. The usual startup parameter is -mod=@CF;@Community-Online-Tools. After a clean first launch and restart, press Y in game to open the toolbar.
What CF and COT do
Community Framework (CF) is the dependency layer. Community Online Tools (COT) is the graphical administration mod that uses CF for its framework and permissions system. COT can provide administration features such as player management, teleporting and a free camera, but it will not initialize correctly if CF is missing, loaded after it, or mismatched between server and client.

The server needs the mod directories and startup parameters, and every administrator connecting to the server needs the same Workshop items enabled locally. A server-only installation is therefore incomplete.
Requirements before you begin
- A DayZ server that you can stop, start and edit, either on Windows, Linux or through a hosting control panel.
- Access to the server’s startup command or mod-selection controls.
- Permission to read and write the directory passed through the server’s
-profilesoption. - A Steam account for each administrator and that account’s numeric Steam identifier.
- CF and COT downloaded from Steam Workshop. The COT Workshop listing identifies CF as a required item.
- A matching CF and COT installation on the client computer used to connect.
Install CF and COT on Windows or a managed panel

Download both Workshop items
Subscribe to or download Community Framework and Community Online Tools. Allow Steam or the host panel’s Workshop downloader to finish before copying files or starting the server.

Put the mod directories where the server can read them
In a conventional installation, the server root contains directories named
@CFand@Community-Online-Tools. A panel may download these automatically or expose them through a file manager. Confirm that each directory contains the mod’s files rather than an extra nested directory such as@CF/@CF. -
Set the startup mod parameter
Add the following to the server command line, or select the equivalent mods in the panel:

Match the client installation
Before connecting, enable or let the DayZ launcher load both CF and COT on the client. The client and server should use the same Workshop versions. A missing or different version can block the connection or allow the connection without a functioning tool interface.

Launch once, then stop cleanly
Start the server and wait until it has completed its normal initialization. Stop it cleanly rather than terminating the process. CF’s first initialization creates the profile-side directories used by the permissions framework.

Create the administrator permissions file
Open the directory passed to the server with
-profiles. Inside it, create or openPermissionsFramework/Players. Create a JSON file whose filename is the administrator’s numeric Steam identifier. Assign that player theadminrole; the standard setup example also includes theeveryonerole.Free tools Windows power users keep installed

Use the JSON structure supplied by the COT version you installed, preserving its property names, capitalization and brackets. A syntactically valid file with the wrong property names is still ignored by the framework.

Restart and test in game
Restart the server after saving the permissions file. Connect with CF and COT enabled. Press Y to open the toolbar. Press END to toggle COT, INSERT to toggle the free camera and H to teleport to the location currently being viewed.

Finding the correct profiles directory
The permissions file belongs under the path actually used by the running server, not necessarily beside DayZServer.exe or in the server root. If the command contains -profiles=C:DayZprofiles, the expected directory is C:DayZprofilesPermissionsFrameworkPlayers. If the parameter is relative, resolve it from the server’s working directory.
Managed panels often call this setting “Profiles,” “Profile directory” or similar. Some panels hide the command line and create a separate file area for profiles. Use the panel’s displayed path and do not create a second PermissionsFramework tree in an unrelated folder.
Linux installation with SteamCMD
On Linux, the dependency and permission model is unchanged; only the file paths and download process differ. Bohemia Interactive’s Linux server example uses SteamCMD to install the server, downloads Workshop item 1559212036 for CF and 1564026768 for COT, and starts the executable with -profiles=profiles.

Expose the mod directories
Place or symlink the downloaded content so the server root can resolve
@CFand@Community-Online-Tools. Check the symlink targets and permissions with your normal Linux file tools; a broken link looks like a missing mod to DayZ. -
Start in dependency order
Use a command equivalent to:
./DayZServer -profiles=profiles -mod=@CF;@Community-Online-ToolsKeep CF before COT. The shell treats the semicolon as a command separator unless it is part of the argument, so quote the complete value when launching from a shell script:

Finish the first-launch permission setup
After the first clean launch, stop the server and create the SteamID-named JSON under
profiles/PermissionsFramework/Players. Assign theadminrole using the COT permissions format, restart, and test with the same key bindings used on Windows.
Self-hosted server versus a managed control panel

Verify the installation before troubleshooting
- The server root or panel mod list exposes both
@CFand@Community-Online-Tools. - The startup value is exactly ordered as
-mod=@CF;@Community-Online-Tools, with no spaces around the semicolon. - The client has matching CF and COT Workshop items enabled.
- The server has completed one launch after the mods were added, and it was stopped cleanly.
- The permissions file is under the active profiles path in
PermissionsFramework/Players. - The filename is the administrator’s numeric Steam identifier, and the file assigns the
adminrole. - The administrator was disconnected while permissions were edited and the server was restarted afterward.
Troubleshooting by symptom
COT does not appear at all
First inspect the startup parameter. CF must be listed before COT, both directories must exist at the paths named by the server, and the client must have matching versions enabled. If a panel has both a mod collection and a raw command-line field, check which one is actually active; editing an unused field changes nothing.

The toolbar opens, but administrative actions are unavailable
This usually means the framework loaded but did not grant the connected Steam account the required role. Stop the server, inspect the SteamID-named JSON in PermissionsFramework/Players, confirm the admin role and valid JSON syntax, keep the player disconnected during the edit, then restart.
The server cannot find the profile folders
Check the effective -profiles argument, including relative-path resolution. On a panel, check its profile-directory setting rather than assuming the server root is the profile root. Create PermissionsFramework/Players only inside that active directory.

Verify that the symlinks or directories resolve from the DayZ server’s working directory. In a shell script, quote the -mod value so the semicolon remains inside one argument. Confirm that the Workshop downloads for IDs 1559212036 and 1564026768 were completed and mapped to the expected @CF and @Community-Online-Tools paths.
Players receive a mod mismatch or signature error
Compare the server’s current Workshop files with the clients’ enabled versions. Update both sides together, restart the server after the update, and check whether the host panel has refreshed its mod files and key files. Do not troubleshoot permissions until the client can join with both dependencies loaded.
The key bindings do nothing
Confirm that COT is enabled on the connecting client and that the server finished loading it. Use Y for the toolbar, END for the COT toggle, INSERT for free camera and H for teleport. If the toolbar opens but the controls are absent, return to the permissions check rather than changing unrelated DayZ key bindings.

When updating CF or COT, stop the server first, update the Workshop files, verify that both sides use compatible versions, and start the server again. Keep a backup of the working PermissionsFramework directory before changing permissions. Grant the admin role only to trusted Steam identifiers, because it enables server-management capabilities rather than merely cosmetic interface access.
For a panel installation, document the panel’s mod path and profiles path after the first successful setup. That record makes recovery faster if the provider changes the server root, migrates the instance or resets a generated command line.
