If Smart App Control blocks a file, Windows does not offer an “allow anyway” exception for that app while the feature is on. First verify the file and where it came from. If you still need to run it, Microsoft’s documented options are to turn Smart App Control off or ask the developer to sign the app with a valid certificate.
Why Smart App Control blocks an app
Smart App Control is a Windows app trust feature. Microsoft says it uses cloud-powered safety predictions and checks whether an app has a valid signature. When its service cannot confidently classify an app, a valid signature may allow the app to run; an unsigned or invalidly signed app may be treated as untrusted and blocked. Microsoft’s Smart App Control FAQ describes these decisions.
A blocked download is not proof that the file is malicious, but neither is the missing File Explorer “Unblock” checkbox a reason to bypass the warning. The September 14, 2026 report that prompted this question describes one Windows 11 25H2 user’s experience; it is an individual account, not an independently verified test of that release. The forum post does not establish that a recent update changed the feature’s behavior.

No. Microsoft says, “There is currently no way to bypass Smart App Control protection for individual apps.” The File Explorer Unblock option is not a per-app exception for Smart App Control. Microsoft’s stated alternatives are to switch the feature off or contact the app developer and ask them to sign the app with a valid certificate. Microsoft Smart App Control FAQ

What to do before changing the setting
- Check the source. Confirm that you downloaded the file from the developer or another source you trust, and that the filename and publisher match what you expected.
- Ask the developer about signing. If the app is unsigned or its signature is invalid, contact its developer about providing a properly signed version. This addresses the trust signal Smart App Control checks without disabling the feature.
- Decide whether the compatibility trade-off is acceptable. Turning Smart App Control off stops its blocking and notifications, but removes this layer of app protection. Do not treat disabling it as evidence that the blocked file is safe.
How to turn Smart App Control off
Open Windows Security > App & browser control > Smart App Control settings. Microsoft documents three modes:
- Evaluation: Smart App Control evaluates apps but does not block them.
- On: Smart App Control applies its app decisions and can block apps it considers untrusted.
- Off: Smart App Control stops blocking apps and sending its notifications.
The setting may not be available on every device. Smart App Control is a Windows 11 feature and is not available in Windows 10. Microsoft’s App & browser control overview gives the settings path and mode descriptions.

Can you turn it back on later?
Microsoft’s current FAQ says recent Windows updates allow Smart App Control to be re-enabled without a clean installation. An older Microsoft overview describes reset or reinstall requirements in some situations, so the ability to re-enable it depends on the device and its update state; do not assume the toggle will be available on every PC. Smart App Control does not replace antivirus
Smart App Control works alongside Microsoft Defender or third-party antivirus; it is not a replacement for antivirus protection. Turning it off changes this app-trust control, not the status of your antivirus. Microsoft Smart App Control FAQ
